Introduction Following a major disaster, first responders who provide fire and medical services will not be able to meet the demand for these services. Factors as number of victims, communication failures, and road blockages will prevent people from accessing emergency services they have come to expect at a moment's notice through 911. People will have to rely on each other for help in order to meet their immediate life saving and life sustaining needs.
One also expects that under these kinds of conditions, family members, fellow employees, and neighbors will spontaneously try to help each other. This was the case following the Mexico City earthquake where untrained, spontaneous volunteers saved 800 people. However, 100 people lost their lives while attempting to save others. This is a high price to pay and is preventable through training. If we can predict that emergency services will not meet immediate needs following a major disaster, especially if there is no warning as in an earthquake, and people will spontaneously volunteer, what can government do to prepare citizens for this eventuality?

Q: Am I required to take CPR and First Aid Training?
A: You are not required to take CPR and First Aid Training; however, 10% of your overall course grade is based on the successful completion of either a CPR and First Aid training session or your score on a Lab Project. If you do not complete one of these options then your grade will suffer as a consequence. For various reasons, most students prefer to take First Aid and CPR training over completing a Lab Project. Q: What percentage of my overall course grade is CPR and First Aid Training?
A: 10% (a whole letter grade) Q: How will I be graded?
A: Your physical and cognitive skills will be evaluated by means of a skills performance and a written test. In order to successfully complete the training, you must score 100% on the Skills portion of the test and 90% on the written portion of the test. You will be permitted three attempts at the Skills test and two attempts at the Written test. The testing criteria will be made available to you before your training session. Farming is a dangerous occupation, not just in the number of deaths but also the high rate of injuries that occur on the job. Many injuries are the result of modern farm equipment that is more powerful and specialized to handle specific tasks. To deal with these dangers, farm workers must be prepared to handle medical emergencies. According to the Iowa Department of Public Health, 2,433 farm-related injuries received medical attention in 1994. Although farm-related injuries vary according to season and type of operation, the three most common causes are livestock, machinery, and slips or falls. More than half of all farm injuries (54 percent) in Iowa are caused by these hazards. How you respond to farm-related injuries is critical. Certain conditions exist on a farm that can turn a minor injury into a life-threatening situation before professional medical treatment is available. Agricultural accidents often occur in remote locations and go undetected for long periods of time. Being prepared for medical emergencies and knowing the basics of first response can help minimize the extent of injuries.

OSHA medical service regulations mandate that the "employer shall ensure the ready availability" of medical personnel and first aid supplies for matters of employee health. Medical care at the University is available through the University Health Service, the workers' compensation providers for each respective campus, and local hospitals (see Chemical and Biological Safety in Laboratories, Medical Emergency Procedures). University safety policy, as established by the Chemical and Biological Safety Committee (CBSC), also manages compliance with this law by requiring principal investigators or lab supervisors to provide a first aid kit for each lab group. First aid kits shall be readily accessible to laboratory staff at all times while they are at work. Lab workers shall be trained to know the location of the kit. Hazard-specific first aid supplies shall be made available, as appropriate, when research work involves particular chemicals such as cyanides or hydrofluoric acid. Exposures to these severely toxic agents warrant immediate application of special remedies. GUIDELINES FOR PROVIDING ADEQUATE SUPPLIES
General Overview of First Aid Kit Content

OSHA demands that a "consulting physician" approve first aid kits. In essence, this means that the contents of basic kits purchased from safety and laboratory supply companies are expected to have been reviewed for appropriateness and completeness by a physician. Any kit ordered through a commercial distributor is likely to meet this stipulation since the manufacturer will develop the standardized product based on medical counsel (for liability reasons). If in doubt at the time of purchase, request that the distributor enclose formal documentation of the consulting physician's endorsement.
