Protection of Threatened and Endangered Aquatic Species
(Full Text)
A. Issue Definition A significant portion of the tremendous increase in species extinctions in Canada and the United States since 1600 has been attributed to human activities. Habitat modification and destruction are the most pressing problems confronting those interested in protecting and restoring aquatic species now threatened with extinction. The variety of anthropogenic factors that can disturb freshwater and marine environments makes the protection of habitat vital to the preservation of rare aquatic flora and fauna.
Any protection afforded a threatened or endangered species must reflect first the successful identification by biologists of significant habitat elements that such a species needs for survival and then the capabilities and willingness of lawmakers and citizens at the appropriate levels to institute adequate procedures for protection of those habitat elements. Future success of species now threatened by critically low population levels depends on the continued efforts of these groups.
It is obvious that in most cases determination of threatened or endangered status for a species provides only minimal protection without the concurrent protection of those habitats that are necessary for survival. Although legislative actions have incorporated into law realizations of the uniqueness of our environment and the need to protect the biological structure of natural systems, the responsibility for habitat protection is shared among Federal, State, Provincial, and local management authorities.

Accord for the protection of Species at Risk: an agreement among all provinces, territories and three federal departments to commit to a national approach for species at risk. Action plan: an action plan is a document that defines the projects or activities required to meet the goals and objectives outlined in the recovery strategy for a wildlife species. Administrative agreement: allows for the administration of any provision in the Act, in which the competent minister has responsibility. Alternative measures agreement: allows for the provision of alternative measures to deal with persons alleged to have committed offences, but only if it is consistent with the purposes of the Act. Aquatic species: a wildlife species that is a fish as defined in section 2 of the Fisheries Act , or a marine plant as defined in section 47 of the Act.

Threatened and Endangered Species Recovery Act of 2005 Draft Analyzed
The National Center for Public Policy Research has a new press release out today examining House Resources Committee Chairman's "Threatened and Endangered Species Recovery Act of 2005" (a bill that actually has not been introduced) based on available drafts.
The Center for Biological Diversity says the proposal would gut the Endangered Species Act; independent property rights advocates are taking the opposite view looking askance, for instance, at a provision that would extend the ESA's reach into coverage of "invasive species."

Information on the species that have been delisted or downlisted from the Lists of Endangered and Threatened Wildlife and Plants is ofien cited when judging the ESA's success or failure. This report outlines the process and reasons for delisting or downlisting, and summarizes the 27 species delisted due to extinction, recovery, or data revision, and the 22 species that have been downlisted from endangered to threatened status due to stabilized or improving populations. Introduction Central to the debate before Congress over appropriations for or reauthorization of the Endangered Species Act (ESA) is the question of whether the Act actually works. Different standards have been used to judge the ESA a failure and a success. Opponents of the Act contend that the ESA has failed while costing taxpayers billions of dollars, citing the low number of "recovered" species removed from the list. Proponents assert that the ESA has succeeded in preserving endangered and threatened species and their habitats, citing the significant number of listed species with stable or increasing populations, or the low number of extinctions of listed species.

Birdlife International's (2000) Threatened Birds of the World lists 1186 species as Endangered, Threatened, or Vulnerable. These include several (like Guam Rail Gallirallus owstoni or Socorro Dove Zenaida graysoni ) that are "extinct in the wild" but captive breeding populations exist and there is hope for eventual re-introductions into native habitat. Although a few birds are included that are almost surely extinct (e.g., Javanese Lapwing Vanellus macropterus , Imperial Woodpecker Campephilus imperialis , Ivory-billed Woodpecker C. principalis , Oahu 'Alauahio Paroreomyza maculata , Bachman's Warbler Vermivora bachmanii ) this does mean that over 10% of the birds in the world are threatened with extinction in the near future, almost all of them due to the destruction of habitat by man. Another 747 are more briefly summarized in an appendix as Near-Threatened; yet 79 more are considered "data deficient" to permit evaluation. Together this means that almost 1 out of every 5 species is slipping away from us. From a world birder's perspective, these lists bring together most of the great and fabulous birds on earth. These birds are the stuff of dreams. I thought it might be fun to do a series of web pages on those that I've been fortunate enough to encounter. As the concept for this series did not occur to me until April 2001, some of the pages linked below were written more as short "trip reports" on various adventures. Others are summarizes of occurrence (usually in California) or even identification discussions.

You've heard the terms extinct, endangered and threatened, among others, but what do they all mean? The terms used to classify wild species are pulled from three groups: the International Union for the Conservation of Nature (IUCN), the Convention for International Trade in Endangered Species (CITES) and the U.S. Fish and Wildlife Service (USFWS). Each uses different terms to describe the status of species in the wild.

The International Union for the Conservation of Nature (IUCN) uses the following terms:
Extinct
Indicates that there is no reasonable doubt that the last individual of a given species has died.
Example: Carolina parakeet ( Conuropsis carolinensis ); last known bird died in the Cincinnati Zoo in 1918.
Extinct in the Wild
Used when a species is known only to survive in captivity or in a naturalized population outside the natural range.
Example: Oahu Deceptor Bush Cricket ( Leptogryllus deceptor Critically Endangered Example: California Condor ( Cymnogyps californianus Endangered Example: Golden-cheeked Warbler ( Dendroica chrysoparia Vulnerable Example: Florida Scrub-Jay ( Aphelocoma coerulescens Near Threatened Used when a species does not qualify for Critically Endangered, Endangered or Vulnerable but is close to qualifying or is likely to qualify in the near future.

Events The IUCN Red List of Threatened Species The IUCN Red List is the world's most comprehensive inventory of the global conservation status of plants and animals. It uses a set of criteria to evaluate the extinction risk of thousands of species and subspecies. These criteria are relevant to all species and all regions of the world. There are nine Categories of Threat in the IUCN Red List system: Extinct, Extinct in the Wild, Critically Endangered, Endangered, Vulnerable, Near Threatened, Least Concern Data Deficient , and Not Evaluated . A species is listed as threatened if it falls in the Critically Endangered, Endangered or Vulnerable categories.
The overall aim of the IUCN Red List is to convey the urgency and scale of conservation problems to the public and policy-makers, and to motivate the global community to try to reduce species extinctions.
The 2000 IUCN Red List of Threatened Species , launched in September 2000, was a landmark for IUCN and the Species Survival Commission. This was the first time that animals and plants were combined in a single list and the first time that a Red List was produced on CD-ROM.
