Bluebook Rule 12 covers how statutes should be cited in legal documents.
WHAT IS A CODE?
All statutes, whether state or federal, are published in books called codes. A code is simply a systematic compilation of laws that a legislature has passed. Most codes compile laws by titles or subject matter. Note: Like cases, statutes can be published in official codes and unofficial codes. Always cite to an official code source wherever possible.
Jurisdiction Tables and Abbreviations: Table T.1
One of the keys to citing statutes properly is knowing where to find the proper legal citation abbreviations. In the Bluebook , all abbreviations are listed in the blue pages, which begin on page 183. Table T.1 is the most important section of the Bluebook 's blue pages . This table provides the reporter names and abbreviations, statutory compilation names and abbreviations, and citation conventions for all federal and state courts. The following chart summarizes Table T.1, including where to find statutory compilation and abbreviation information for all federal and state courts in the country.

RELIGIOUS FREEDOM RESTORATION ACT OF 1993 Until 1990 courts interpreted the Free Exercise Clause as mandating an exemption from a generally applicable statute, ordinance, or regulation which burdened the free exercise of religion unless the law was supported by a government interest of the highest order which was effected by a legislative program which had the least possible burden on the free exercise of religion.  See e.g. Sherbert v. Verner , 374 U.S. 398 (1963) and Wisconsin v. Yoder , 406 U.S. 205 (1972).  In 1990, the United States Supreme Court somewhat diminished Free Exercise Clause exemptions from generally applicable laws.  See Employment Div. v. What are statutes?
Statutes are laws enacted by a legislative body. They are binding on persons located within the jurisdictional authority of the legislative body. Statutes are what most people call "laws." While statutes are presumed to be clear as to their meaning, it is usually necessary to consult court decisions to determine how a particular statute is applied within the jurisdiction.
How are statutes published?
Statutes are published in three different forms: slip laws, session laws, and codes. Each form provides advantages for different research needs. Slip laws are individual copies of laws published as soon as they are enacted. Session laws are chronological compilations of the laws passed by a particular legislature within each session. Codes are topical arrangements of all the permanent general laws in force in a particular jurisdiction at a particular point in time. Most statutory legal research is conducted using codes, since they provide the most complete picture of what the law is at a particular time by bringing related provisions together and incorporating amendments into the text. A special type of code, called an annotated code, provides references to cases that have applied the statute, and to other research aids.

    banking: an overview
    Banks and bank accounts are regulated by both state and federal statutory law. Bank accounts may be established by national and state chartered banks and savings associations. All are regulated by the law under which they were established. Until the early 1980's interest rates on bank accounts were regulated and controlled by the national government. A ceiling existed on interest rates for savings accounts. Interest payments on demand deposit accounts were generally prohibited. Banks were also prohibited from offering money market accounts. The Depository Institutions Deregulation Act of 1980 (DIDRA) eliminated the interest rate controls on savings accounts. The restrictions on checking and money market accounts were lifted nationwide by the DIDRA (by the authorization of NOW and Super NOW checking accounts) and the Garn-St Germain Depository Institutions Act. The operation of checking accounts is governed by state law supplemented by some federal law. Article 4 of the Uniform Commercial Code, which has been adopted at least in part in every state, "defines rights between parties with respect to bank deposits and collections." Part 1 of the Article contains general provisions and definitions. Part 2 governs the actions of the first bank to accept the check (depository bank) and other banks that handle the check but are not responsible for its final payment (collecting banks). Part 3 governs the actions of the bank that is responsible for the payment of the check (payor bank). Part 4 governs the relationship between a payor bank and its customers. Part 5 governs documentary drafts. These are checks or other types of drafts that will only be honored if certain papers are first presented to the payor of the draft.

    INTRODUCTION There are two types of federal laws:
    • private laws
    • public laws
    Private laws generally benefit a particular person or group of individuals. Public laws are of general application. This research guide focuses on how to research federal public laws. THE PUBLICATION OF FEDERAL STATUTES Slip Laws Public laws or statutes are published officially first in the form of a pamphlet, a "slip law," and assigned a designated public law number. The public law number is the unique identification number for each law. Public laws are numbered sequentially starting with each new Congress. In the following citation: Pub. L. No. 101-123 A101" indicates the Congress. The second number is a sequential number assigned to the law by the General Services Administration. In the above example, " 123" indicates that this was the 123rd public law adopted during the 101st Congress. Since 1974, citations to the United States Code have been included in the text of the law and indicate where the statute appears in the Code. Since 1975, a brief legislative history also has been included on the law. Statutes at Large Eventually slip laws are compiled into bound volumes known as session laws. "Session laws" refers to the publication, in chronological sequence, of laws enacted during a legislative session. The official bound volumes containing session laws of the U.S. Congress are called the Statutes at Large (LOCATION: LLI). An example of a citation to the Statutes at Large is: 80 Stat. 931

Session Laws Legislative bodies, such as Congress and state legislatures, meet periodically in what are generically referred to as "legislative sessions" to consider and pass legislation. Bills that are eventually enacted into law during a legislative session are generically referred to as "session laws". Typically, for each legislative session, these laws are sequentially numbered. Thereafter, they are usually referred to by the legislative session of their enactment and their sequential number. A Federal session law is called a "Public Law".     This page contains general background information on how federal laws are codified, with highlights and commentaries on specific chapters of the United States Code which contains federal laws effecting Indian Nations. Federal laws are laws passed by the United States Congress and signed by the President. When a federal law is enacted, it is generally given a Public Law number (i.e.: P.L. 101-630 indicating the 630 th Public Law enacted by the 101 st Congress). The law is initially printed chronologically in the U.S. Statutes at Large, but it is eventually organized by subject matter (or codified) in the United States Code.     Statutory and Regulatory Terms
    Bill: The principal vehicle employed by lawmakers for introducing proposed laws or proposals to repeal laws in one house of a legislature. Bills are generally designated by the house in which they are first introduced ("H" for House of Representatives, "S" for Senate) and numbered in order of introduction. They address either matters of general interest ("public bills") or narrow interest ("private bills"), such as individual claims against the federal government or a state. Chapter: A division of each title of the Code of Federal Regulations that deals with regulations for a specific agency. Also, the statutory and administrative codes of some states (Florida, Massachusetts, Nevada) are divided into chapters rather than titles. Codified: Laws or regulations that are codified are general and permanent laws or regulations that are arranged in subject-matter order by title or other major subdivision and section (as opposed to session laws, which are generally presented in chronological order). The text of the original law or regulation is collated with any subsequent amendments (additions to or deletions from the language of the original law or regulation), so as to provide the most up-to-date text of the law or regulation.   • As used in this section:
  • "Consumer" means the purchaser, lessee or transferee, other than for purposes of resale, of a motor vehicle which is used primarily for personal, family or household purposes and any other person entitled by the terms of the manufacturer's warranty to enforce the obligations of such warranty;
    "Motor vehicle" means a motor vehicle excluding motorcycles and off road vehicles, which was subject to a manufacturer's express warranty at the time of original delivery and either (i) was purchased, leased or transferred in this state within either the first eighteen thousand miles of operation or two years from the date of original delivery, whichever is earlier, or (ii) is registered in this state;
