Encyclopedia of Political Information. The Federated States of Micronesia are a constitutional government in free association with the US, located in the Pacific Ocean northeast of Papua New Guinea The Federated States of Micronesia were formerly part of the Trust Territory of the Pacific Islands, a United Nations Trust Territory under US administration. In 1979 they adopted a constitution, and in 1986 independence was attained under a Compact of Free Association with the United States. Present concerns include large-scale unemployment, overfishing, and overdependence on US aid. The Federated States of Micronesia is comprised of four states, Kosrae, Pohnpei, Chuuk and Yap, which are represented by four white stars on the national flag. The capital is Palikir, located on the island of Pohnpei.

General Characteristics The Federated States of Micronesia (FSM) is a chain of 607 small islands in the Western Pacific about 2,500 miles west of Hawaii. FSM’s total land area amounts to only 270.8 square miles scattered over more than one million square miles of the Pacific, extending 1,700 miles from the east (Kosrae) to the west (Yap). The 130 square mile Island of Pohnpei is the largest in the FSM and home of the country’s capital and civic center. FSM emerged as a nation from the former United Nations Trust Territory of the Pacific Islands (TTPI) administered by the United States from the end of World War II until its dissolution in 1994 when its last member, Palau, became an independent nation. Palau, which lies west of FSM, completes the Caroline Island chain. FSM is a heterogeneous mix of peoples with different customs and traditions united by common cultural and economic bonds that are centuries old. There are at least 8 major indigenous languages and none is spoken throughout the nation. Instead, every state has a language of its own and the common language of commerce and government is English. Many people are familiar with Japanese because of 3 decades of Japanese rule before World War II. FSM’s currency is the US dollar. As in most developing economies in the Pacific, population is growing rapidly, averaging 3 percent annually since the 1950s. However, with easy emigration to the United States, about 2 percent of the FSM population leaves the country for the United States annually, reducing the effective population growth rate to one percent.

The Federated States of Micronesia (FSM) is composed of 607 small islands extending over a large area of the central Pacific. Four statesChuuk (formerly Truk), Kosrae, Pohnpei, and Yapmake up the federation. The population is estimated at 130,000, mostly of Micronesian origin. The four states were part of the Trust Territory of the Pacific Islands and were administered by the United States from 1947 to 1986 pursuant to an agreement with the United Nations. Political legitimacy rests on the popular will expressed by a majority vote through elections in accordance with the Constitution. There are three branches of government: An executive branch led by a president who also serves as head of state; a unicameral legislature elected from the four constituent states; and an independent judicial system that applies criminal and civil laws and procedures closely paralleling those of the United States. Under the Compact of Free Association, the United States is responsible for the islands defense. The FSM has no security forces aside from national police operating under the office of the Secretary of Justice and public safety officers operating under the authority of the attorney generals of the individual state governments.

In the islands of Micronesia during the 1970s, many people dreamed of creating one federation to replace the strategic trusteeship established after World War Two. Instead, the Trust Territory of the Pacific Islands has divided into four nations. As Joakim Peter explains, there are new pressures to decentralise power even more. But over the past three decades, Pohnpei’s native forest has been dramatically reduced from 42 percent to 15 percent of the island’s area. The culprit: the clearing of forest to grow sakau, or kava, a plant that produces an earthy, mildly intoxicating beverage.

GDP per capita: US$ 2,058 By Pacific standards citizens of the FSM enjoy reasonable standards of health care, if they live in the main urban centers. A significant portion of the health budget is spent on secondary level care and on off-island referrals for tertiary care. Just over 40% of the population has access to improved water sources and about 45% to reasonable sanitation. The FSM has made the development of its health workforce a priority. In the education sector the emphasis is on universal access for both girls and boys and on improving the quality of teaching staff. The FSM has met most of the ICPD goals. Meeting the MDGs will require a concerted effort as poor social services in the rural and outer islands, inefficiencies in the public sector and the challenge of widely dispersed geography will have to be overcome for progress to be made.

In 1900, Germany controls the vast majority of the region, including the Marshall, Caroline, and Northern Mariana Islands as well as Belau and Nauru. Britain holds a protectorate over Kiribati, which later becomes a formal colony, while the United States has political authority over Guam. The presence of larger numbers of Westerners and the continuing activities of Christian missionaries have an increasingly profound impact on many Micronesian cultural and artistic traditions Of all the cultural regions of the Pacific, Micronesia is the most severely impacted by World War II. Between 1941 and 1945, Allied and Japanese forces fight many of the major battles of the Pacific campaign on Micronesian islands. These include Tarawa in Kiribati, Chuuk (then known as Truk) in the Caroline Islands, Peleliu in Belau, and Saipan in the Mariana Islands. In 1945, the aircraft Enola Gay takes off from Tinian in the Marianas to drop the atomic bomb on Hiroshima. After the Allied victory, control of Japan's Micronesian possessions is transferred to the United States, which administers them as a Trust Territory. In 1946, the U.S. begins the first in a series of nuclear weapons tests in the Marshall Islands when it detonates an atomic bomb on Bikini Atoll. The testing program ends in 1958.
