The Russellville City Slickers is a Pope County, Arkansas 4-H Club. 4-H clubs are a part of a youth program of the Cooperative Extension Service of the University of Arkansas. 4-H is open to youth ages 5-8 (Cloverbuds), 9-13 (Juniors), and 14-19 (Seniors). The primary purpose of 4-H is to develop leadership, initiative, citizenship, and character in youth while encouraging them to learn about the subjects of interest to them. The Russellville City Slickers is a community club as opposed to a project club. This means that the club is made up of kids from the Russellville community with general interest in 4-H projects. The county extension service staff responsible for the Pope County 4-H program can be reached at (479) 968-7098 or Pope County 4-H . The regular monthly meeting of the Russellville City Slickers 4-H Club is on the third Tuesday of each month from 6:30 p.m. to 8:00 p.m. 2002 Club Picture Russellville City Slickers 4-H Club Awarded $200 Innovative Program Grant!!

    HISTORY OF 4-H
    How It All Began
An American innovation, the 4-H youth development program of the Cooperative Extension originated at the turn of the century because of a vital need to improve life in rural areas. Introducing improved methods of farming and homemaking, 4-H taught youth to "learn by doing." The yearly program in one of those early clubs consisted of growing corn, planting a garden, testing soil, club meetings, and visits to club members' plots and exhibits. There was a close affiliation between the school and the home in this early 4-H programadults in the family were often persuaded to adopt new practices because of the successes experienced by the 4-H youth. The first record of any known 4-H type activity was in 1898. Liberty Hyde Bailey of Cornell University inaugurated a system of junior naturalist leaflets in rural schools and assisted in the organization of nature study clubs. The year 1907 marked the beginning of 4-H work under the auspices of the U.S. Department of Agriculture. In 1914 the Smith-Lever Act established Cooperative Extension, an organizational entity of the U.S. Department of Agriculture and the land-grant college system. The Cooperative Extension Service was to conduct educational programs of an "informal, non-resident, problem-oriented nature." Cooperative Extension provided the professional staff and support needed to direct the growth of the early 4-H program.

The IFYE program is an in-depth learning experience in which 4-H alumni and other young adults live with host families in other countries to increase global awareness, develop independent study interests, and improve language skills. Programs vary from country to country, with some emphasizing an agricultural work experience, volunteering at an adult training center, or working with a local youth development program similar to 4-H. The 4-H Movement was established in Barbados in 1962 by the Ministry of Agriculture as a means of attracting youths between 7 and 25 years of age to become actively involved in agriculture, home economics, art and craft, health and personal development projects.
    Its mission was:
    - to stimulate youth's interest in agriculture
    - to provide opportunities for 4-Hers to participate in agricultural diversification projects, especially non-sugar enterprises
    - to offer a wide range of social programmes likely to attract and maintain the interest of the youth, thus providing significant opportunities for leadership development, and
    - to facilitate increased youth participation in community and national development.
For approximately twenty years the Movement was administered by the Ministry of Agriculture, through its Agricultural Extension Division. At the beginning of the 1980's, the 4-H Leaders Council and Private Sector individuals approached the Ministry of Agriculture with a proposal to establish a Foundation to oversee the operations of the 4-H Movement. The Ministry supported the proposal and on the 28th April, 1982, the Barbados 4-H Foundation became a registered charitable organisation under the companies' Act Chapter 308 of the Laws of Barbados.
