See also Australia Melanesia Polynesia , and Southeast Asia The twentieth century represents a tumultuous period of cultural, political, and artistic upheaval for the peoples of Micronesia. In 1900, Germany controls the vast majority of the region, including the Marshall, Caroline, and Northern Mariana Islands as well as Belau and Nauru. Britain holds a protectorate over Kiribati, which later becomes a formal colony, while the United States has political authority over Guam. The presence of larger numbers of Westerners and the continuing activities of Christian missionaries have an increasingly profound impact on many Micronesian cultural and artistic traditions Of all the cultural regions of the Pacific, Micronesia is the most severely impacted by World War II. Between 1941 and 1945, Allied and Japanese forces fight many of the major battles of the Pacific campaign on Micronesian islands. These include Tarawa in Kiribati, Chuuk (then known as Truk) in the Caroline Islands, Peleliu in Belau, and Saipan in the Mariana Islands. In 1945, the aircraft Enola Gay takes off from Tinian in the Marianas to drop the atomic bomb on Hiroshima. After the Allied victory, control of Japan's Micronesian possessions is transferred to the United States, which administers them as a Trust Territory. In 1946, the U.S. begins the first in a series of nuclear weapons tests in the Marshall Islands when it detonates an atomic bomb on Bikini Atoll. The testing program ends in 1958.

See also Southeast Asia Australia Melanesia , and Polynesia The period from 1600 to 1800 sees the continuing Spanish colonization of Guam and the Mariana Islands as well as sporadic contact between explorers and islanders in the other Micronesian archipelagos. In 1783, the English explorer Henry Wilson is shipwrecked in Belau in the Caroline Islands. Objects collected on the voyage show that the classical traditions of Belaun art are already flourishing during this period. Elsewhere in the Caroline Islands, the ruling chiefs of the Saudeleur dynasty on Pohnpei continue to build onto the megalithic city of Nan Madol . In the years leading up to 1800, however, the city begins to decline and is eventually abandoned around 1820.

Henry Wilson is shipwrecked in Belau. A published account of Wilson's adventures and Lee Boo, the son of a Belauan chief who Wilson brings back to England, inspire intellectuals of the Romantic movement to view Belau as an earthly paradise.

Sisters of Mercy Regional Community of North Carolina
HISTORY: The Sisters of Mercy Regional Community of North Carolina originated from the Sisters of Charity of Our Lady of Mercy (OLM), which was founded in Charleston, SC, in 1821 by Bishop John England to teach young children, instruct slaves, and to care for orphans, the sick and the infirm. In 1862, three sisters went to Wilmington, NC, for four months to nurse the victims of yellow fever, and later returned to Charleston. In 1869, Cardinal James Gibbons (then Bishop Gibbons, shown at left) requested that the sisters found a convent in Wilmington, NC, “to instruct the young and perform those duties of Mercy for which they are so well adapted.” Three sisters, Sister Mary Augustine Kent, Sister Mary Baptist Sheehan and Sister Mary Charles Curtin, arrived in Wilmington, shortly thereafter, and founded The Academy of the Incarnation, a school for that purpose. See photo at right.
Later, at the request of Abbot Leo Haid, OSB, of St. Mary's Benedictine Abbey (now Belmont Abbey), five women, Sisters Mary Catherine Price, Superior, S. Mary Cecilia Cobb, S. Mary Agatha Ryan, S. Mary Xavier McKenna and S. Mary Clare Lockfaw arrived by train from Charlotte on September 1, 1892, and by Sept. 8, they had opened a boarding and day school (shown below, at left). Shortly thereafter, four more Sisters arrived, including Sisters Mary Gertrude Henneberry, Mary Joseph Gill, Mary Veronica Leonard and Margaret Mary Wheeler. In 1913 the sisters became affiliated with Catherine McAuley’s Sisters of Mercy.

