Occupation: Head of State Level of fame: Famous Executive summary: 13th President of the U.S. Millard Fillmore, the thirteenth president of the United States of America, came of a family of English stock, which had early settled in New England. His father, Nathaniel, in 1795, made a clearing within the limits of what is now the town of Summerhill, Cayuga county, New York, and there Millard Fillmore was born, on the 7th of January 1800. Until he was fifteen he could have acquired only the simplest rudiments of education, and those chiefly from his parents. At that age he was apprenticed to a fuller and clothier, to card wool, and to dye and dress the cloth. Two years before the close of his term, with a promissory note for thirty dollars, he bought the remainder of his time from his master, and at the age of nineteen began to study law. In 1820 he made his way to Buffalo, then only a village, and supported himself by teaching school and aiding the postmaster while continuing his studies. In 1823 he was admitted to the bar, and began practice at Aurora, New York, to which place his father had removed. Hard study, temperance and integrity gave him a good reputation and moderate success, and in 1827 he was made an attorney and, in 1829, counsellor of the supreme court of the state. Returning to Buffalo in 1830 he formed, in 1832, a partnership with Nathan K. Hall (1810-74), later a member of Congress and postmaster-general in his cabinet. Solomon G. Haven (1810-61), member of Congress from 1851 to 1857, joined them in 1836. The firm met with great success. From 1829 to 1832 Fillmore served in the state assembly, and, in the single term of 1833-35, in the national House of Representatives, coming in as anti-

When the Whigs came into national power in 1840, Fillmore became prominent in his party. As chairman of the Ways and Means Committee, he promoted the high tariff of 1842. He was considered (1844) for the vice presidential candidacy, but instead became Whig candidate for the governorship of New York. His defeat by Silas Wright in a close contest was caused by the split between proslavery and antislavery Whigs. With Henry Clay's backing, Fillmore was nominated (1848) for Vice President on the Whig ticket with Zachary Taylor . As Vice President, Fillmore presided with notable fairness over the Senate during the turbulent debates of 1850. Succeeding to the presidency upon Taylor's death, he encouraged and then signed the Compromise of 1850, which included the Fugitive Slave Act. He tried to enforce the measures despite the criticism his course evoked from the North. Cheaper postal rates were introduced during his administration. He appointed Daniel Webster Secretary of State, emphasized nonintervention in foreign disputes, and approved the treaty that opened Japan to Western commerce. He unsuccessfully tried to make the Whigs a national party that, by occupying middle ground on the issue of slavery, could conciliate North and South and prevent extremists from gaining power. Neither he nor Webster could win the support of the Whig convention in 1852, and the nomination went to Gen. Winfield

(22nd-30th Congresses, 1831-1848)
John Q. Adams is the only Member to have been elected to the House of Representatives after having served as President of the United States. His father, John Adams, was the 2nd President of the United States. John Quincy Adams represented the citizens of Plymouth, Massachusetts from March 4, 1831 until his death, earning the nickname Old Man Eloquent for his great speaking ability. He worked to abolish slavery and opposed the House's "Gag Rule," which banned all debate on slavery from 1836 until 1844. On February 21, 1848, Adams suffered a stroke while sitting at his desk in the Old House Chamber. He was taken to the Speaker's office to recover but died there 2 days later.

Fillmore's Presidency was marred by the continual debate over slavery, to which he added little. His most noted accomplishment was sending Admiral Perry to open trade with Japan.
The Early Years
Millard Fillmore was born in a log cabin in Locke Township, New York. As a young boy, Fillmore helped his father on the farm. At the age of 14, he became an apprentice clothmaker. Until the age of 17, he had very little schooling. When a circulating library was created in his town, he began to teach himself. At the age of 19 he enrolled in a recently established academy where he was a favorite of one of his teachers, Abigail Powers, whom he later married. In 1819, he became clerk with a local judge, Judge Wood. In 1823, he was admitted to the bar. From 1829-1831, Fillmore served as a New York State Assemblyman. From 1833-1835 and then again from 1837, Fillmore served in the US House of Representatives. In 1843 Fillmore became chair of the powerful House Ways and Means Committee. In 1848 Fillmore was elected Vice President.
Accomplishements in Office
Millard Fillmore was a born compromiser. While Taylor had remained immune to threats of Southern secession, Fillmore readily agreed to a series of Congressional compromises. California was admitted as a free state and the empty territories of New Mexico and Utah were created without restrictions.

On July 9, 1850, President Zachary Taylor died in office. The next day Vice President Millard Fillmore was sworn in as the 13th president of the United States. He was the second vice president to assume the presidency after the death of a president in office.
Fillmore has been considered one of the lesser U.S. presidents. Yet he was a statesman whose support for the Compromise of 1850 helped to prevent civil war and preserve the Union for ten years. He was also a diplomat whose dispatch of a U.S. expedition to Japan helped open that nation to world trade.

    MILLARD FILLMORE
    Millard Fillmore Fillmore, who succeeded to the Presidency on the death of Taylor, inherited the controversy over the extension of slavery into the Southwest that had divided his predecessor and Congress. Fillmore's conciliatory policies spurred passage of the Compromise of 1850. Although this proposal was unpopular with many elements in both the South and North and represented only a temporary and uneasy sectional truce, it helped delay the outbreak of civil war. Fillmore also made notable achievements in foreign affairs, particularly in Latin America and the Far East. Fillmore's beginnings were humble. The first son and second child in a family of nine, he enjoyed few advantages in his youth. He was born in 1800 at Cayuga County, in the Finger Lakes region on the central New York frontier, shortly after his parents had moved there from Vermont. He received only limited primary education at local schools, and worked on his father's farm. In his mid-teens he served as an apprentice for a short time in the cloth trade and apparently worked in a store for awhile. When Fillmore was about 18 years of age, he became acquainted with a young teacher, Abigail Powers, who tutored him. He soon also started to read law with a county judge, and instructed in a rural school. His family moved west to the East Aurora area, near Buffalo, N.Y., about 1819, and Millard followed them, probably 2 years later. He continued his legal study in Buffalo, and was admitted to the bar in 1823. Three years later, he married Abigail; they subsequently had a son and a daughter. The year they wed, the couple built a

    John Tyler
    Vice President John Tyler became President upon William Henry Harrison's death one month after his inauguration. U.S. Circuit Court Judge William Cranch administered the oath to Mr. Tyler at his residence in the Indian Queen Hotel on April 6, 1841.
