8th September 2003
Mr. Erkki Tuomioja
Minister for Foreign Affairs
Finland Ref: Request for immediate attention Lou Gan´s visit to Finland Dear Sir, The 610 office uses violence, threats, psychiatric abuse, coercion and blackmail to terrorise Falun Gong practitioners, their family members, friends, and even the general public. Luo Gan runs the 610-office. He is currently being charged in European and U.S. courts for genocide and other crimes categorised as crimes against humanity by the ICC. A UN Special Rapporteur states that the behaviour and conduct of Lou Gan, Li Lanqing (another leading official of 610-office) and Jiang Zemin fit the description of state terrorism, defined as bureaucratized terror that intimidates, injures and abuses whole groups, sometimes even whole nations, and it is the type of terrorism that throughout history and at present produces the most harm. Please be assured that Falun Gong practitioners are neither political nor against the Chinese government. Our practice, also known as Falun Dafa, is a traditional health and spiritual improvement method appreciated by 100 million Chinese people. It is also appreciated by people in more than 50 countries including Finland. What we want is to practise our belief in peace, which has been observed by the whole world during the last 4 years of persecution.
