Spending: Discretionary Budget Authority Mandatory Outlays: Existing law Credit Activity: Direct loan disbursements Guaranteed loans Tax Expenditures: Existing law Through the Department of Agriculture (USDA), the Federal Government seeks to enhance the quality of life for the American people by supporting agricultural production; ensuring a safe, affordable, nutritious, and accessible food supply; conserving agricultural, forest, and range lands; supporting sound development of rural communities; providing economic opportunities for farm and rural residents; expanding global markets for agricultural and forest products and services; and working to reduce hunger in America and throughout the world. (Many of these missions fall within other budget functions and are described in other chapters in this section.) The Federal Government helps to increase U.S. agricultural income by boosting productivity, ensuring that markets function fairly, and providing a safety net for farmers and ranchers who face financial risk and natural disasters. Farming and ranching are risky. Federal programs are designed to accomplish two key economic goals: (1) provide an economic safety net for farmers and ranchers; and (2) open, expand, and maintain global market opportunities for agricultural producers. USDA programs disseminate economic and agronomic information, and help farmers finance their operations and manage risks from both weather and variable export conditions. Agriculture, food, and its related activities account for 15 percent of total annual U.S. personal consumption expenditures.

2001 Organic Farm Management Handbook published as organic farming grows to 145,000 farms and 10 million acres in the EU
A new 2001 edition of the Organic Farm Management Handbook has been published by the Institute of Rural Studies, University of Wales, Aberystwyth and the Organic Advisory Service, Elm Farm Research Centre, based near Newbury.
Like its counterpart in conventional agriculture, Nix's Farm Management Pocketbook, the Organic Handbook contains comprehensive data on organic enterprise gross margins, technical and business management information including marketing and certification issues, as well as details of financial and other support available for farmers interested in conversion to organic farming.
The handbook costs £12 and is available from Organic Centre Wales, Elm Farm Research Centre and the Soil Association.
Writing in the new edition, Professor John Nix, editor of the Farm Management Pocketbook published by Wye College, comments: "This book fills a very important need. Prepared by researchers steeped in the subject, backed by factual information provided by the producers, the data it contains are invaluable both to those who are already farming organically and those who are considering changing to it - and there are many. My own Farm Management Pocketbook has only a few pages on the subject. There is no need for more - it is all contained in this excellent handbook."

Member States remain committed to regional economic integration. This objective is being pursued in the areas of trade, investment, services, transport and communication, and industrial cooperation. Cooperation in the areas of e-commerce, tourism, food, agriculture, forestry, small and medium enterprises, and the growth areas is continuing.
Trade
ASEAN has agreed in principle to advance the elimination of all import duties by 2010, ahead of the original schedule of 2015, for the six original signatories to the Common Effective Preferential Tariff scheme of the ASEAN Free Trade Area - Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore and Thailand. Newer parties (Cambodia, Laos, Myanmar and Viet Nam) have committed to eliminate all import duties by 2015, with some sensitive products to follow the original date of 2018. Demonstrating ASEAN's resolve to achieve the objectives of the ASEAN Free Trade Area, almost 83 percent of all products under the Common Effective Preferential Trading scheme are already in the Inclusion List. In the case of the six original signatories, the percentage of the Inclusion List out of their total product lists has reached 98 percent.
