How do flash floods occur?
Several factors contribute to flash flooding. The two key elements are rainfall intensity and duration. Intensity is the rate of rainfall, and duration is how long the rain lasts. Topography, soil conditions, and ground cover also play an important role. Flash floods occur within a few minutes or hours of excessive rainfall, a dam or levee failure, or a sudden release of water held by an ice jam. Flash floods can roll boulders, tear out trees, destroy buildings and bridges, and scour out new channels. Rapidly rising water can reach heights of 30 feet or more. Furthermore, flash flood-producing rains can also trigger catastrophic mud slides. You will not always have a warning that these deadly, sudden floods are coming. Most flood deaths are due to FLASH FLOODS Most flash flooding is caused by slow-moving thunderstorms, thunderstorms repeatedly moving over the same area, or heavy rains from hurricanes and tropical storms.

Story Tools HONG KONG, China Raging floods in six central and southern Chinese provinces have claimed more than 70 lives and inflicted damage worth hundreds of million yuan. An order issued by Premier Wen Jiabao last weekend called on officials in affected provinces to boost flood-prevention work even as they persevere with the fight against severe acute respiratory syndrome (SARS). Wen pointed out that officials must have a firm grip over both missions, "and there must be no mistake over either [task]." Since early this month, torrential rain has hit parts of the provinces of Guangdong, Fujian, Jiangxi, Hunan, Hubei, and Guizhou with the situation in central Hunan being the gravest. Authorities in Hunan said water levels along the province's major Xiang River had breached the danger marks. The official China News Service quoted local cadres as saying the floods in Hunan were "the most serious in ten years." A crest along the Xiang was expected to surge through Changsha, the provincial capital, later Monday, and nearly 400,000 workers, civil servants, police and soldiers had been deployed to tackle the crisis.

BitTorrent, the beloved file-sharing client and protocol that provides a way around bandwidth bottlenecks, has become the newest distribution vehicle for adware/spyware bundles. Public peer-to-peer networks have always been associated with adware program distributions, but BitTorrent, the program created by Bram Cohen to offer a new approach to sharing digital files, has managed to avoid the stigma. WHAT IS A FLOOD?
Floods are the most common and widespread of all natural disastersexcept fire. Most communities in the United States can experience some kind of flooding after spring rains, heavy thunderstorms, or winter snow thaws. Floods can be slow or fast-rising but generally develop over a period of days. Dam failures are potentially the worst flood events. A dam failure is usually the result of neglect, poor design, or structural damage caused by a major event such as an earthquake. When a dam fails, a gigantic quantity of water is suddenly let loose downstream, destroying anything in its path. In Washington the primary mechanisms causing a flood situation are:
  • Rainfall on snow can rapidly melt the snow pack, resulting in large winter and early spring floods. Heavy rainfall without a snow pack results in floods if the ground is already wet from earlier storms, or if the ground is frozen. These floods usually happen in the fall and early winter. Rapid snowmelt during a hot spell can produce large floods, typically in late spring.

    West Virginia floods lead to state of emergency

CHARLESTON, West Virginia (CNN) Heavy rains caused flash flooding in southern West Virginia on Thursday, resulting in one apparent flood-related death and sending some residents climbing onto their roofs to escape the rising water, emergency officials said. The floods came after more than four inches of rain deluged McDowell County and surrounding areas Thursday afternoon, said Jeff Hovis, a meteorologist for the National Weather Service in Charleston. In adjacent Buchanan County, some residents of Hurley were awaiting rescue from their rooftops, he said, adding, "We've got some pretty widespread flooding." The body of a man was found floating near Panther around 3 p.m., said Mark Rigsby, public information officer for the West Virginia Office of Emergency Services.

Fresh rich soil has been carried by the water into the fields. But usually floods are dangerous. They cause great damage and can kill many people. The next pictures show floods that have been caused by heavy rain or melting snow sometimes hundreds of miles away. In 1998 the Yangtze River in China broke through its banks in many places. This man has lost his house. All that he has left is the small pile in front of him. This boat carries men through six-metre deep floods to their village. More than 1,000 people died in the raging flood waters. In August 1998, Bathurst, 209 km west of Sydney, suffered the worst flood in the town's history. They were lucky. The water only rose slowly. No such luck here. The water sweeps away farmhouses and anything else that gets in its way. Think about the animals! The Mississippi floods regularly. The flood of 1993 was unusual in that it reached well beyond the "100 year" level. The "100 year" level simply means a flood so big that it's only likely to happen once in a hundred years.

    Advance preparation is a key to food safety during a hurricane and the floods that can accompany it. Those living in hurricane areas should keep adequate supplies on hand because power will likely be disrupted, putting food in danger.

    Sudan: Additional Heavy Rainfall Expected Across Portions of Darfur and Chad As of 18 July 2005 , following soaking rains during the first ten days of July, additional heavy rains are expected across central portions of the Darfur region in Sudan and the adjacent Chadian prefectures of Ouaddai and Biltine. The heavy rains are expected to hamper overland travel in the region and disrupt the movement of humanitarian aid to IDP and refugee camps.     Massive floods trigger India aid package
    Residents of eastern India try to stem the tide of rising waters NEW DELHI, India India will give one billion rupees to aid thousands of people marooned in its eastern state of Orissa after torrential rains set off flash floods. "The situation is very serious... The prime minister has approved the immediate release of one billion rupees ($21.23 million)," cabinet spokesman Pramod Mahajan told reporters in the capital, New Delhi. Orissa Chief Minister Naveen Patnaik had asked the federal government for two billion rupees in relief for his state where floods have killed at least 23 people, washed away 4,000 houses and damaged 14,000 homes in the past 10 days. Some 7,200 villages have been cut off and half a million people are believed to be marooned in different parts of India after the floods. The largest dam in the eastern Indian state of Orissa was threatening to overflow as rivers rose to dangerously high levels following torrential rains.

    Bangladesh floods seen to worsen
    Monsoon rains have swollen Bangladesh rivers beyond danger levels DHAKA, Bangladesh Chest-high flood waters stranded nearly 100,000 Bangladeshi islanders on Wednesday, after days of incessant monsoon rains. Four feet (1.3 meters) of water were being held back by an embankment built to keep out the sea on the island of Sandwip in the Bay of Bengal. "Efforts are under way to let the water roll into the sea," one official said without giving details. Meteorology officials said more flash floods may be expected, as heavy rains are seen to continue for several more days. Monsoon rains, which last from June to September, have already swollen three rivers beyond danger levels in northeast Bangladesh, threatening early floods. Some 13 inches (330 mm) of rain fell in the region in the 24 hours to Wednesday morning, raising water levels in the Manu, Kushiyara, and Khowai rivers. Other major rivers across the country were also rising, the Flood Information Centre said in a bulletin.

    Denial of service (DoS) attacks are common on the Internet. The first step you use to respond to such an attack is to find out exactly what sort of attack it is. Many of the commonly used DoS attacks are based on high-bandwidth packet floods, or on other repetitive streams of packets. The packets in many DoS attack streams can be isolated when you match them against Cisco IOS® software access list entries. This is valuable for filtering out attacks. It is also useful for when you characterize unknown attacks, and for when you trace "spoofed" packet streams back to their real sources. Cisco router features such as debug logging and IP accounting can sometimes be used for similar purposes, especially with new or unusual attacks. However, with recent versions of Cisco IOS software, access lists and access list logging are the premiere features for when you characterize and trace common attacks.
