Floods What Is A Flood? Floods are the most common and widespread of all natural disastersexcept fire. Most communities in the United States have experienced some kind of flooding, after spring rains, heavy thunderstorms, or winter snow thaws. A flood, as defined by the National Flood Insurance Program is: "A general and temporary condition of partial or complete inundation of two or more acres of normally dry land area or of two or more properties (at least one of which is your property) from:
  • Overflow of inland or tidal waters, Unusual and rapid accumulation or runoff of surface waters from any source, or A mudflow.
[The] collapse or subsidence of land along the shore of a lake or similar body of water as a result of erosion or undermining caused by waves or currents of water exceeding anticipated cyclical levels that result in a flood." Floods can be slow, or fast rising but generally develop over a period of days.

Flooding may be only a few inches of water or it may cover a house to the rooftop. Floods that happen very quickly are called flashfloods. Flooding is the most common of all natural hazards. It can happen in every U.S. state and territory. Important terms to know:
  • Flood Watch or Flashflood Watch Flooding may happen soon. Stay tuned to the radio or television news for more information. If you hear a flashflood warning, talk to an adult immediately!
    Flood Warning You may be asked to leave the area. A flood may be happening or will be very soon. Tell an adult if you hear a flood warning. If you have to leave the area, remember to bring your Disaster Supply Kit and make arrangements for your pets.
    Flashflood Warning A flashflood is happening. Get to high ground right away. Tell an adult!

Flash Flood Terminology
Flash Flood Watch - Indicates that flash flooding is a possibility in or close to the watch area. Those in the affected area are urged to be ready to take action if a flash flood warning is issued or flooding is observed. These watches are issued for flooding that is expected to occur within 6 hours after the heavy rains have ended.
Flash Flood Warning - A flood warning issued for life/property threatening flooding that will occur within 6 hours. It could be issued for rural or urban areas as well as for areas along the major rivers. Very heavy rain in a short period of time can lead to flash flooding, depending on local terrain, ground cover, degree of urbanization, amount of man-made changes to the natural river banks, and initial ground or river conditions. Dam breaks or ice jams can also create flash flooding.

Floods continue to wreak havoc
A fire engine struggles to make progress in northeastern Hungary SHIROKAYA BALKA, Russia Torrential rain continues to sweep across Europe causing havoc and the loss of dozens of lives. Property and crops have been destroyed, residents have been made homeless and tourists have been left stranded in usually sun-drenched tourist resorts. Rescue workers in the worst affected region, the Black Sea coast of Russia, have retrieved 49 bodies so far, but the death toll is recorded at 58, mainly tourists. The overall death toll across Europe is 65. An Emergencies Ministry spokesman said the worst of the danger had passed and that weather conditions were now improving. "According to our forecasts, the main threat has passed," Interfax news agency quoted Deputy Emergencies Minister Yuri Vorobyev as telling Russian President Vladimir Putin at a special meeting in the Kremlin But heavy downpours continue across Europe from England to Ukraine. Europe's worst flooding in decades has turned rivers and streets into torrents.
