The US Department of Education established the fifteen Comprehensive Centers (CCs) to provide technical assistance services focused on the implementation of reform programs. The CCs work primarily with states, local education agencies, tribes, schools and other recipients of funds under the Improving America's Schools Act of 1994 (IASA). Priority for services is given to high-poverty schools and districts, Bureau of Indian Affairs schools, and IASA recipients implementing schoolwide programs. Check Against Delivery Mr. President, I have the honor to address this body on behalf of the Delegation of the Federated States of Micronesia. My remarks will be brief, but being brief does not diminish my delegation's concerns toward the agenda items before us. These concerns are deeply held. Micronesia agrees and fully associates itself with the statement delivered earlier by the distinguished representative of Samoa on behalf of the Pacific Islands Forum Group. My delegation is grateful for the comprehensive annual report on oceans and law of the sea produced by the Secretary General. We thank also the Division of Ocean Affairs and the Law of the Sea (DOALOS) for the important work they carry out in this area, and for their unwavering support in facilitating the work of the informal negotiations. I need also to refer with gratitude to the dedicated efforts of so many delegations, and here, naturally, we must give special thanks to Brazil, the United States and New Zealand as coordinators of the resolutions before us. My delegation, Mr. President, is not in unfamiliar territory in speaking here today on this subject. We know too well the significance that the oceans play in the lives of our own people. Micronesia, a developing nation, is an oceanic state. Our Micronesian history began in the days when man explored seas in rafts and canoes. The seas bring us together; they do not separate us. Our oceans sustain us; its resources enrich us. Our people continue to rely on the bounties of the ocean for sustenance and for economic development.

Pacific News member of Micronesia Federal States of Micronesia (FSM) Kosrae, Pohnpei, Chuuk and Yap, are four island states of more than 600 tiny islands and atolls, stretching almost the entire width of Micronesia , 1,800 miles across the Pacific from east to west. Known as the Federated States of Micronesia, each speaks its own language with its own distinctive culture, traditions and history. None of the bright lights of Guam and Saipan are to be found here. A more traditional island lifestyle prevails, surrounded by the spectacular beauty of the islands and their seas. An integral part of Continental Micronesia's 'Island Hopper' route across Micronesia, the FSM attracts the more adventurous traveller, such as experienced sports divers, underwater photographers, hikers and backpackers. Both Kosrae and Pohnpei are situated far to the east of the group and share a similar climate and geography. They are high volcanic islands with cloud shrouded peaks, lush rainforests, cascading waterfalls and hidden mountain pools. They share the same pristine, fringing coral reefs, clear azure seas, mangroves and sandy beaches. The Lelu ruins reached its peak in the 12th century. Nan Madol, however, began construction as early as 500 AD and was toppled by the present day traditional government in the 1520's.
