Methodology for Calculation of Costs and Returns of Production
INTRODUCTION
Northeastern farmers produce literally hundreds of products ranging from traditional crop and livestock products to vegetables, nursery products, greenhouse products. For the purposes of this study, it was decided that the research would focus on key products for which researchers, agents, policymakers, and farmers typically need information. Crop production costs include expenses for materials used in production such fertilizers, chemicals, seeds or plants, and fuel; costs of land, labor, machinery and management; and irrigation and marketing costs where applicable. Livestock production costs include expenses for replacement stock, feed, utilities, insurance, medicines and marketing; cost of labor and management; and cost of land and buildings. In addition, interest on operating capital was charged on variable costs in all cases. Since standardized values have been used in the development of the budgets, they are able to provide the type of information needed for management decisions and for comparing relative profits and cost structures between enterprises. The detailed methodology for the estimation of production costs and net returns is discussed below.

      THE FULL REPORT This short report summarises RIRDC Publication No 97/43, Evaluation of Training Activities to Improve Farm Families’ Skills (project no. DAQ-123A) by J. Daniels and E. Woods. online order form Husbands and wives dividing responsibilities in farm management and then not communicating effectively may be contributing to poor decision making, an evaluation program funded by the Rural Industries Research and Development Corporation has revealed. Most farms are managed jointly by a husband and wife team, with women collecting and recording information. Their husbands who are relatively poor at retrieving that information make many decisions without involving their wives, despite the women’s good feel for the state of the business gained from regularly doing the books. The evaluation, by John Daniels and Elizabeth Woods of the Department of Primary Industries (DPI) in Queensland, assessed the results of training activities to improve business management skills of farm families. It involved assessing the impact of computer-based farm business management training courses – run by DPI in Central Queensland for six years – to understand the popularity of the courses, the effect of the training on management practices, and to plan future training.

In order to discuss significance of large farms and their particular economic problems in transition and western countries the IAMO will organise a workshop on "Large Farm Management" in Halle. It is targeted at agricultural economists as well as experts from agricultural enterprises, producer and consumer associations, politicians. In the 20th century, research and teaching of farm management in western industrial countries was highly focused on family farming. Thus the main topic was production economics. Besides, investment analysis, accounting, taxation, farm appraisal, and finance played a major role. In the last decades, marketing, chain management, information technology, precision farming, risk management, and environmental aspects of farming have become issues of increasing attention. However, there are many other central fields of general management which have hardly been considered so far. Among them are organisation, human resource management, controlling, and strategic management. Though these issues are indeed not central for small and medium sized family farms, they are highly relevant for large farms which play a major role in Central and Eastern Europe but which are also existing in several agricultural branches in western countries, e.g. pork and poultry production.

    Yoichi IZUMIDA (University of Tokyo) (in Japanese) Creation of an Agricultural Pension Scheme in Japan and its Twofold Function: As an Income Security Policy for Aged Farmers and as Structural Policy
    Akira MORITA (Nippon Agricultural Institute) The Farmers Pension Payment (FPP) scheme was established in 1971. It has long fulfilled its twofold function that was associated with the policy targets of the Agricultural Basic Law (BAL).
    The first function has been income security for every elderly farmer through pension payments. Beneficiaries could be paid the same amount of retirement pension from FPP as the Japanese Employee's Pension Insurance program for 60-64 years old. After 65 years of age, farmers could receive additional pension benefits under the FPP scheme. Otherwise they might obtain only a smaller benefit through the National Pension Payment (NPP) program.
    The second function is to promote farm restructuring more by encouraging more intergenerational transfer of farm management interests and thus increase the number of large farms. The retirement pension should be paid when the accession to farm management is administratively confirmed. The scheme was designed to give an economic incentive for accelerating more accession to farming by the younger generation. The pension management system was drastically changed in 2001 because FPP was confronting a permanent deficiency in its financial accounting. In addition, the latest reform altered the policy principles and functions of FPP so they would be in policy alignment with the updated Basic Law of Food, Agriculture, and Rural Areas. As a result, the current scheme couldn't entirely provide for the income support of every elderly farmer. It now covers mainly those farm households targeted as rural leaders.
