    Overview
The mandate of Fisheries and Oceans Canada (DFO) is to ensure safe, healthy and productive waters and aquatic ecosystems for the benefit of present and future generations. Through its mandate, the Department affects the livelihoods and safety of thousands of Canadians in oceans and freshwater industries throughout Canada, from fishing and marine transportation to tourism and recreation. In 1999, the Government of Canada announced its commitment to put government information and services on-line, and become the government most connected to its citizens by 2004. For DFO, the Internet offers numerous possibilities for improving the way the Department delivers its services to Canadians. While various technologies already play a major role in the day-to-day work of the Department, DFO is working toward taking full advantage of the benefits offered by the Internet for delivering services and information to Canadians.
    GOL at DFO
Service to Canadians is an important part of the Department’s vision, and DFO is working hard to continuously improve its relationship with clients and Canadians alike, including developing new mechanisms to deliver programs and information to the public.

U.S. Government Report Shows Tuna Fisheries Are Still a Threat to Dolphins December 5, 2002
In an August 2002 report that has just reached the public, U.S. government scientists admit that two dolphin populations in the eastern Pacific Ocean are seriously depleted and may not recover for 200 years, likely because of the deadly chasing and encircling practices employed by the Mexican tuna industry. The report, apparently kept under wraps for months until the Earth Island Institute made it public on December 5, says that the "northeastern offshore spotted dolphins are at 20% and eastern spinner dolphins at 35% of their pre-fishery levels; and neither population is recovering at a rate consistent with these levels of depletion and the reported kills." In other words, both dolphin populations are less than half of what they were in the 1950s, when tuna fisheries began using massive "purse-seine" nets to intentionally chase and encircle dolphins, which frequently swim with tuna in this region. An estimated six million dolphins have been killed since the 1950s, reportedly because of this tuna fishing technique.

DEVELOPMENT
Fisheries
The situation in the fisheries sector remains unsatisfactory and fragile, though a start towards the creation of more meaningful activity in the private sector has been made, with the introduction of longer-term fishing licences. There is a continuing need to examine all commercial aspects of the Falkland Islands fishery with a view to identifying opportunity and investment capital for new ventures.
The fishing potential of the waters around the Falkland Islands is considerable. Commercial fishing in the south-west Atlantic (SWA) had commenced in the early 1970's, but this did not have much impact on the Falkland Islands until the introduction of the 150 nautical mile Falklands Interim Conservation and Management Zone (FICZ) in February 1987. The zone was introduced in response to concern about the increasing levels of uncontrolled fishing in the SWA, and close to the Falkland Islands, in particular. The immediate effect of the zone was that FIG reduced the number of vessels fishing around the Falkland Islands to around 200, whereas 600 had been recorded in previous years, as all vessels now fishing within the zone require a Licence from the Falkland Islands Government.
The main resources which occur in the fishery are Illex squid, which are fished principally by specialised squid jigging vessels from the Far East; the Loligo squid are fished mainly by trawlers from a number of European countries. In addition, to the two squid species, there are a number of finfish in the fishery, which include Blue Whiting, Hake and Hoki.
