Sustainable management of aquarium harvesting operations in Fiji
Download the PDF version of this page (PDF File - 137 KB) Location The islands of Vitu Levu and Vanu Levu, Fiji, central west Pacific. Management Authority Division of Environment and Department of Fisheries, Government of Fiji Demographics statistics Currently there are more than 500 village level collectors in the aquarium industry in Fiji, mostly around Viti Levu. This activity results in significant, and often the only economic input into the relevant villages. The industry generates foreign exchange earnings valued at approximately F$12m annually. The return to the villagers does not necesssarily reflect or track the market value of the product. Safety standards are lax and no safeguards are in place to take care of injured divers. Injuries are often debilitating. Objective/Purpose of the project The major objective of supporting this project under ICRAN is to ensure the sustainability of coral trade industry in Fiji. If this is achieved, coastal communities will be able to share fairly the benefits of a flourishing industry without compromising the health of their ecosystems. Moreover, the Fijian case study will be a demonstration project will be replicable in other Pacific Island Countries engaged in the trade. The Aquarium Industry in Fiji: Fiji is the major exporter of aquarium products, especially coral, in the Pacific outside of SE Asia. Projected exports for coral for the year 2,000 were in excess of 2600,000 pieces. Little information is available on fish and other invertebrate species. Exports of dead stony corals for the curio trade and live rock are also significant. The exportation figures for coral are as followed for the years 2001:

104. NGO Hits Government Fisheries Trade Position
The government plan to liberalize the fishery sector would weaken the domesticfishery industry and increase the prices of fish, a nongovernment
http://www.cyberdyaryo.com/press_release/pr2003_1111_01.html
Tuesday, 11 November 2003 Free trade to destroy local fisheries, lead to higher fish prices NGO hits government fisheries trade position Tambuyog Development Center T he government plan to liberalize the fishery sector would weaken the domestic fishery industry and increase the prices of fish, a non-government organization warned yesterday. "Free trade will lead to the influx of heavily subsidized, cheaper fish from other countries," said Arsenio Tanchuling, Executive Director of Tambuyog Development Center. "The local fishery industry cannot compete with the cheaper imports because it is not yet developed and lacks government support," he added. Tanchuling said that the local tuna handline subsector consisting of 20,000 fishers is vulnerable from any future tuna imports. "Even now, many handline fishers have already lost their livelihood due to the smuggling of cheaper Taiwanese tuna in Davao, " he said. Tanchuling noted that the country's present tariff rates of 3-7 percent are already very low and would be further lowered to zero percent as proposed in the draft modalities on fisheries trade of the World Trade Organization. Trade negotiations on fishery products will be discussed under the Non-Agriculture Market Access (NAMA) issues of the WTO. The negotiations collapsed in Cancun, Mexico in September but are expected to be revived in Geneva, Switzerland next month. On the other hand, Tanchuling said that fishery exports would lead to an increase of prices that will make them unaffordable to the low-income ordinary Filipino consumer. This is because increasing exports would lead to overfishing and lower fish supply. "Sooner or later, fish production cannot meet increasing market demand because of the depletion of fishery resources. When the demand exceeds supply, prices will rise and trade will flow toward wealthy consumers in developed countries. Fish will be less affordable and available in the domestic market. The food security of Filipinos will suffer," he said.

    Introduction to the List
The Web contains a lot of valuable information (often too much!) but it also has a lot of useless fluff. Finding the one thing you need can take hours. If your interest is in commercial fisheries, the search services don't help much either: A search for "fish" produces lots of academic material of interest only to biologists, while one for "fishing" finds endless pages full of sport fishing holidays! In contrast, Gadus Associates' list contains an ever-growing collection of links to sites that are useful to people working in the commercial fisheries sector: fishermen, company executives, government fisheries managers, scientists and all. Our list has been deliberately designed to provide rapid access to the one link that you need. There are no "pretty" graphics and no fancy buttons that take longer to load than the information you are after. This may make our list "boring" by the standards of the Web in 1999 but it is nowhere near as boring as waiting for minutes while some fancy frame design crawls through your modem.

Smaller cities face real challenge from ESA
    By BENN BURKE
Adolfson Associates, Inc. With the looming June deadline for the National Marine Fisheries Services’ requirement to provide specific protections for salmon and steelhead, many local governments are actively working on plans to respond to the new rules. Unlike previous federal directives, the National Marine Fisheries Service is fostering a bottom-up approach to the latest round of salmon protection by setting regulations that favor locally developed approaches over top-down federal regulation. Local responses to the federal governments requirements, termed the 4(d) rulemaking process after the section of the Endangered Species Act that requires the added protections, are being spearheaded by the Tri-County coalition. Tri-County is composed of the governments of Snohomish, King and Pierce counties, ports, tribes, local cities and environmental and industry groups. The Tri-County plan is based on several platforms, four of which are directly related to land use and development. These include salmon-friendly comprehensive planning, heightened controls on some development, improved agricultural practices, and adequate enforcement of new and existing regulations. The Tri-County 4(d) Rule Framework was released for public comment in late January and is expected to be sent to the National Marine Fisheries Service late this month. While the Tri-County 4(d) Rule Framework makes significant strides toward the development of a regional salmon recovery plan, it leaves the actual implementation of the plan up to participating local governments. Although this effort to empower local decision makers is to be commended, the lack of specific implementing regulations may leave many local governments in a difficult position. For the three counties and larger cities, implementation of the plan will mean changing responsibilities and shifting staff, but the real challenge will lie in implementing the proposed salmon protection measures in the region’s small and medium-sized cities. In contrast to the dozens of environmental scientists, planners and permit specialists who work for King County, most small cities in the Tri-County region have only one or two planners, who already have their hands full keeping up with the demands of development review.

mandate is to ensure sustainable use of the fisheries resource. Management programs are developed to provide the greatest benefits to Manitobans, by maintaining or enhancing fish populations and habitat, monitoring harvest and habitat alterations, and allocating resources for the best return. Manitoba's 100,000 lakes cover approximately 17% or 101,600 km2 of its surface area. In addition, rivers, streams and marshes are home to important fish habitat. Healthy fish habitat provides sustainable benefits to sport, commercial and domestic users throughout the province.
