Protecting Right Whales NOAA has confirmed the year's 28th unique sighting of a North Atlantic right whale mother-calf pair, making 2005 one of the best calving years on record for these rare and endangered animals. However, right whales still face significant challenges, and NOAA is working to help recover these magnificent animals. We released our new strategy to reduce collisions between right whales and ships on June 22, and we released our new Atlantic whale take reduction plan on June 21. For more information on NOAA's efforts to protect right whales, read the July issue of Offshore Aquaculture
On June 7, NOAA forwarded the National Offshore Aquaculture Act of 2005 to Congress for action. The act aims to increase America's $1 billion fish farming industry to a $5 billion industry within the next 20 years, and create an additional 150,000 jobs for coastal communities. NOAA says that only through aquaculture can the U.S. generate the additional two million metric tons of seafood per year that Americans will consume by 2025. Associated Press/Boston Globe

NCC Welcomes Recreational Fishing Bag and Size Limit Review

Summary: The NSW peak environment group today welcomed the State Government’s announcement that it is reviewing the gear, bag and size limits for recreational fishing. Ms Megan Kessler, spokesperson for the Nature Conservation Council of NSW (NCC) said, "Recreational fishers are a major harvester of some of our most popular fish species so this review provides a welcome opportunity to set sensible bag and size limits for this activity." In 2002 recreational fishers caught nearly 900 tonnes of flathead and over 700 tonnes of bream. In both cases this is approximately twice the size of the NSW commercial catch. "Each day nearly one million fishers can legally catch and keep over 100 fish, including 20 blue swimmer crabs, 20 flathead and 20 bream. Fishers can also take 20 of any non-bait species that doesn't have a bag limit." "The current limits are excessive by anyone's standards. The 2004 Palmer report 'Report on Illegal Fishing for Commercial Gain or Profit in NSW' clearly identified that the current bag and size limits encourage illegal activity by a small minority who don't care about the health of our fish stocks." The National Recreational and Indigenous Fishing Survey in 2003 identified that the main attraction for genuine recreational fishers is the enjoyment of the activity - the ability to relax and unwind, preferably in a clean environment where they can hopefully catch a fish for dinner.

NEW RESEARCH FOR SOUTHERN OCEAN FISHERIES
The Commonwealth Government has taken a further step in its ongoing campaign to promote sustainable fisheries by announcing a major research programme covering the Southern Ocean region. Minister for the Environment and Heritage, Senator Robert Hill, said seven scientists would be employed in Hobart to formulate the Antarctic Marine Living Resources Programme. "Australia is taking a strong and determined international lead in promoting sustainable fishing. This new programme will provide a sound scientific basis for fisheries management in the Southern Ocean," Senator Hill said. "The creation of the new program by the Australian Antarctic Division will further enhance Australia's focus on its commitment to the Convention on the Conservation of Antarctic Marine Living Resources (CCAMLR) and raise our national visibility in this important area. "The program will be conducting research aimed at the best management strategies to achieve ecological sustainability of Southern Ocean fisheries, while allowing for development of its economic potential.

Environmental Assessment of Commonwealth Fisheries
Australia's reputation as a world leader in marine conservation has been further enhanced with the commencement of a ground-breaking environmental assessment process for Commonwealth fisheries. Federal Environment Minister Robert Hill announced today that the Heard and McDonald Islands Fishery and the Bass Strait Central Zone Scallop Fishery will be the first Commonwealth fisheries to be formally assessed under the Environment Protection and Biodiversity Conservation Act 1999. "The EPBC Act provides an environmental assessment process for Commonwealth fisheries that is world's best practice. The assessments address impacts on target species and broader impacts on the whole ecosystem." The process for the Heard and McDonald Islands Fishery and the Bass Strait Central Zone Scallop Fishery was initiated this week with the release of draft terms of reference for the environmental assessments.

Marine plants vital for healthy, productive fisheries
Residents living in waterfront developments, such as those along Townsville’s Ross River, are reminded not to remove vegetation from waterways without first consulting the local fisheries officer and obtaining the relevant Fisheries development approval. Unlawful disturbance such as removing, poisoning, pushing over or trimming of marine plants can result in heavy fines. The Department of Primary Industries and Fisheries manages mangroves and other marine plants because they are important feeding, breeding and nursery habitats for many saltwater fish such as barramundi and mangrove jack as well as crustaceans such as prawns and crabs. For this reason, all marine plants are protected in Queensland. Fisheries Act 1994 , provide essential habitats for fish and are vital to the productivity of the recreational, commercial and traditional fisheries. “Marine plants include mangroves, seagrass, marine algae, saltcouch and saltmarsh plants as well as Melaleucas growing in the tidal area,” Ms Sheppard said.
