Biography
The next step in the realization of her goals was achieved in 1987, when Commissioner Chestnut was elected to the Gainesville City Commission. In 1989, she was elected the first African American woman Mayor/Commissioner of Gainesville. Working hard to serve the community and her constituents brought about her election to the Florida House of Representatives in 1990, where she served for10 years. Due to term limits, Cynthia Moore Chestnut ended her career as a member of the Florida House of Representatives. Commissioner Chestnut was the first woman and first African American elected to this seat. In this role, she was instrumental in the passage of historic Welfare Reform legislation that allows people to achieve their dreams through hard work and perseverance. Her appointment as Chair of the House Committee on Education in 1994 allowed Commissioner Chestnut to reach another step in living out her dream of service while helping give others the tools to achieve their own. Additionally, she served as Vice Chair of the Education Appropriations Committee under two Republican Speakers.

In announcing this year’s winner, Derek E. Gordon, Senior Vice President of the Kennedy Center, said “This year’s winners reflect an extraordinary commitment on the part of these two school boards, one small district in a rural community and one large and diverse district, to providing opportunities for their students to study the arts as part of a comprehensive education. We are proud to acknowledge their outstanding work in partnership with the National School Board Association.” A national review panel is convened to select the school district that receives the honor each year. School districts selected for this national honor must demonstrate support for all four artistic disciplines in their arts education program including visual arts, music, theater and dance. Instruction and programming must also be available for all students throughout the district. The ways in which the school district develops collaborative partnerships with the cultural resources available in the community is also an important consideration in reviewing nominations.

Many higher education faculty in Florida start classes this fall with two certainties: Their union contracts are more tailored to their local concerns than ever before and the state constitution trumps the whims of politicians bent on denying them their rights. That knowledge is particularly comforting, because until last spring, they were unsure they would have contracts at all. During two years of turmoil, during which the governor eliminated the state board of regents, the body with which United Faculty of Florida/AFT negotiated for faculty at all 11 state institutions, negotiations were thrown to individual boards of trustees and faculty contracts were up in the air. The board of governors, which replaced the board of regents, argued that, as new employers, they were not bound by the UFF contract. The UFF protested to the state labor board, which ruled in favor of the state. But in February, in what UFF executive director Steve Weinberger calls a "ferocious" decision, the district court of appeals wrote, "State government cannot ... unilaterally terminate its obligations under a collective bargaining agreement simply by reorganizing the Executive Branch, where the employees affected perform the same work, in the same jobs, under the same supervisors, by operating the same facilities, carrying on the same enterprise, providing the same service."

When Florida overhauled its higher education system to shift power from the State Board of Regents to boards of trustees at individual campuses in 2003, it invalidated the employment contract between the regents and the statewide union that represented 10,000 professors, throwing academic labor relations into disarray. Last week, Florida’s Supreme Court let stand a lower court’s ruling

That decision essentially left faculty members without a contract to govern not only their pay but issues such as academic freedom and grievance rights.
