A new Initiative by Fishcare Victoria - 'What's Under the Water?" - go to bottom of this page Latest News: Fishcare is a community based volunteer program with the motto ‘We Fish, We Care’. The Victorian Fishcare Volunteer Program is developing positive relationships between recreational fisheries users and fisheries managers to achieve sustainable resource use. Fishcare volunteers provide information, distribute educational material, offer assistance to recreational fishers, collect recreational fish catch data and visit schools and angling clubs. We also assist other natural resource related programs e.g. Coastaction, and provide displays at shows and community events. Volunteers have no enforcement role whatsoever. The volunteers respond to the needs of their clients regarding State and local fisheries issues which involves visiting riverbanks, piers, jetties, and boat ramps, or anywhere fish can be caught.

Introduction
NOAA's National Marine Fisheries Service, founded in 1871 as the U.S. Commission on Fish and Fisheries, is the Nation's oldest Federal conservation agency. As such, it has been publishing the results of its research for more than 125 years, and the tradition of scientific publishing is continued today by the NMFS Scientific Publications Office (SPO) in Seattle, Washington. Formal NMFS publications include the quarterly journals, Fishery Bulletin and Marine Fisheries Review, and the NOAA Professional Paper series (formerly NOAA Technical Report series). In addition, the SPO provides technical and administrative editorial support to NMFS headquarters offices, which includes coordinating publication of several series of the NOAA Technical Memoranda NMFS , including Our Living Oceans , and other special publications.

Commercial harvesting activities in British Columbia, whether they be the commercial harvest of wild species , or the raising of aquatic species on farms , are a vital element of the economy of the province.

Aquaculture is a significant contributor to the provincial economy, and most aquaculture jobs are located in coastal communities. With its climate, good water quality and sheltered bays, British Columbia's coastline is well suited for both finfish and shellfish aquaculture. In 2003, the farmgate value of the salmon, shellfish and trout sectors combined was $272.2 million. Farmed salmon is B.C.'s largest agricultural export product. There are three main species groups currently cultured in British Columbia waters:
Commercial Fisheries Commercial fisheries are also a significant contributor to the provincial economy and the social fabric of numerous coastal communities. This industry includes the commercial harvesting of more than 80 different species of finfish, shellfish, and marine plants from both freshwater and marine environments. In 2003, the landed value of the salmon, groundfish, shellfish and herring fisheries combined was $364.6 million.

Risk Assessment
Some form of risk assessment is used to make all management decisions. This includes what needs to be managed and how much effort should be focused towards achieving adequate performance and avoiding undesirable events. Initiatives, such as ESD, have increased the requirement to use more formal techniques to complete these assessments due to the large number of potential issues and the impossibility of gaining a perfect understanding for any of these. Added to this is the increased public scrutiny over the decisions made by natural resource managers. Consequently, the ESD Framework includes a qualitative risk assessment process (based on the Australian and New Zealand standard methodology) to ensure that additional management actions and monitoring systems are only implemented where necessary, and only to an appropriate level.
