... Justice Stephen J. Markman Chief Justice Clifford W. Taylor Chief Justice Clifford W. Taylor, a native of Flint, was appointed to the Michigan Supreme Court in August 1997 by Governor John Engler to fill the seat vacated by retiring Justice Dorothy Comstock Riley. In 1998, Justice Taylor ran and was elected to fill the balance of Justice Riley's term. Justice Taylor was re-elected to a full eight-year term in 2000. In January 2005, he was elected by his colleagues to serve as Chief Justice of the Court. Chief Justice Taylor's professional activities include serving on the Michigan State Board of Law Examiners, of which he was president from 1995-1996. He served on the Michigan Legislature's Commission on the Courts in the 21st Century and on the Michigan State Bar's Standing Committee on Character and Fitness. A fellow of the Michigan State Bar Foundation, he is also a member of the Catholic Lawyers Guild and the Federalist Society's Michigan Chapter. His community activities include having served on the Board of Directors of Chief Okemos Council of the Boy Scouts of America, and he currently is on Board of Directors for the Michigan Dyslexia Institute.

Japanese Juvenile Justice
A number of brutal murders by young people has led to a total review of Japan's 50-year-old youth justice system. But is the introduction of new, more severe laws the answer? And is crime amongst the young really as serious as some Japanese fear? Hugh Levinson reports for Assignment Listen to the documentary programme here Over the past few years, the people of Japan have been shocked by a series of horrific crimes committed by teenagers. It started in 1997 in the city of Kobe, when a 14-year-old killed a younger boy and cut his head off. He left the head outside a school, along with a taunting note. He was eventually arrested, but not before killing another boy. Another teenager murdered an entire family of neighbours and a 17-year-old killed a woman with a knife, during a bus hijack. Ruriko Take lost her 16-year-old son four years ago, when a group of teenagers beat and kicked him to death. She was horrified when a family court sent one of the killers to a Juvenile Training School for less than a year. She explains:

In juvenile justince, a juvenile has many of the same rights that an adult has. Juveniles have the right to know the acts of which they are accused. Juveniles are innocent until proven guilty beyond a reasonable doubt. Juveniles have the right to remain silent. Anything said by juveniles to a law enforcement officer can be used against them. However, statements juveniles make to juvenile intake officers or to juvenile probation officers during the intake process can't be used against them in court. In delinquency cases, juveniles and their parents must be advised by the law officer, the intake officer, and the court that the juvenile has the right to an attorney at all stages of the proceedings. If juveniles or their families do not have the financial ability to hire an attorney, an attorney will be appointed. Juveniles can't waive their right to an juvenile justice lawyer without the permission of a parent or guardian.

WHAT IS PEER COURT?
The Supervising Juvenile Court Judge in cooperation with the Superintendent of Schools of Nevada County, the Probation Department, District Attorney, Public Defender, members of the Juvenile Justice/Delinquency Prevention Commission and the local bar association has established a county wide Peer Court. The goal of Peer Court is to reduce juvenile crime by keeping first-time offenders from committing future crimes and deterring non-offenders from criminal conduct.
Peer Court accomplishes its goals in two ways:
  • First, the program provides certain first-time juvenile offenders, charged with certain infractions and misdemeanor crimes, with an opportunity to participate in a diversionary program. The juveniles are given the option to avoid the juvenile justice system and instead, to be sentenced by a jury of their peers. Students learn about the rights and responsibilities of individuals in our legal system so that they make more informed choices in the way they conduct their personal lives.

    Judge Paula Casey
    Thurston County Superior Court Judge Paula Casey was first elected to the bench in 1984. Prior to that, she was the Thurston County Court Commissioner for juvenile, family law and involuntary commitment hearings. Judge Casey was an attorney in private practice in Olympia from 1976-1982. From 1973-1975 she practiced law as a staff attorney for Micronesian Legal Services Corporation on the island of Truk in the East Caroline Islands. To this day, she credits her experience in Truk as that which has most impacted who she is in the courtroom. Judge Casey earned her undergraduate degree in mathematics and political science from Willamette University in 1969, and she graduated from Willamette University College of Law in 1972 as the only woman in her class. Her first job after graduation was as law clerk to Oregon Supreme Court Justice Edward Howell. Judge Casey is a founder and past board member of the Thurston County Dispute Resolution Center. She has worked to make community resources available to solve conflicts and to develop court-annexed dispute resolution resources.

    • Aboriginal Resource Officer Program Helps Aboriginal victims of crime and their families by providing services such as information, support and referral. Amusement Ride Safety Amusement ride safety initiatives establish and enforce technical safety standards to minimize the potential hazards associated with the transportation and movement of people by complex electrical and mechanical equipment. Amusement ride devices are in widespread operation throughout the province at fairs and exhibitions during the summer months. Boiler and Pressure Vessel Safety Provides public protection through the establishment and enforcement of technical safety standards related to the manufacture, installation, and operation of complex pressure equipment in widespread use in all commercial, industrial and institutional sectors within the province. Building Standards Saskatchewan adopts the National Building Code of Canada (NBC) as the basis for Saskatchewan's building and accessibility standards. These standards address fire safety, health safety, structural adequacy, and barrier-free accessibility requirements for all types of buildings. The standards apply to construction of new buildings and renovation, addition, moving, demolition, and occupancy of existing buildings throughout the province.

    Juvenile Law Center (JLC) has legal internship positions available for the summer of 2005. JLC is a non-profit, public interest law firm which advances the rights of children involved with public agencies by working to reform and improve the child welfare, juvenile justice, mental health and public health care systems. Established by a group of volunteers in 1975, JLC remains one of the few children's rights organizations in the country providing a comprehensive legal services program for young people. Our efforts to protect the rights of children, both here in Pennsylvania and across the nation, have received national attention. The organization uses a range of strategic tools, including state and federal litigation, communications, coalition building, statewide professional training and technical assistance, legislative and regulatory work. Application information and forms are available on the Flight Technology Program website, from CWU admissions, or from the Flight Technology Program office. Admission decisions are based on a number of factors including grade point average, SAT/ACT scores, financial capability and a written statement of purpose, as outlined in the Flight Technology application form.     The Flight Technology major prepares students for careers in the aviation industry. Students select one of three technical specializations leading to a Bachelor of Science degree in Flight Technology. The curriculum in Flight Technology is designed to provide a solid foundation in the liberal arts as well as a thorough education and training in a technical discipline. All FLT courses are by permission. Prerequisites may be waived for students enrolled in the Aviation Management specialization or the Aviation Maintenance Management emphasis. Pilot Specialization The areas of emphasis in the Pilot specialization are designed to prepare graduates for entry level careers and leadership roles in the aviation community.
