Why Fingerprint Identification?
Fingerprints offer an infallible means of personal identification. That is the essential explanation for their having supplanted other methods of establishing the identities of criminals reluctant to admit previous arrests. Other personal characteristics change - fingerprints do not. In earlier civilizations, branding and even maiming were used to mark the criminal for what he was. The thief was deprived of the hand which committed the thievery. The Romans employed the tattoo needle to identify and prevent desertion of mercenary soldiers. More recently, law enforcement officers with extraordinary visual memories, so-called "camera eyes," identified old offenders by sight. Photography lessened the burden on memory but was not the answer to the criminal identification problem. Personal appearances change. Around 1870 a French anthropologist devised a system to measure and record the dimensions of certain bony parts of the body. These measurements were reduced to a formula which, theoretically, would apply only to one person and would not change during his/her adult life. This Bertillon System, named after its inventor, Alphonse Bertillon, was generally accepted for thirty years. But it never recovered from the events of 1903, when a man named Will West was sentenced to the U.S. Penitentiary at Leavenworth, Kansas. You see, there was already a prisoner at the penitentiary at the time, whose Bertillon measurements were nearly the same, and his name was William West.

It covers everything from the law's inception way back in 1995 up through Governor's Baldacci's turncoat veto of the Legislature's third bill in four years attempting to change the law. It also includes the missing data that we all sought, except it is not from Maine, but from Missouri, a state with a similar law but no restriction on release of the results of their background checks. The folks in the Legal Office of Missouri's Education Department were gracious enough to review all their results from 1998-2003 for me and answer the crucial question we kept asking: how many school employees were discovered to have prior out-of-state convictions for sexual abuse of a child? I won't spoil it for you, but it's a shocker; it's in the Epilogue, fittingly.

June, 1994 Like the fingerprints that came into use by detectives and police labs during the 1930s, each person has a unique DNA fingerprint. Unlike a conventional fingerprint that occurs only on the fingertips and can be altered by surgery, a DNA fingerprint is the same for every cell, tissue, and organ of a person. It cannot be altered by any known treatment. Consequently, DNA fingerprinting is rapidly becoming the primary method for identifying and distinguishing among individual human beings. An additional application of DNA fingerprint technology is the diagnosis of inherited disorders in adults, children, and unborn babies. The technology is so powerful that, for example, even the blood-stained clothing of Abraham Lincoln could be analyzed for evidence of a genetic disorder called Marfan's Syndrome.

Abstract of Activity
In this laboratory investigation students work with several of the tools and techniques used in genetic engineering. Students are provided with an unknown sample of DNA. The students dissect this sample into fragments of DNA using restriction enzymes, sometimes called "molecular scissors". They then sort these fragments, measure and analyze them according to size. The students then identify and match their unknown DNA sample with known samples. (The matching of unknown samples of DNA with known samples is often referred to as "DNA fingerprinting" and is an important tool used in police work). This laboratory activity is performed in a high school general biology laboratory with class periods of 50 minutes. The unit takes about 7 to 10 days. Materials needed to perform this laboratory activity are available commercially.

    DALLAS (CNN) A group of scientists, prosecutors and crime-fighters sitting on a special Justice Department commission began discussing Monday whether people who have been arrested but not convicted should be forced to turn over a sample of their DNA. The 22-member panel was formed at the request of Attorney General Janet Reno after several state and municipal governments called for DNA to be collected, along with mug shots and fingerprints, from all suspects. "The attorney general asked for this review to ensure that the privacy issues surrounding DNA sampling are fully vetted before widespread testing of arrestees is put in place," said John Bentivoglio, a Justice Department attorney advising Reno on the issue. "The attorney general's request does not suggest an endorsement one way or the other," Bentivoglio said.

    This could make an enormous difference in security against forgeries: The scientists built a laser scanner that sweeps across the surface of paper, cardboard, or plastic, recording all of the unique microscopic imperfections that are a natural part of manufacturing such materials. This scan serves as a fingerprint which, the scientists said, has two surprising properties: The fingerprints are robust, surviving scorching, dousing in water, crumpling, and scribbling over with pens. And these fingerprints depend on structures that are so complex and so small on the scale of between one tenth and one ten-thousandth the diameter of a human hair that nobody on the planet will be able to copy one for the foreseeable future. Unlike other methods such as using holograms or special inks, the fingerprint is already there. Scientific American has more details: The team calculates that the odds of two pieces of paper having indistinguishable fingerprints are less than 10-72. For smoother surfaces such as matte-finished plastic cards, the probability increases, but only to 10-20. "Our findings open the way to a new and much simpler approach to authentication and tracking," co-author Russell Cowburn remarks. "This is a system so secure that not even the inventors would be able to crack it since there is no known manufacturing process for copying surface imperfections at the necessary level of precision."

    (IDG) In Philadelphia, police officers no longer have to wait and wonder about the true identity of the person they've arrested. Using digital fingerprint systems, police can get an ID in just six minutes, so they can make speedy bookings and get back on the streets. Philadelphia's Automated Fingerprint Identification System network, which links 75 police departments and the Pennsylvania State Police, came online in 1990. Now, law enforcement agencies at all levels of government across the nation are installing their own systems. Automated fingerprint identification has been a goal of law enforcement officials for a long time. Over the past year or so, fingerprint scanning and identification technology has matured, bringing the speed and reliability the law enforcement community has always envisioned. It could take anywhere from weeks to more than a year to process standard ink-and-roll 10-print cards. With automated fingerprint systems, many districts now receive IDs in a matter of hours or less. And the new systems, with their clear digital images and high-tech tools, generally avoid the errors that abound processing ink prints.
