    Over the years, I have collected a large volume of notes and other information on Aboriginal treaties and claims in Canada. In 2000 the material was used as input to a background paper written for Indian and Northern Affairs Canada as part of a project on the evaluation of comprehensive land claims undertaken by Goss Gilroy Inc., an Ottawa based consulting firm. Ms. Angela Slaughter participated in the project as an independent consultant and did a great job of providing extensive draft material and research. I would emphasize that the document which follows is not the paper submitted to the client but a revised and expanded version based on a near final draft. I would add that the document is still under revision. Ed Weick Back to Sample Projects Background to Comprehensive Land Claims in Canada Introduction This overview takes the reader through the pre-confederation treaty making process and the post-confederation numbered treaties and into the "modern treaties" or comprehensive claims. It gives only brief attention to treaties predating the Royal Proclamation of 1763, which the British or French Crowns signed with Indians living in the Maritime Provinces or Quebec in the 18th Century, when there was almost continuous warfare among European powers. These were essentially "peace and friendship" treaties which accorded certain rights to Aboriginal people but which did not involve the cession of lands. Nor does the overview deal with the continuing process of "specific claims", which concerns outstanding issues surrounding the fulfillment of existing treaties and other government obligations.

    First Nations Celebrate Land-claim Recommendation Submitted By: H-AMINDIAN , "SASKATOON: Saskatchewan First Nations were celebrating Friday after a long-awaited federal commission report recommended the Canadian government return nearly 60,000 acres of land stolen from Indian bands in the province more than 100 years ago. 'It's been a hell of a long journey and we've been vindicated,' said Sol Sanderson, former chief of the James Smith Cree Nation and one-time chief of the Federation of Saskatchewan Indians. The decision addresses outstanding grievances on the part of James Smith Cree Nation, Chakastaypasin Cree Nation, Peter Chapman Cree Nation and the Cumberland House Cree Nation. The four reports issued Friday by the Indian Claims Commission (ICC) total 550 pages, summarizing the wrongs inflicted upon the bands and outlining the steps the federal government should take to make it up. The transgressions rival the present-day federal sponsorship scandal, said Bill Selnes, a Melfort lawyer who has represented the bands over the past 31/2 years and submitted more than 1,000 pages to the ICC in that time. 'These people were taken advantage of and cheated of their lands and properties,' he said at a morning press conference attended by several First Nations people. 'Canada has a great opportunity now to correct these situations by promptly accepting these reports.'

    Another Stereotype of the Month entry: Dear NameScout.com, When I went to your website and did a search for the name "mikmaq", which is the name of my People, an Indigenous Nation of North America, I was shocked and disgusted at the Similar Domain Names results, which came up with "red-indian", a racial slur, which has two origins, first, in Canada, from the Beothuk and Wabanaki peoples, who used red ochre to cover their body as a bug repellent. But second, and the worst, it derived in the USA from when Colonists scalped Indigenous People. The term "Red Indian" came from the red blood on the scalps that the Colonists took. Today the term "Red Indian" is used as a racial slur, and I am very upset that your search results would show such a thing. I am very offended, and I demand that this be removed, and until then, I will make sure others are made aware of this.     (Click on the image to enlarge) A theme that ran through the presentations of both ED of the Year Award winners at the 2004 CANDO National Conference was the importance of using the resources found within communities to their full advantage.
    William Big Bull of Piikuni Wind Power spoke of how the community located in the Blackfoot Confederacy of Southern Alberta is rather poor in most natural resources; they do, however, have lots of wind. The Piikuni First Nation saw an opportunity to capitalize on this resource and put the wheels in motion. In 1992, facing challenges from traditional power companies, Piikuni purchased a 9.9 megawatt wind turbine, which has led to an expansion of wind power production. The community is now working on a joint dam project with ATCO on the Old Man River to produce hydroelectric power.

    In 1985, by a resolution of the National Assembly, the Québec government of René Lévesque became the first government in Canada to recognize the aboriginal nations. In virtue of the resolution, the government recognized the right of the aboriginal peoples to autonomy in Québec, the right to their culture, language and traditions, the right to own and control land, the right to hunt, fish, harvest and participate in the management of wildlife resources, and the right to participate in the economic development of Québec and to benefit from such development. At present, the 10 Amerindian nations and the Inuit nation, totaling 67,000 inhabitants, account for approximately 1% of Québec's population.
