Government announces new rules on Cormorants
Ben Bradshaw, Minister for Nature Conservation and Fisheries, has announced changes to the licensing system for the control of cormorants whose numbers have grown significantly and whose feeding habits are damaging fish stocks and recreational fishing activities. Announcing the new measures, Ben Bradshaw said: "For a long time, Defra has accepted that cormorants can and do cause damage to certain habitats. To help solve this problem we have undertaken scientific research into fish refuges and other non-lethal techniques. Research findings to date show that procedures such as creating safe environments for fish from cormorant predation are not the solution to all problems." The new system will presume that where significant numbers of cormorants are present at a site and it is clear that these are feeding on fish stocks, serious damage is occurring or there is a risk of serious damage. However, this will continue to be confirmed on a case-by-case basis and non-lethal solutions will have to have been considered first. The revised licensing system to control cormorants will be further streamlined in the following ways: Licences will be issued for a period of two years, between 31 August and 15 April.

CANADIAN ATLANTIC FISHERIES COLLAPSE
In 1992, the devestating collapse of the cod stocks off the east coast of Newfoundland forced the Canadian government to take drastic measures and close the fishery. Over 40,000 people lost there jobs. The communities are still struggling to recover. The marine ecosystem is still in a state of collapse. The collapse of this vital and important fishery sounded a warning bell to governments around the world who were shocked that a relatively sophisticated, scientifically-based fisheries management program, not unlike their own, could have gone so wrong. The Canadian government had been warned by scientists and environmentalists that the cod stocks were overexploited and that there fleets were employing destructive fishing practices. The refused to significantly reduce quotas sighting the loss of jobs as too great a concern. The cost of their short term outlook and refusal to acknowledge ecological limits was devestating.
THE STORY
The ocean around the rocky shores of Newfoundland were once so full of cod that explorer John Cabot marveled in 1497 that they virtually blocked his ship. In the centuries to follow, fish became the one of the only reasons anyone ever came to Newfoundland, or stayed. Until the mid-twentieth century

The implementation of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) means that the Australian Government can now play a stronger role in promoting ecologically sustainable management of fisheries and assessing their environmental performance. The Sustainable Fisheries Section (SFS) is responsible for the assessment of fisheries managed under Commonwealth legislation and state export fisheries in accordance with the Act.

Like many research disciplines, marine fisheries are viewed from numerous angles of inquiry. This report of annotated Internet resources highlights sites where users can net information ranging from publications and government regulations to various societies and careers. Although this list is only a sampling, with just a small amount of bait many of the resources listed here will lead to others. So for those who are tired of "trolling" the World Wide Web here are some tips on where to drop line and catch some BIG fish information.
Library Online Public Access Catalogs (OPACs)
Many library collections are now accessible via the web or telnet. OPACs provide the ability to identify monographs and serials through subject, author, title and keyword searching. Often the library web sites also provide access to databases, electronic journals, and useful general reference resources. Those listed here support major collections in marine fisheries.

Accommodation of Increased Commercial Access Licence Retirement Recommendation 1 The Committee recommends that any transfer of access to fisheries resources to First Nations communities must be accomplished through a federal government-funded voluntary buyback of a portion of existing commercial licences as they become available. Recommendation 2 The Committee recommends that the emphasis should be on the acquisition of "core" multi-species licence packages for the local area for transfer to aboriginal communities rather than the transfer of lobster licences or any other particular species. Government Response The Government recognizes that most fisheries are fully subscribed and that increased Aboriginal participation in the fishery can only occur without serious disruption to existing fishers through the retirement of existing capacity. Additional capacity could compromise achievement of conservation objectives. Under the Allocation Transfer Program (ATP), Fisheries and Oceans Canada (DFO) has provided Aboriginal groups with opportunities to increase participation in the commercial fishery. The ATP provides for the retirement of licences from the commercial fishery and their subsequent re-issuance to Aboriginal groups as communal commercial licences. The ATP is being augmented in order to address the

Day 2 would then have been spent in analysis and development of an alternate vision for the salmon fishery of the future. In the event, resources were only sufficient for a one day session. These proceedings must therefore be regarded as work in progress. In the absence of a second day to "get it together," the following is a first, very rough attempt to reach a synthesis between facts, approaches and tools presented at the workshop. The credit for the ideas discussed goes to the presenters. Errors of fact or juxtaposition are, of course, my own. The purpose of the workshop was to explore ways to make the transition to economic self sufficiency, biological sustainability and workable and affordable management. This is no small challenge. BC has some 1770 salmon bearing streams and between 9,500 and 10,000 discrete stocks. In the last 150 years, harvest has shifted from geographically dispersed First Nations fisheries mostly along the river systems, to large, heavily capitalized marine interception fisheries. In 1994, fleet capacity was sufficient to harvest a record run every year. This made for poor returns in average years and put dangerous pressure on stocks in poor years. The decline in DFO field staff and large number of vessels liable to turn up, made openings on small productive stocks too risky.

Taste and adjust seasoning. Gently fold into crabmeat. Portion into 3 ½-ounce cakes. Lightly flour, saute in clarified butter or peanut oil. Serve immediately. Recipe Courtesy of Virginia Marine Products Board Seafood Industry Eastern Oyster Listing Would Destroy Thriving Industry The National Fisheries Institute acted in response to the federal government considering listing an abundant oyster species under the Endangered Species Act (ESA). A potential listing of the species – the eastern oyster – could decimate that domestic industry. “The oyster industry in the U.S. provides an abundant and sustainable supply of shellfish to consumers,” said NFI President John Connelly. “Meeting American demand for oysters would be impossible if the eastern oyster was listed. It is hard to fathom the loss of thousands of jobs and hundreds of millions of dollars that this industry provides to local communities.”