ANNEX D. REGIONAL MCS THE SOUTH PACIFIC FORUM FISHERIES AGENCY EXPERIENCE
Introduction The Pacific Islands region (30 million km of ocean and 23 countries and territories) is host to the most productive tuna fishing grounds in the world, supplying over 50 percent of the world's canning tuna. The total land area of 0.5 million km (87% in Papua New Guinea) supports a population of slightly less than 6 million (of which 67% are also in Papua New Guinea). The smallest States in terms of land area are Nauru and Tuvalu, which have a total of 21 km and 26 km of land respectively. However, on a global scale, the exclusive economic zones (EEZs) of the small island States of the region are large, covering 19.8 million km (excluding Australia and New Zealand). Kiribati's zone covers almost 3.6 million km and that of the Federated States of Micronesia, 2.9 million km Approximately 50-60 percent of the total tuna catch is taken within the exclusive economic zones (EEZ) of the South Pacific Forum Fisheries Agency (FFA) member countries. Since 1994, the FFA member countries have been discussing with their distant water fishing nation (DWFN) partners how to jointly manage the 40-50 percent of tuna being caught in the high seas and in the waters of non-FFA members. In September 2000 these discussions resulted in the adoption of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the western and central Pacific, that will place increased MCS responsibilities on FFA member countries.

he people of the FSM are culturally and linguistically Micronesian, with a small number of Polynesians living primarily on Nukuoro and Kapingamarangi atolls of Pohnpei State. The influence of European and Japanese contacts is also seen. It can be said that each of the four States exhibits its own distinct culture and tradition, but there are also common cultural and economic bonds that are centuries old. For example, cultural similarities are evidenced in the importance of the traditional extended family and clan systems found on each island. Although united as a country, the people are actually a heterogeneous mixture with different customs and traditions bound together by recent history and common aspirations. The cultural diversity is typified by the existence of eight major indigenous languages, and its peoples continue to maintain strong traditions, folklore and legends. The four states of the FSM are separated by large expanses of water. Prior to Western contact, this isolation led to the development of unique traditions, customs and language on each of the islands.

he FSM has a rich history dating back several thousand years. The islands were originally settled by ancient people sailing east from Asia and north from Polynesia . Later discovers and settlers included the Spanish, Germans, and Japanese and evidence of their former presence is found throughout the islands. Following the trusteeship under U.S. administration after W.W. II, the FSM is now independent and self-governing. Most linguistic and archaeological evidence indicates that the islands were first discovered and settled between two and three thousand years ago . The first settlers are often described as Austronesian speakers possessing horticultural skills and highly sophisticated maritime knowledge . These first settlers are thought to have migrated eastward from Southeast Asia to Yap. From there, some migrated south to Papua New Guinea, Solomon Islands, and New Caledonia, and later to Kiribati and the Marshall Islands. The oral histories of the Micronesian people indicate close affiliations and interactions in the past among the members of the island societies comprising the present-day FSM. The Lelu ruins in Kosrae (1400 AD) and the Nan Madol ruins of Pohnpei (1000 AD) are impressive reminders of the accomplishments of these early peoples.

The regional delegation in Manila changed its structure somewhat in 1996 with the addition of a part-time ICRC representative for the Pacific, based in Fiji. The newly appointed representative was active primarily in promoting knowledge of and compliance with international humanitarian law across the region, thus leaving the Manila-based regional delegate more time to concentrate on the Philippines, Papua New Guinea, Australia and New Zealand.
Both the Fiji-based ICRC representative and the regional delegate travelled extensively in the south Pacific to maintain contacts with governments and National Societies. In July the regional delegate took part in the Pacific Red Cross Societies' VIIth Programme Meeting, in Western Samoa.
Like all ICRC delegations, the Manila delegation worked to promote adherence to the various instruments of international humanitarian law by the States within its region. In June, Palau acceded to the four Geneva Conventions and their Additional Protocols. In July, the Philippines ratified the 1980 UN Weapons Convention and three of its four Protocols.

Overview
The Federated States of Micronesia (formerly part of the UN Trust Territory of the Pacific Islands) comprise 705 sq km, made up of 607 scattered islands (mostly atolls but also mountainous islands of volcanic origin) of the Central Pacific with an EEZ of 2,978,000 sq. km. The islands are geographically part of the Carolines. The major islands of the FSM, now the member states, are Kosrae, Yap, Pohnpei and Chuuk. Population is about 112,000 and the federal capital is on the island of Pohnpei. Languages are English and Micronesian. Currency is the $US. Briefly, the economy comprises fishing, agriculture and forestry, with copra, bananas and fish making up most exports. Imports are comprised mostly of manufactured goods and foodstuffs. The GNP was $US213 million, or $US1962 per head, in 1996.
Government
Under the Compact of Free Association which was ratified with the US in 1986, the US retains responsibility for defence and is committed to providing regular economic assistance. The FSM is headed by a President, supported by a 14 member National Congress. The Congress elects the President, who in turn selects members to serve in the Cabinet. Each of the four constituent states also has its own legislature and governor. The national Constitution defines federal responsibilities, such as immigration, taxes and tariffs, currency regulation, banking, navigation, shipping and development of national resources. The individual states are responsible for their own regional development, health and education.

