A Times Editorial Published June 8, 2004 Putting troublesome students in alternative schools may or may not best serve them academically, but in Florida the practice also raises a beguiling regulatory question. If the state insists on measuring all achievement against a single standard, can it credibly exempt alternative schools? To his credit, Education Commissioner Jim Horne is moving cautiously in answering that question. Last fall, Horne warned alternative schools that they may receive state-assigned grades by next year. But, after looking more closely, he now says he wants to proceed slowly. "It's not as simple as everybody makes it out to be," Horne said last week. "I'm not ready to make a decision on that." The commissioner's concern is warranted.
