THE SOUTHERN COASTLANDS
    T he southern margins of the United States can be divided into two approximately equal sections. One half, the Southwest Border Area, shares a long land boundary with Mexico and includes an extensive inland area that has experienced many influences from that country. The other half, which we discuss here, traces the coastline eastward from the mouth of the Rio Grande River in Texas to North Carolina and includes the Florida peninsula ( Map 8 : 23K). Both stretches are southerly in latitude, and they share a small area of overlap in southern Texas, but the Southern Coastlands is as distinct from the Southwest Border Area as are any other two adjacent regions in America. The Southern Coastlands is distinctive for two primary reasons. First, it has a humid, subtropical environment. The warm waters of the Gulf of Mexico also contribute a strong maritime influence to the coastlands' climate. The region has a clear appeal to visitors and potential residents, and its agriculture is distinctive because of this environment. Second, the region's role in generating U.S. trade patterns with the rest of the world and its distinctive industrial pattern also help to define it.

M iami-Dade County is a geographically large and diverse County, larger than the State of Delaware. It is host to the city neighborhoods of Miami and the farmlands and national parks of South Miami-Dade. The deep South Miami-Dade cities of Florida City and Homestead, 25 miles from the City of Miami, have a poverty rate of 37% and 30% respectively. People from all walks of life form the heart and soul of the South Miami-Dade community and economy. The Miami-Dade Empowerment Zone strategy must and does incorporate elements that address the needs of the most distressed urban neighborhoods of this region of the County. Facing Adversity The South Miami-Dade community of Miami-Dade County was devastated by Hurricane Andrew in August of 1992, which also caused the closure of the Homestead Air Force Base in 1993. Combining these two stunning events with a historical poverty rate of 50% in census tract 113 further substantiates the need for the Empowerment Zone strategy in South Miami-Dade. The integral impact of the NAFTA agreement has hurt the local agriculture economy. The Zone designation will provide long-term support and enhancement of the significant public dollars already invested in the area from hurricane reconstruction. ABOUT THE COLLECTION D.A. Sanborn, a surveyor from Massachusetts who worked for an insurance company, originally made an atlas of the city of Boston. He followed this with making maps for several cities in Tennessee in the mid-1800s. He later established a company that would specialize in compiling and publishing maps for the fire insurance industry. After several mergers and acquisitions, the company he helped establish now goes by the name Sanborn Map Company. The maps were mainly designed to help fire insurance agents determine the degree of damage to a property and show accurate information to help them determine risks and establish premiums. They showed the size (including color-coding), shape and construction of buildings (brick, adobe, frame, etc), dwellings (including hotels and churches), and other structures such as bridges, docks and barns. Along with fire stations, you could also find water facilities, sprinklers, hydrants, cisterns, and alarm boxes as well as firewalls, windows, doors, elevators and chimneys and roof types. The maps included street names, property boundaries and lot lines, and house and block numbers. Other information such as the latest census figures, prevailing winds; railroad lines and Indian reservations and topography were included. Presently, Sanborn maps are used by municipal governments and engineering and architectural companies, as well as individuals doing historical (environmental and architectural) research, ethnic studies, and urban archeology and geography.