    ENVIRONMENT AND DEVELOPMENT
    Rio de Janeiro, Brazil, 10 June 1992
    Check Against Delivery MR. PRESIDENT, MR. SECRETARY-GENERAL, DISTINGUISHED DELEGATES, LADIES AND GENTLEMEN. PREVIOUS GENERATIONS OF MICRONESIANS SUBSISTED WELL ON THE BOUNTY OF OUR ISLANDS AND OUR OCEANS, IN COMFORTABLE ISOLATION FROM THE TURMOIL AND CONFLICT THAT ACCOMPANIED THE PROGRESS OF THE OUTSIDE WORLD. WE WERE NOT ENVIRONMENTALLY CONSCIOUS IN THE MODERN SENSE, AND WE WERE NOT THEN MUCH INTERESTED IN DEVELOPMENT, BUT OUR TRADITIONS AND CUSTOMARY PRACTICES EVOLVED ALONG PRACTICAL LINES ON WHICH RESPECT FOR OUR ENVIRONMENT WAS AN ESSENTIAL ELEMENT. THUS, THE CONCEPT OF 'SUSTAINABILITY' IS FAMILIAR TO MICRONESIANS TODAY BECAUSE IT IS DEEPLY ROOTED IN THEIR HISTORY. NOT UNTIL LATE IN THE LAST CENTURY DID THE REST OF THE WORLD TAKE NOTE OF US, AT WHICH TIME WE COMMENCED A COLONIAL PERIOD THAT BROUGHT DEATH, DESTRUCTION AND WAR TO OUR PEACEFUL ISLANDS. FOLLOWING THOSE EXPERIENCES, MANY OF OUR PEOPLE WOULD HAVE PREFERRED SIMPLY TO RETURN TO OUR FORMER WAYS OF LIFE, LIVING SIMPLY, AND ISOLATED IN HARMONY WITH NATURE. BUT WITH THE BENEFIT OF MODERN TRANSPORTATION AND COMMUNICATIONS OUR PEOPLE, PARTICULARLY OUR YOUNG PEOPLE, POSSESSED A GROWING AWARENESS OF THE WORLD BEYOND THEIR HORIZONS. AS A PROUD PEOPLE, INEVITABLY THEY CAME TO WANT FOR THEMSELVES AND THEIR CHILDREN A STANDARD OF LIVING COMPARABLE WITH WHAT THEY HAD SEEN.

    General Characteristics The Federated States of Micronesia (FSM) is a chain of 607 small islands in the Western Pacific about 2,500 miles west of Hawaii. FSM’s total land area amounts to only 270.8 square miles scattered over more than one million square miles of the Pacific, extending 1,700 miles from the east (Kosrae) to the west (Yap). The 130 square mile Island of Pohnpei is the largest in the FSM and home of the country’s capital and civic center. FSM emerged as a nation from the former United Nations Trust Territory of the Pacific Islands (TTPI) administered by the United States from the end of World War II until its dissolution in 1994 when its last member, Palau, became an independent nation. Palau, which lies west of FSM, completes the Caroline Island chain. FSM is a heterogeneous mix of peoples with different customs and traditions united by common cultural and economic bonds that are centuries old. There are at least 8 major indigenous languages and none is spoken throughout the nation. Instead, every state has a language of its own and the common language of commerce and government is English. Many people are familiar with Japanese because of 3 decades of Japanese rule before World War II. FSM’s currency is the US dollar. As in most developing economies in the Pacific, population is growing rapidly, averaging 3 percent annually since the 1950s. However, with easy emigration to the United States, about 2 percent of the FSM population leaves the country for the United States annually, reducing the effective population growth rate to one percent.
