    Finland in Europe in 1996-7: overall popular foundations for integration
    In democratic Europe, popular opinion can be seen as the foundation of integration policies. Thus Finland's integration and relationship with the rest of Europe can be approached by first looking at the popular foundations and only then proceeding to the policies of the government towards the most important processes of the present European integration - the EMU process, the Inter-Governmental Conference, and the security integration in a broader context. Finland's domestic political position for further integration into Europe remained relatively favorable in 1996 and at the beginning of 1997. A majority of Finns continued to favor Finland's EU-membership - in fact the support has grown since the popular referendum in 1994. At the same time, monetary- and security-related integration is not viewed quite as favorably by Finns. Forty-five percent of Finns did not want to see Finland among the first members of the EMU, and only 23% considered it desirable. Yet only 21% saw that it would not be disastrous for Finland to stay out altogether if several other EU members joined the EMU (compared to the 43% who did consider staying out as disastrous) (EVA 1996). Regarding defence questions, the general attitude has traditionally been in favour of cooperation with NATO, but against full membership (EVA 1996). This position against NATO membership has even strengthened in 1997.

Finland IAU fined following airport strike
In November 2000, an arbitration tribunal ordered the Finnish Air Transport Union (IAU) to pay a fine of FIM 25,000 in respect of a protest strike organised by the union. According to the judgment, the union breached its peace obligation. According to IAU, the strike was a protest expressing concern about airport safety and the personnel policy of the Finnair airline. 28 Dec 2000

Finland Protest strike at Finnair
On 1 November 2000, the Finnish Air Transport Union (IAU), representing airport workers, held a protest strike against the personnel policy of the Finnair airline and planned structural changes in the company. Finnair considered the strike illegal and has referred the matter to an arbitration tribunal. Negotiations aimed at resolving the dispute are under way between IAU and the Association of Support Service Industries. 28 Nov 2000
Finland New centralised incomes policy agreement concluded The Finnish central social partners - except AKAVA, the trade union confederation representing professionals with a high level of education - successfully concluded negotiations over a new centralised incomes policy agreement on 17 November 2000. The two-year wage agreement will mean an increase in labour costs of 3.1% in 2001 and 2.3% in 2002. The deal, which is by nature a recommendation, will now be implemented in sector-level bargaining.

Finland was united with Sweden from the early Middle Ages until 1809 when it became a grand duchy of Russia . At first the Romanov Dynasty respected Finland's autonomy but Alexander III pursued a policy of Russification of national minorities. This included imposing the Russian language and Russian schools on the German, Polish and Finnish peoples living in the Russian Empire. After the 1905 Revolution in Russia Nicholas II gave permission for the Finns to elect a parliament chosen by universal suffrage of both sexes. A further period of repression after 1910 stimulated growth in Finnish nationalism and taking advantage of the breakdown of authority during the Russian Revolution , the Finns proclaimed their independence on 29th July 1917. Russia lost all control over Finland after the new Bolshevik Government signed the Brest-Litovsk Treaty . In July 1919 Finland adopted a democratic and republican constitution. Over the next few years Finland was involved in border disputes with Sweden and with Russia Fascist groups twice attempted coups in Finland during the 1930s but although these were both put down, the government agreed to pass anti-communist laws.

Finland is a destination and transit country for women and girls trafficked primarily from Russia for the purpose of sexual exploitation. A smaller number of victims are trafficked from other former Soviet states including Estonia, Ukraine, Belarus, Latvia, Lithuania, and Georgia. Finnish authorities in 2004 reported Asian women trafficked to and through Finland by Chinese crime syndicates, facilitated by the advent of direct air routes with several major Asian cities. Finland is used as a transit point to other EU countries.
The Government of Finland does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. The government's awareness of trafficking increased greatly in 2004, and Finland laid the groundwork for success with its new National Action Plan to combat trafficking. Unveiled on March 31, 2005, it incorporates comprehensive support services and protection for trafficking victims. To further its anti-trafficking efforts, Finland should convict and penalize traffickers under the August 2004 anti-trafficking law and consider new legislation to clearly define trafficking victims' rights.
Prosecution Finland's efforts to improve its law enforcement response to trafficking increased in 2004. Finland enacted legislation in August 2004 criminalizing trafficking in persons. The law covers internal and external trafficking for the purposes of sexual exploitation and forced labor. It carries a maximum penalty of ten years and allows the Finnish police to use electronic surveillance techniques during investigations. While the Finnish courts had no trafficking prosecutions or convictions under the new anti-trafficking law, the police reported three investigations underway. The Finnish police maintained liaison officers in Estonia, Latvia, Lithuania, and Russia that assisted in trafficking investigations as needed. In 2004, the government extradited a Finnish national to Latvia who was convicted and sentenced to prison for trafficking.

Government A caring democracy There is no question the people of Finland fought long and hard for the right to govern themselves. In the wake of their struggle for independence, Finland has evolved into a thriving democracy supported by parliamentary representation.
Three large parties dominate the political scene: the Social Democratic Party, the Centre Party and the Conservative National Coalition. Three mid-size parties, the Left- Wing Alliance, the Greens and the Swedish People's Party, as well as two to four smaller parties, are also represented in parliament.
Under the Finnish Constitution, parliament is the supreme branch of government, comprised of 200 members elected for a four-year term.
The head of state is the president of the republic, elected by direct popular vote for a six-year term. Tarja Halonen, Finland's first female president, was elected in the spring of 2000.
Over the last 40 years, Finland has evolved into a true Nordic welfare state providing comprehensive and expansive services to its citizens. Apart from excellent public hospitals, the largest expenditure is the extensive family support system. Parents of newborns are entitled to almost a full year of parental leave, and all children under school age are entitled to public day care services.
Publicly run healthcare centers and hospitals provide their services virtually free of charge. In addition, the unemployed, pensioners, and students enjoy the same benefits as others.

A Blond Nation, in a Bind on Immigrants

Kaiser Washington Post Staff Writer Saturday, June 11, 2005; Page A12 HELSINKI Finland is Europe's most homogenous society, a nation of mostly blond ethnic Finns whose declining birthrate creates the classic 21st-century European dilemma: a fast-growing population of senior citizens whose promised benefits under a generous welfare state will soon be unaffordable. To compensate for fewer Finnish births, the country could encourage foreigners to immigrate, a subject much discussed here. But like most of Europe, "Finland is allergic to immigration," in the words of Manuel Castells, the renowned Spanish-born sociologist who lives in the United States.
Children marked the end of the educational year last week at Arabia comprehensive school in Helsinki. The school was created for children of immigrant origin, which in Finland would include Russians and Swedes.

According to law, the Evangelical Lutheran Church and the Orthodox Church are the established state churches. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion.
