Nova Scotia's Fisheries and the Genuine Progress Index
by Tony Charles and Amanda Lavers Media reports on Nova Scotia's fishery usually focus on how much fish is caught, fisher incomes, fish exports, and total revenue. All of these factors contribute to the Gross Domestic Product, the conventional measuring stick of the economy. These measures, however, do not capture all that we value in a fishery. To produce a more comprehensive assessment of the fishery, and to measure its progress towards sustainability, a Fisheries Account is being developed within the framework of the Genuine Progress Index, as introduced in the previous BTI. The discussion here highlights some major themes of the GPI Fisheries Account. (This article is based on preliminary analysis; results are subject to change.)
Natural Capital and Depreciation
Traditionally, we have assessed the economic performance of Nova Scotia's fishery by adding up all the revenue obtained from catching and selling fish. This practice misses a critical point: it does not account for the value of fish remaining in the ocean after the fishery has taken place, or any damage to the natural system which maintains the fishery. The fish in the sea, the quality of the water, the ocean bottom habitat, and all the other elements of the marine environment constitute natural capital - this is what keeps the fishery functioning and needs to be recognized as having real value, value that can be measured partly in monetary terms.

What has just happened?
The Minister of Fisheries, David Benson-Pope has today directed the Ministry of Fisheries to place observers on all squid fishing vessels known to be not taking adequate measures to reduce seabird by-catch. This is in effect the majority of the squid fleet that at its peak numbers 35 of the largest boats operating in New Zealand waters.
The bulk of New Zealand's squid fishing fleet will have to return to port to pick up the observers.
According to the Minister's media release, it is the first step in a package of measures David Benson-Pope is introducing to address a lack of commitment by the majority of industry to codes of practice designed to protect seabirds.
Why was this action necessary?
The majority of squid fishing vessels were found to not be using the measures that significantly reduce the number of seabirds that are killed during fishing, in spite of agreeing to do so. They were found as a result of surveillance by a New Zealand Airforce Orion.

Arlington, VA Frank W. Holas , retired chairman of Rich-SeaPak Corporation in St. Simons Island, Georgia, was given the National Fisheries Institute’s highest honor, the NFI Chairperson’s Award. Mr. Holas was among others who received NFI FINesse Awards at a luncheon in Pasadena, California Nov. 2. He was honored for his more than 50 years in the seafood industry, as CEO of Booth Fisheries before joining Rich-SeaPak, where he served 15 years as President and CEO, and then Chairman, until his retirement last year. Mr. Holas has received three presidential appointments to serve on food and seafood-related committees, and is also a past chairman of NFI.
In accepting the award on Mr. Holas’ behalf, Jack Kilgore , Rich-SeaPak Executive Vice President, said, “It’s been a great privilege to work with someone who has done so much for the seafood industry, and a great pleasure to see his efforts so rewarded.”

Subjects Borrowing Finding New MEDIA Materials The Dr. C.R. Barrett Library houses a MEDIA collection comprising 1225 videotapes and 180 films. Slide sets, CD-ROMs, DVDs, diskettes and audio cassettes are housed in the MEDIA collection as well.

The media collection focuses on the major fields of study at the Fisheries and Marine Institute: nautical science, marine engineering, naval architecture, environmental studies and coastal zone management, fisheries, aquaculture and food technology. Films and videotapes to support programmes at the Engineering Technology Centre, College of the North Atlantic are available also.
Borrowing [top]
Videotapes may be viewed in the library (headphones can be signed out at the Circulation desk). Films, videotapes, DVDs and slide sets may be borrowed for a period of one week. They are subject to immediate recall if needed for classroom use. CD-ROMs, diskettes and audio cassettes are loaned for two weeks. All loans can be renewed in person, online or by telephone if there are no HOLDS for the items.

This includes assisting in science policy advice for national and international fishery management strategies.
