History and Government
History: For the next 17 years after independence, the moderate conservative Alliance Party governed without interruption. Foreign policy was (and still is) broadly pro-Western and geared towards the development of regional alliances, such as the South Pacific Forum. As a member of the Forum, Fiji, along with its small neighbours, vigorously campaigned against French nuclear testing. It is also a member of the Commonwealth, from which it was temporarily suspended in 1987 and again in 2000. The 1987 suspension followed the general election that same year, which removed the Alliance Party from office. The poll brought to power a coalition between the main ethnic Indian party, the National Federation Party, led by Marendra Chaudhry (see below), and the newly-formed Labour Party, which drew support from the growing multiracial trade union movement. The new Government had a majority of Indian ministers, which proved too much for many nationalist native Fijians (referred to as Taukei ). This was the trigger for an army coup d’état, headed by Colonel Sitiveni Rabuka, with the declared intention of preserving

@Today, at the very beginning of the 21st century, the UNESCO World Heritage Convention (the 1972 Convention concerning the protection of the world cultural and natural heritage) remains the single official international instrument stipulating the urgent need to identify and protect our cultural and natural heritage of outstanding universal value, which is irreplaceable. The Convention strongly affirms that it is our shared moral and financial responsibility to protect what is referred to as our common cultural and natural heritage, through international cooperation. In November 2002, the World Heritage Convention will celebrate its 30th anniversary.
@Over the past 3 decades, more than 700 sites (721) have been inscribed on the World Heritage List and every year new sites are being inscribed. The World Heritage Convention has been adopted by all but 2 Asian states, and gives international protection to more than 160 of the region's most well-known and outstanding heritage properties.
@As all of you are aware, a State Party submits a Tentative List of potential natural and cultural properties within its territory that it intends to nominate for World Heritage inscription. A detailed nomination file is prepared by the State Party for a site, describing the property and the criteria under which the site can be considered of "outstanding universal value", together with maps indicating the boundaries of the areas to be placed under protection of the World Heritage Convention. These documents and copies of national legislation and a description of the management framework which will ensure the site's protection and conservation, are officially presented by the government/State Party to the World Heritage Committee for its consideration.

The Contemporary Pacific - Volume 14, Number 1, Spring 2002, pp. 148-167
University of Hawai'i Press

Excerpt
Niraj was more prophetic than anyone of us realized. Four tumultuous years after the commission completed its report, Fiji is back on the road to ruin. The 1997 constitution, based on our commission's report, unanimously approved by parliament, and blessed by the Great Council of Chiefs, lies in limbo. A democratically elected government, with an absolute majority, was ousted by a coup, the country subjected to a reign of terror and violence unprecedented in Fiji's history. The fabric of race relations, just beginning to be repaired after years of strain following the coups of a decade earlier, is in tatters. The economy is down, and the best [End Page 148] and the brightest are looking for greener pastures. The May coup and the ensuing mayhem have taken Fiji back by a generation. As I...

History
According to Fijian legend, the great chief Lutunasobasoba led his people across the seas to the new land of Fiji . Most authorities agree that people came into the Pacific from Southeast Asia via Indonesia. Here the Melanesians and the Polynesians mixed to create a highly developed society long before the arrival of the Europeans. The European discoveries of the Fiji group were accidental. The first of these discoveries was made in 1643 by the Dutch explorer, Abel Tasman and English navigators, including Captain James Cook who sailed through in 1774, and made further explorations in the 18th century. Major credit for the discovery and recording of the islands went to Captain William Bligh who sailed through Fiji after the mutiny on the Bounty in 1789. The first Europeans to land and live among the Fijians were shipwrecked sailors and runaway convicts from the Australian penal settlements. Sandalwood traders and missionaries came by the mid 19th century. Cannibalism practised in Fiji at that time quickly disappeared as missionaries gained influence. When Ratu Seru Cakobau accepted Christianity in 1854, the rest of the country soon followed and tribal warfare came to an end.

An Archaeological Update
Hello and welcome to the last edition of Trowels and Tapes for 2001! We have had a busy few months with a number of field projects and archaeological work. We currently have two volunteers from the Fiji Institute of Technology working with us for a few months for a few hours every week. As this is the final edition of Trowels and Tapes for the year, we would like to wish everyone happy holidays!
Since our last update we have worked on the following projects:
  • Trowels and Tapes. I attended two conferences in August. The first was the Pacific Islands Museums Association (PIMA) conference in Palau on the Interpretation of Cultural Heritage Sites; and the second the Annual Conference of the Oral History Association of Australia (OHAA) held in Canberra, Australia. I presented a country paper on Fiji for both conferences. Our first site for the historic site-recording project has been completed.
