ENDANGERED SPECIES
Scope: An endangered species, whether it be animal or plant, is one that is threatened with extinction. Without concerted efforts to protect it, the species will become extinct. A threatened species is still abundant but declining so rapidly that it is likely to becomeextinct. Birds are especially threatened, followed by primates, fish and various species of plants, and amphibians. Habitat alteration, commercial hunting and harvesting, hunting for sport and subsistence, introduction of alien species, and pest and predator control threaten species. In other cases, the species may have always been rare. Purpose and Organization
The Endangered Species Act (ESA) and the Fish and Wildlife Coordination Act (FWCA) are major federal statutes designed to protect plant and animal resources from adverse effects due to development projects. Both acts require consultation with wildlife authorities before committing resources to certain types of projects. Please click here to access an Information Brief on the ESA.
Endangered Species Act
The ESA was originally passed in 1973. It provides for the designation and protection of invertebrates, wildlife, fish, and plant species that are in danger of becoming extinct and conserves the ecosystems on which such species depend. The Act defines an endangered species as any species that is in danger of becoming extinct throughout all or a significant portion of its range. The Act excludes recognized insect pests from this definition. A threatened species is one that is likely to become endangered in the foreseeable future. The Act makes it illegal for any individual to kill, collect, remove, harass, import, or export an endangered or threatened species without a permit from the Secretary of the Department of the Interior (DOI). DOI's Fish and Wildlife Service (FWS) performs most administrative and regulatory actions under the Act. The National Marine Fisheries Service (NMFS) in the U.S. Department of Commerce (DOC) deals with actions affecting marine species.

What Are Endangered and Threatened Species?
A century ago, a bird called the passenger pigeon lived in North America. There were so many passenger pigeons that people often saw great flocks of them flying overhead containing thousands, even millions, of birds. Today, there is not a single one left. What happened?
The passenger pigeon became extinct . All living passenger pigeons disappeared from the earth entirely. The passenger pigeon became extinct for two reasons. First, the forests where it lived were cut down to make way for farms and cities. Second, many pigeons were shot for sport and because they were good to eat. At that time, there were no hunting laws to protect endangered species like there are now.
The passenger pigeon is one of the many plants and animals that once lived on our planet and have become extinct. For example, dinosaurs, mammoths, and saber-toothed tigers all became extinct long ago. More recently, the dodo bird and the sea mink also have disappeared. Extinction has been going on since life began on earth. But today, extinction is happening faster than ever before.

The global extinction crisis rivals global warming in its magnitude, urgency, and monumental implications for human health and welfare. Extinction is irreversible, and is now happening at a breakneck pace: across the globe, between one and 100 species are becoming extinct every day. The natural "background" rate of extinction is only one species per 100 years. Species loss signals a potential risk to humans as well as to animals and plants. More sensitive animals those that fill highly specialized niches, require large tracts of undisturbed land, or breed slowly, for instance are the first to suffer from habitat loss, pollution, and other drastic human-induced changes. In time, as the food chain collapses, animals further up will also suffer including humans. Species populations can be revitalized if serious efforts are made. For instance, the California brown pelican like the bald eagle was seriously affected by the use of DDT, which weakened the bird's eggshells so that they cracked during incubation. With the banning of DDT and other toxic pesticides, the brown pelican population is slowly rebounding. Closer to home, the South Bay's fragile population of California clapper rails has rebounded in the past decade, climbing from between 200 and 300 in 1991 to an estimated 600 to 700 in 1999 as a result of controls on invasive species. Proclaimed in 1990 and amended in 1993, The Endangered Species Act was enacted: (1) to ensure the protection and survival of endangered and threatened species in the province; (2) to enable the reintroduction of extirpated species into the province; and (3) to designate species as endangered, threatened, extinct or extirpated. Additions or deletions to list of species under each designation are recommended by the Endangered Species Advisory Committee. Declaring a species threatened is intended to ensure the protection and enhance the survival of a native species before it becomes endangered. Limited distribution, low numbers and dependence on specialized habitats are the qualifying factors for threatened status. Declaring a species endangered is intended to ensure the protection and enhance the survival of a native species before it is extirpated. Limited distribution, low numbers, and the danger of a significant reduction within its range are the qualifying factors for endangered status. The Endangered Species Act, which was passed by Congress in 1973, provided a means whereby species in danger of extinction could be conserved. This Act included the preservation of ecosystems where endangered species were found and was intended to recover populations of species to a point where they could be removed from this list. Endangered species are those species which are in danger of extinction throughout all or a significant portion of their range. Threatened species are those species likely to become endangered in the future. All wildlife are important because they are part of a large web of life in which species are dependent on one another for existence. For example, many plants have evolved to be pollinated by a specific butterfly. If that species of butterfly would become extinct, the plant would also become extinct. Wild species also act as environmental monitors, add to genetic diversity, and are used commercially at a value of about 40 billion dollars a year to make medicines. Finally, the number of people who enjoy watching wildlife grows every year. By causing the extinction of species today, we are depriving future generations of the experiences and values that a species may have provided.

Some species are only rare in certain parts of their distribution area, whereas others only occurs in a very small geographic area that is under a distinct threat and therefore are rare. Habitat loss is the major threat to gentians. For example, grazed meadows disappear in northern Europe, rainforests are cut down in the tropics, and native habitats are destroyed when cities and suburbs spread. Some gentians are also becoming rare because of over-collecting in the wild, often for pharmacological purposes. Gentians are usually not close to extinction because they are picked by people, but because they no longer have the right place to live. But do not dig up gentians or try to transplant them into your garden. Many gentians only live for a year or two and most have connections to the fungi in the soil (mycorrhizae) that they need to survive.
