Professor Abrams joined the faculty as a visiting professor in 1989 and began permanently in 1990. From 1976-78, he served as law clerk to Judge Hugh R. Jones of the New York Court of Appeals (New York's highest court). From 1978-81, he was in private practice with a Park Avenue firm in New York City. From 1982-89, he was an associate professor at Fordham University Law School.

The Center's Mission
The Center for Criminology and Criminal Justice Research (CCCJR) was launched in the fall of 1996 with a primary mission of conducting basic research on crime and criminal justice, collaborating with the public sector agencies in addressing critical issues in criminal justice practice, administration, and policy, and promoting discussion and dialogue about crime and criminal justice.
Current Research Grant Awards
The Center is currently engaged in two funded research projects. One, which is sponsored by the National Institute of Justice, is a collaborative project with the Texas Youth Commission (TYC) evaluating the Commission's chemical dependency treatment. The second, funded by the Hogg Foundation for Mental Health, is a state-wide evaluation of the assessment and referral of youthful offenders at initial contact with juvenile authorities. This project is being conducted in collaboration with the Texas Juvenile Probation Commission.
New Research Grant Awards
Professor George W. Holden, a Center Research Associate and Associate Professor of Psychology, was recently awarded a research grant from the Hogg Foundation for Mental Health to study the impact of domestic violence. The two year grant is entitled "Wife Batterers as Fathers: The Influence of Child and Parent Characteristics on the Quality of Parenting."

Please give us feedback on these links, and most importantly let us know about other Web sites you find that we should be posting to our site davidsonha@staff.abanet.org National Directory of Children's Ombudsman Programs Throughout the country, government programs have been created to receive and investigate complaints about services to children and families. Some of these programs are called "children's ombudsman" offices, others "child advocate" offices, or they may have other names. Most are independent from the children's services delivery agencies, but some are housed within them. The above link is for a directory of over 25 such programs, developed and maintained by Laureen D'Ambra, head of Rhode Island's Office of the Child Advocate (a model for several similar programs in other states). Persons interested in the child ombudsmen issue should also know that our Center published, in 1993, a book entitled "Establishing Ombudsman Programs for Children and Youth" (for information on how to obtain this, call 202/662-1743). This seminar explores the legal and psychosocial principles governing the creation, regulation and termination of the parent-child relationship. The historical, constitutional and common law antecedents of our contemporary notions of parental autonomy, parents patriae, and children's rights are examined in the context of disputes about access to education and medical treatment, child abuse and neglect, foster care, and adoption. Domestic Violence Clinic
Students in the Domestic Violence Law Clinic work in one of several government agencies or nonprofit offices in the Bay Area, or with the instructor on state legislation. They may also assist with post-conviction issues faced by battered women in state prisons, and employment issues affecting domestic violence victims. Students interview clients; draft restraining orders, memoranda, op-ed pieces and motions; represent clients at hearings; research policy issues; and attend meetings with government officials, judges and legislators.

Children’s Law
Lawyers who work on behalf of children do so in a variety of contexts, including adoption, defense of juveniles in juvenile and criminal court, child abuse and neglect (prevention policies/services or representation of children in termination hearings), prosecution of child abuse and neglect cases, school and education issues, representing parents in family law litigation (divorce, child custody, etc.), and representing children as guardians ad litem in family law litigation. Lawyers in this area also work on developing and changing public policy in issues involving children, such as healthcare, education, economic justice issues affecting children, trafficking and international child labor issues, juvenile crime prevention and conditions of juvenile confinement, domestic violence, dating violence among youth, gay and lesbian youth advocacy, foster care, and immigration. Lawyer's representing children or working on children's law issues most often work for the government (in public defenders' or corporation counsels' offices) or in nonprofit organizations. Lawyers in private practice may represent children or be involved with children's law issues as guardian ad litems, in adoption proceedings, or in custody cases.

Family Law/ Divorce
Family law covers a wide range of legal issues and often involves representing clients during emotional times in their lives. Most family lawyers specialize in divorce, which generally encompasses marital dissolution, spousal and child support, legal and physical custody, and sometimes paternity issues. Family lawyers may also represent clients in drafting co-habitation, pre-nuptial, and marital property agreements. As the definition of “family” continues to evolve in America, family lawyers will be on the cutting edge, facing increasingly complex new issues and challenges. Family lawyers need a broad set of legal skills. They must be negotiators, client counselors, and litigators. They must have good people skills, and strong oral and written communication skills, including good listening skills. Family lawyers must have a grasp of the many issues involved in family law and must also have a working knowledge of tax, estate planning, business law, and real estate law. Family law affects many people's lives and the role of the family lawyer is an important one in our society. It can be a stressful area of practice, but it can also be a very rewarding one.

Family Educational Rights and Privacy Act (FERPA)
FERPA gives parents certain rights with respect to their children's education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are "eligible students."
  • Parents or eligible students have the right to inspect and review the student's education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records. Schools may charge a fee for copies.
