The joint service by the Finnish Post and the Population Register Centre enables citizens to submit a single address change notification online to a great number of public and private organisations. March 2005 In order to provide increased leadership for its e-government drive, the Finnish Government appoints a State IT Director , who will head a new State IT Management Unit within the Ministry of Finance. Acting as a government-wide Chief Information Officer (CIO), the State IT Manager will be in charge of preparing and maintaining IT strategy and centralised control of IT operations. The idea in this overhaul of state IT operations is to provide a consolidated model that brings together production and procurement of shared IT services, leaving Ministries and government departments focus on developing IT services to support their own core activities.

ADVERTISING INFORMATION Helsinki - History A Brief History of Helsinki The town of Helsinki was founded by King Gustav Vasa of Sweden (which Finland belonged to for many centuries) as a new trading post in southern Finland and a competitor to Tallinn in Estonia, the Hansa city on the opposite shore of the Gulf of Finland. The King then ordered the burghers of Rauma, Ulvila, Porvoo and Tammisaari to move to Helsinki; the date on which this order was issued, 12.6.1550, is regarded as the date on which the city was founded. Growth was slow, for despite the King's order, the medieval trading traditions were slow to change. Due to the wars in Russia, the Baltic countries and Germany, Helsinki was nevertheless a strategic military centre, a point of embarkation for troops and a winter haven for the navy. In time, the site of the town on the mouth of the River Vantaa proved unfavourable, and in 1640 a decision was made to move it further south to the Vironniemi headland, nowadays known as Kruununhaka near the city centre. Russia's growing power in the 18 th century and the founding of its new capital, St. Petersburg, not far from the Finnish border in 1703 were to have a decisive influence on the growth and future of the Finnish capital. The century was, however, one of great hardship for Finland and Helsinki, which suffered gravely from war, plague and hunger. The Russians occupied Helsinki during the Great Hate of 1713-21 and again in 1742. Sweden lost its status as a superpower.

Turku Cathedral
Turku Cathedral is the mother church of the Lutheran Church of Finland, and the country's national shrine. It is also regarded as one of the major records of Finnish architectural history. The history of the Cathedral over the centuries is closely linked with that of the people. Yet the church is no museum: it is in constant use first and foremost for divine worship, and is also frequently used for musical events.

History
Turku Cathedral is now over seven hundred years old. As the town of Turku began to emerge in the course of the 13th century as the most important trading centre in Finland, the Bishop's see of the Diocese of Finland was transferred from its previous location at Koroinen, some distance further up on the same bank of the Aura River, to the middle of the town. By the end of the 13th century, a new stone church had been completed on the site of the former wooden-built parish church on Unikankare Mound, and it was consecrated as the Cathedral Church of the Blessed Virgin Mary and St Henry (the first Bishop of Finland) in 1300.

History of Finland
"A people, who don't know their own history, have no future"
J. V. Snellman
Foreword
As a member of the European Union, Finland's northern location on its map is nowadays a mystery to nobody, our high standard of technological know-how having brought us a measure of international recognition and even fame. Nevertheless, the Finnish language, belonging to the Finno-Ugric linguistic family and related to Estonian and Hungarian, remains in the dark for most, while its importance as the main language in the country is often belittled by the powers-that-be.
For centuries, Finland has been in a tight squeeze between the Swedish and the Russian Empire. Since 1590s the Swedish rule was particularly bleak for Finland, used by the Swedish Empire, not only as a buffer against Russia, but also as a colony to be ruthlessly exploited economically and whose male population could be and was used as canon-fodder in meaningless and devastating wars. The Swedish Administration were intent on wiping out the Finnish language. Since the 17th century only poor elementary teaching in Finnish was allowed, while all higher education was given in Swedish. In order to advance in a career it was necessary to change one's Finnish family name for a Swedish one and to speak only Swedish in public. As a consequence of this, the Finnish language was on the verge of withering away, not unlike Irish in Ireland. From the Finnish point of view, the beginning of the Russian rule (1809 - 1917) was auspicious. Finland was granted autonomy and toward the end of the nineteenth century, the Finnish language became an official language together with the Swedish and then, finally, the first official language.

Finland History and Culture
History Finland's traces of human settlement date back to the thaw of the last Ice Age some 10,000 years ago. The Finns' ancestors seem to have dominated half of northern Russia before arriving on the north of the Baltic coast well before the Christian era. By the end of the Viking Age, Swedish traders and chieftains had extended their interests throughout the Baltic region. Over the centuries, Finland has sat precariously between the Protestant Swedish empire and Eastern Orthodox Russia. For seven centuries, from the 12th century until 1809, it was part of Sweden.

The origins of the Finnish people are still a matter of conjecture, although many scholars argue that their original home was in what is now west-central Siberia. The Finns arrived in their present territory thousands of years ago, pushing the indigenous Lapps into the more remote northern regions. Finnish and Lappishthe language of Finland's small Lapp minorityboth are Finno-Ugric languages and are in the Uralic rather than the Indo-European family. Finland's nearly 700-year association with the Kingdom of Sweden began in 1154 with the introduction of Christianity by Sweden's King Eric. During the ensuing centuries, Finland played an important role in the political life of the Swedish-Finnish realm, and Finnish soldiers often predominated in Swedish armies. Finns also formed a significant proportion of the first "Swedish" settlers in 17th-century America. Following Finland's incorporation into Sweden in the 12th century, Swedish became the dominant language, although Finnish recovered its predominance after a 19th-century resurgence of Finnish nationalism. Publication in 1835 of the Finnish national epic, The Kalevalaa collection of traditional myths and legendsfirst stirred the nationalism that later led to Finland's independence from Russia. In 1809, Finland was conquered by the armies of Czar Alexander I and thereafter remained an autonomous grand duchy connected with the Russian Empire until the end of 1917. On December 6, 1917, shortly after the Bolshevik Revolution in Russia, Finland declared its independence. In 1918, the country experienced a brief but bitter civil war that colored domestic politics for many years. During World War II, Finland fought the Soviet Union twicein the Winter War of 1939-40 and again in the Continuation War of 1941-44. This was followed by the Lapland War of 1944-45, when Finland fought against the Germans as they withdrew their forces from northern Finland.
