FINANCIAL MANAGEMENT REFORM
INTRODUCTION The Department of Defense is amidst the most comprehensive reform of financial management (FM) systems and practices in its history. These reform efforts are driven by two pressing needs: first, the need to overcome decades-old problems in financial management systems and procedures; and second, the need to lower administrative costs by fundamentally redesigning the Department's fiscal operations. Last year's Annual Report highlighted FM problems confronting DoD billions of dollars in disbursements not matched to specific obligations, overpayments to defense contractors, Antideficiency Act violations, DoD accounts with excess disbursements, issuance of paychecks to soldiers after their discharge, and so forth. In spite of rigorous efforts to keep the Department's FM systems operating effectively, DoD leaders have recognized that these systems require major overhaul. UNDERLYING CAUSES OF DOD FINANCIAL MANAGEMENT PROBLEMS DoD's manifold FM failures reflect an antiquated bureaucratic organizational structure coping unsuccessfully with the complexities of modern government and business. During the past 50 years, the Services and other DoD organizations developed their own operating procedures and accounting systems to accomplish their missions. In 1991, DoD had some 250 finance and accounting systems, most incompatible with each other. As the missions undertaken by the Department became more complicated, DoD organizations were forced to interact with each other, revealing a lack of DoD-wide standards for data and procedures, among other things. Rather than redesigning its organization or standardizing its FM systems, the Department developed ever more complicated business practices, which attempted to preserve the individual bureaucratic organizations while coping with more demanding operating requirements.

Built from unmodified COTS products, DRS meets warfighter needs related to deployment preparation. On the leading edge of expeditionary force development, it facilitates culture change and improves readiness management efficiencies through an integrated approach. DRS provides a web-based service through the Air Force portal with single sign-on, an enterprise data model, and robust interface capabilities for reusing information from Air Force standard enterprise systems. DRS provides integrated individual deployment readiness assessment, unit readiness status at a glance, email notification of expiring training, duty availability/duty status codes, medical readiness status, integrated training management, daily summary email for Unit Deployment Managers (UDMs), and a variety of reports. MSG is further leveraging the investment by using the same software to satisfy a wide variety of other needs collectively known as Global Expeditionary Management Services. To bring financial systems into compliance with the Chief Financial Officer Act, this project will use a modern COTS accounting and financial management package. The goals of DEAMS include providing an integrated financial management system that provides complete, timely, and accurate financial management information on operations that enable decision-makers to carry out their fiduciary responsibilities. DEAMS will meet the requirements of the Business Management Modernization Program architecture and be consistent with Department of Defense (DoD) Business Enterprise Architecture. DEAMS will provide one system to process and record all accounting and finance transactions, provide funds management and commitment capability and create an enterprise financial data view. This effort will replace four legacy systems, thereby reducing operations and maintenance costs.

The following should be noted regarding business science undergraduate courses:
  • The courses offered by the School of Economic and Business Sciences are part of a Bachelor of Commerce. If you study with us, therefore, you will be doing a Bachelor of Commerce in Business Sciences. This is a three year degree, with the option to progress to postgraduate studies. It is the highest rated business degree in South Africa (see general information). The Business Sciences courses that you take in your BCom can only be taken from the second year onwards. In first year you do a mix of preparatory subjects, normally including Economics I, Business Statistics, Computational Mathematics, Accountancy and one other course (often Information Systems I or Commercial Law I). These prepare you for taking business courses from second year onwards. All of our second year courses in business are six month offerings. Generally, a second year course that runs from January to June is designated with a "IIA", and those that run from July to December are designated "IIB".

This course focuses on the design and implementation of spreadsheet projects that support advanced decision-making and problem-solving techniques for prefessionals and individual business users. An introduction to programming logic is included to allow students to augment and automate spreadshets. Students enrolling in this course are expected to be familiar with basic spreadsheet skills including spreadsheet navigation, managing multiple worksheets, formatting, formulas, and cell references. This course provides students with an international business experience. The course examines the accounting and information systems issues that impact multinational business. It is only offered as part of a program outside of the United States. Students will learn from the structured educational experience developed by the faculty leader.
