State fisheries associations endorse code of ethics
KINGSTON, R.I. October 23, 2000 All four fishing industry associations in Rhode Island endorsed a code of responsible fishing recently in an effort to demonstrate their commitment to sustainable fisheries and to improve the public perception of the commercial fishing industry. According to David Beutel, a fisheries researcher at the University of Rhode Island who played a key role in generating support among the fishermen, "the code standardizes the concept of responsibility and unites people behind responsible fishing methods." The Rhode Island Fisheries Industry Principles for Responsible Fisheries is based on guidelines established by the United Nations Food and Agriculture Organization in 1996 and adopted by the Rhode Island General Assembly in 1997. In the last few months, the code was adopted by the Ocean State Fishermen's Association, the Rhode Island Shellfishermen's Association, the Rhode Island Lobstermen's Association, and the Rhode Island Commercial Fishermen's Association. The Rhode Island Seafood Council, which represents the fish processing and handling sector of the fishing industry, also endorsed the code. The intent of the U.N. code was to have it filter down to state and local organizations. So Beutel, a former commercial fisherman, and his colleagues at the Rhode Island Sea Grant Program took the initiative to contact the industry groups.

Fisheries Management
  • The same rules of fishing and the same standards for reporting catches should apply to all commercial fishers. The Department of Fisheries and Oceans (DFO) should have authority to specify the maximum number of vessels that may participate in any opening of the salmon fishery. Area Harvest Committees should have authority to determine how the number of vessels in any fishery opening is to be selected. Failure to comply with DFO’s limit on the number of vessels should result in closure of the fishery.

    Time and again, fishers and organizations we consulted were critical of the way fisheries are managed. Indeed, we found a general lack of confidence in the ability of the Department of Fisheries and Oceans (DFO) to manage fisheries. These concerns, together with new challenges to management posed by treaty settlements and conservation needs, have led us to focus particular attention on the question of management. In this chapter we examine the way in which fisheries are managed, especially the salmon fishery, and consider ways in which management can be adapted to meet these challenges. Our discussion focuses on the need to move towards co-management arrangements.
    Alternative Models of Fisheries Management
    In the fisheries, management refers to the full spectrum of activities: conservation of fish stocks and their habitats, control of catches, provision of rights of access to resources, allocation among fishers, monitoring of harvests and regulatory compliance and enforcement. DFO has primary responsibility for all these.

    GENERAL AIMS AND OBJECTIVES
    to maintain maximum permanent productivity of the waters; to ensure that the fish stocks are exploited rationally and with due attention to fishery viewpoints; to ensure that the fish stocks are managed and expanded; and to avoid measures that might harmfully or adversely affect nature or the balance of nature. Apart from the resource management policy, the CFP is comprised of three key strands: structural policy, market policy and international agreements. Structural policy is aimed at improving the balance between catching capacity and available resources by limiting fishing effort, and to support diversification within and outside the sector. Opportunities to fish in third country waters are also secured through the CFP. MANAGEMENT TOOLS Under the CFP, management is based on regulating the quantities of fish caught, through a system of Total Allowable Catches (TACs), complemented by technical conservation measures. Technical measures include minimum mesh size, minimum fish size, area and temporal closures. Fleet capacity reference levels and rules are also used to manage fishing capacity.

Some have real management powers and make decisions on allowable catches, quota allocations by fishing nation, and technical management measures (on mesh size, fishing seasons, closed areas, etc.). Many have a purely advisory role and foster statistics collection, information exchange and scientific analysis. These only advise members on management and provide a forum, as well as training opportunities, in contributing to capacity-building. Many of the latter are established under the aegis of FAO.     London, 10 June 2002 Ladies and Gentlemen, I welcome this opportunity to meet with you all today from the various corners of the United Kingdom. I am delighted to welcome the representatives of the fishing sector from England, Scotland, Northern Ireland and Wales. I took the initiative to come to London to present to you the Commission's proposals for the reform of the Common Fisheries Policy. The seafaring tradition of the UK is world famous and it is therefore not surprising that fisheries represent such an important part of the socio-economic fabric of many of the UK coastal areas.

    in coastal regions and in small islands Jamaica A major contribution to the development and refinement of CSI’s scope and objectives was made by a Jamaican specialist who attended the Experts Meeting (Paris, November 1996). One laboratory in Jamaica takes part in the ‘ Caribbean Coastal Marine Productivity (CARICOMP) field project’. It monitors coral reef, mangrove and seagrass sites in Discovery Bay . The collected output of such monitoring, throughout the region, was published as CSI Papers CARICOMP. Caribbean Coral Reef, Seagrass and Mangrove Sites ’. In addition to continued support for systematic biological monitoring, a particular effort is being made at a selected number of sites to analyse the socio-economic and cultural dynamics of natural resource use. The data generated by the CARICOMP project are collated at the Data Management Centre at the University of the West Indies in Kingston. A Jamaican national is a member of the Steering Committee and attended the Steering Committee Meetings in Miami, USA, October 1996 and January 2000 .     PALIKIR, Pohnpei (FSM Information Service): February 19, 2002 - On February 15, the Embassy of the Federated States of Micronesia in Japan, reported that 10 more citizens have completed the 2001 Fishery Crewman On-Board training course in Japan. The graduates were awarded their certificates of completion at a ceremony held at the Overseas Fishery Cooperation Foundation (OFCF) in Tokyo. The training is conducted every year under the aegis of the OFCF with the cooperation of the fisheries associations. The FSM participants were sponsored by the Japan Far Seas Purse Seine Fishing Association, also know in its abbreviated Japanese name - Kaimaki. The graduates included: Chuuk(2): Tairak Norry and Litoulo Samson; Kosrae(3): Waguk H. Nena, Siba Basi Norston and Abraham Dwight Rooston; Pohnpei(1): Roby Jones; Yap(4): Athanasio Emaengilpy, Hasoso Lawrence, Joseph Jerry Sewalpy and Akira P. Walton. The Micronesian Fisheries Authority and the Japan Far Seas Fisheries Association had selected the trainees early last year to attend the 2001- 2002 On Board Fisheries Training Program. Sponsored by the Overseas Fisheries Cooperation Foundation (OFCF), the training prepares young Micronesians to work on Japanese purse seine fishing vessels licensed to fish and operate in the FSM Exclusive Economic Zone (EEZ).
