For example, the infant mortality rate in rural areas is almost double the rate in urban areas. Similarly, the fertility rate for women with no or little education is almost three times that of women with the highest level of education. More than 20% of the Ecuadorian population lives on less than $1 per day, most of them in rural or mountain areas with limited access to comprehensive reproductive health services. Despite the fact that 69% of women give birth with the assistance of a skilled attendant and 65.8% of women in Ecuador use some method of contraception, maternal mortality rates continue to remain relatively high.

Why is managing children and an academic career so much more difficult for women than men? What, if anything, should colleges and universities do to make it easier?
A new national study has found that female professors with children are much less likely to earn tenure than men with children. Women are expected to work the hardest during their tenure-track years, precisely the time when their biological clocks are ticking the loudest. There are no part-time options on the tenure track, and if a woman steps off of that track to care for children, there is little hope of returning. Why is managing children and an academic career so much more difficult for women than men? What, if anything, should colleges and universities do to make it easier?
How Babies Alter Careers for Academics

Mary Ann Mason is dean of the graduate division at the University of California at Berkeley. She directed the national study of how babies affect the careers of academic men and women, a project she calls "Do Babies Matter?" Ms. Mason has a Ph.D. in history as well as a law degree. Before becoming dean, in 2000, she was a professor of law and social welfare at Berkeley. She has written several dozen articles on family law and children's rights, and two books on child custody. She will respond to questions and comments about the study on Friday, December 5, at 1 p.m., U.S. Eastern time. Questions and comments are welcome and may be posted now.

The roles and rights of mothers in our society is changing with the times. In the past, a rule called the "tender years doctrine" provided that there was a presumption used by the courts that young children should remain in the custody of their mothers. Today, the tender years doctrine has been abolished in Alaska. A statute provides that "neither parent, regardless of the question of a child's legitimacy, is entitled to preference in the awarding of custody." Despite this shift in approach, mothers in Alaska do have many rights. Once a child is born, the duty of a father to support his child begins. This is a duty that parents can not usually relinquish on their own. Fathers who owe child support can not normally relieve themselves of the obligation by filing bankruptcy. Courts generally do not allow parents to agree together that a father does not have to support his child. The rationale behind this view is that a child's need for support is more important that a mother's desire not to require support from a father. Mothers can ask an attorney to file a lawsuit for custody of a child and child support from a father. If a man denies that he is the father of a child or if it is unclear to the mother who the father is, a court can require that a paternity test be taken in order to establish the identity of a father. The Child Support Enforcement Division (CSED) can assist a mother in collecting support and establishing paternity.

Mother's rights issues begin long before childbirth, with the decision of whether and when to have a family, and how many children to have. Reproductive choice and family planning encompass all these decisions, including adoption and fertility treatments. Although many people (including social scientists) have understood familial relationships in terms of "blood," many anthropologists have argued that the notion of "blood" must be understood metaphorically, and in that in many societies family is understood through other concepts rather than "blood." Article 16(3) of the Universal Declaration of Human Rights says, "The family is the natural and fundamental group unit of society and is entitled to protection by society and the State".

That much, all sides can agree upon. A follow up question is this one: whose rights matter most? That's currently up for debate. Attorney Jeff Wolf, of the Massachusetts Law Reform Institute , explains that what has long guided the courts in their handling of custody and child support cases was this imperative: "Do what's in the best interest of the child." This constituted the standard for the state's 1998 Child Custody Presumption Law. Legal priorities aren't necessarily set in stone, and many argue that by trying to change the standards, the "Fathers' Rights" movement is actually attempting to put a parent's right the father's above the child's. Advocates like Jeff Wolf believe the current standard should not change for this very reason. "The Massachusetts Supreme Judicial Court articulated that in custody cases, the most pressing issue is how to provide children with the most stability possible given their situation," Wolf explains. Not all parties agree with Wolf's assessment. Groups advocating for the rights of non-custodial fathers have gained momentum since the early 1990s. They work in myriad ways from outrageous antics to mainstream lobbying.

New Report: Massachusetts Family Courts Violate the Human Rights of Battered Mothers
Are battered mothers treated so badly by family courts that their basic human rights are being violated? In many cases, the answer is "yes" according to a new report from the Battered Mothers' Testimony Project (BMTP) at the Wellesley Centers for Women. Battered Mothers Speak Out looks in-depth at the experiences of 40 battered mothers who sought help from family courts in Massachusetts, applying a human rights standard to their experiences. The report's conclusion is stark: Courts are regularly violating the human rights of battered mothers. Systemic flaws in the state's family court system cause and perpetuate serious human rights violations that jeopardize the safety and well being of battered women and their children.
"Family courts in Massachusetts are endangering battered women and their children," said Carrie Cuthbert, Co-Director of the BMTP. "The courts' actions and inactions amount to nothing less than human rights violations. Many people are aware of these problems and have been sitting on them for a long time. We hope this report will be a catalyst for change."

Adoption Agencies Sue State Over Out-of-State Mothers' Rights

Each year, more than 100 expectant mothers from other states travel to Utah to deliver their babies and surrender them to adoption agencies.
Their reasons for coming vary from the desire to distance themselves from an adoptive family to preferring parents who belong to the LDS Church. Critics suggest other motives in a small number of cases: attempts to avoid birth fathers or stricter laws requiring the fathers' consent in the home states.
Utah adoptions require confirmation by a state judge. But whether the mothers' home state should be told and even required to approve of a pregnant woman's decision to deliver and place her child across state lines is the thorny subject of a lawsuit filed in 3rd District Court.
The suit stands to decide the level of state scrutiny over such expectant mothers. The surrounding debate wades into the most controversial of subjects: a mother's right to choose what to do with her child.
