Click here to find out more about Christel House School In March 2005 in Cape Town, South Africa approximately 700 judges, lawyers and other professionals committed to children’s rights gathered at the 4th World Congress on Family Law and Children's Rights. The venue was the Cape Town International Convention Centre. This was the fourth such meeting following the inaugural Congress in Sydney, Australia in 1993; the second in San Francsico, USA in 1997; and the third in Bath, England in 2001. It marked the 15th anniversary of the most widely ratified human rights convention of all time, the United Nations Convention of the Rights of the Child (UNCROC). Malik, a severely malnourished one-year-old boy, is comforted by his mother, Hawa, in a UNICEF-supported therapeutic feeding centre at the El Fasher Teaching Hospital in El Fasher, capital of North Darfur.     History of the World Congress
    The Evolution of the World Congress on Family Law and Children's Rights By the Honourable Justice Rodney K. Burr AM In 1990, Sydney solicitor Stuart Fowler and I were invited to Hong Kong to address the council of LAWASIA, an association which represents lawyers and lawyers' organisations in some 21 countries in the Asian and Pacific region. We thought we would be invited to establish a Family Law Section having had considerable experience doing so in Australia. LAWASIA did indeed issue such an invitation but then delivered a challenge that was intimidating in the extreme. The Council of LAWASIA asked us if we would accept a brief for the human rights of families and children in the Asian and Pacific region. Members of the Council then individually and collectively regaled us with tales of the utmost horror. They told us of:

Home The legal protection of children and the family The legal co-operation in the field of family law plays an important role taking into account that it is dealing with issues closely linked to the private lives of all persons. On the other hand, it should also be borne in mind that some problems concerning the family cannot be solved only in a national framework because, by their very nature, they go beyond national frontiers. ( more Intergovernmental activities The reinforcement of the legal protection of children and the promotion of common legal standards in the field of family law are priorities for the Council of Europe. The CJ-FA adopted the draft Convention on contact concerning children (right of access) and prepared a Report on principles concerning the establishment and legal consequences of parentage. ( more Committee of experts on family law (CJ-FA) Convention Committee on the Custody Convention (T-CC) Standing Committee of the European Convention on the exercise of children's rights (T-ED) The draft Convention on contact concerning children adopted Contact with children and the possible restrictions thereto, when these are considered necessary in the best interests of the child, is a major concern for the member States of the Council of Europe. The inherent problems with respect to the exercise of contact give rise to significant disputes in many countries. Some parents - and sometimes rightly so- are reluctant to grant contact rights while others are deprived of the possibility of obtaining or of maintaining any type of contact at all with their child. NEW CHILD SUPPORT RULES ARE FINALLY HERE, YOU WON'T LIKE THEM T he Tennessee Department of Human Services has finally issued its new rules pursuant to the change in the law I helped write last year to treat children equally. They have taken a relatively simple task, i.e., treating each child the same and turned it into a 70 page nightmare. It became effective January 16, 2005 and they made damn sure it does not apply to existing cases.Lawyers will be charging more as a result of these Guidelines, which will lower parents' ability to support their children. I could name several judges that I know for certain will never be able to determine child support from these Guidelines because they are mathematically challenged. It is critical that women, women's groups, and all equality-seekers understand what is at stake with these changes, and that they participate in the law reform process. Indeed, many proposed changes could endanger women’s equality rights and run contrary to the best interests of children. The Ontario Women’s Network on Child Custody and Access (hereafter, OWNCCA) has prepared a series of information sheets on some of the key issues at stake: woman abuse, access to justice, parenting after separation, the best interest of children and women’s equality rights in family law. Moreover, this document will present some background information on the law reform process that has been unfolding over the last five years at the federal level, as well as provide you with ideas on what you and your organization can do to lobby for positive change for women and children.

    Family Educational Rights and Privacy Act (FERPA)
    FERPA gives parents certain rights with respect to their children's education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are "eligible students."
    • Parents or eligible students have the right to inspect and review the student's education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records. Schools may charge a fee for copies.
