The attached Regulatory Impact Assessment (RIA) is submitted for approval and signature by PS(H). 2. The attached supplementary Explanatory Memorandum (EM), which will accompany the RIA when it is submitted to the House of Commons' European Scrutiny Committee and to the House of Lords' Select Committee on the European Union, is also submitted for approval and signature by PS(H). Timing 3. Routine. The Commons European Scrutiny Committee has recently cleared EM 11445/01 on the Commission's amended proposal and asked to see the RIA in due course. This is now enclosed. Recommendation 4. The PS(H) is recommended to approve and sign the attached RIA and supplementary EM.

2004 Information Format Trends : Content, Not Containers

This is a follow up document to the 2003 Five Year Information Format Trends report. It is an enlightening report regarding the concept of "format agnostic" users of library and web based material. It explores the idea that users don't care about what type of document (book, URL, file, text etc) the information is, rather the content is of greater significance. Projected shifts in the volume of content are also discussed. Of particular interest is the rise of social publishing such as blogs and wikis and the syndication of digital content. FOR IMMEDIATE RELEASE
Washington, D.C., May 26, 2004 The overall goals of the cooperation are to identify emerging risks in the US and EU securities markets, and to engage in early discussions of potential regulatory initiatives in the interest of promoting convergence where possible. This initiative was first announced by SEC Chairman William H. Donaldson in a speech in Brussels, Belgium, last January. Regarding the enhanced relationship, Ethiopis Tafara, Director of the SEC's Office of International Affairs, commented, "The enhanced SEC-CESR relationship recognizes the increasing need for greater collaboration among the SEC and EU securities regulators. We operate in a world where securities markets are global, but securities regulators are national. By meeting on a regular basis, the SEC and CESR will be able to identify areas for potential future regulation in the interest of promoting converged approaches. In addition, by meeting to share our expertise about securities markets, we will be better positioned to anticipate and address potential regulatory problems." The Secretary General of CESR, Fabrice Demarigny, noted that, "Formalizing a dialogue between the SEC and CESR is particularly important given the interdependency between our markets and the critical need to create secure financial markets which foster transatlantic business. A forward-looking dialogue on shared priorities, regulatory developments and practical initiatives to explore market developments which raise concerns will help us develop converging solutions which are both effective and timely."

History of Advertising Strategies
  • Tobacco advertising geared toward women began in the 1920s. By the mid-1930s, cigarette advertisements targeting women were becoming so commonplace that one advertisement for the mentholated Spud brand had the caption "To read the advertisements these days, a fellow'd think the pretty girls do all the smoking."
    As early as the 1920s, tobacco advertising geared toward women included messages such as "Reach for a Lucky instead of a sweet" to establish an association between smoking and slimness. The positioning of Lucky Strike as an aid to weight control led to a greater than 300% increase in sales for this brand in the first year of the advertising campaign.
    Through World War II, Chesterfield advertisements regularly featured glamour photographs of a Chesterfield girl of the month, usually a fashion model or a Hollywood star such as Rita Hayworth, Rosalind Russell, or Betty Grable.

      Dear Industry Representatives:
        The European Union’s comprehensive privacy legislation, the Directive on Data Protection, which became effective on October 25, 1998, prohibits the transfer of personally identifiable data to third countries that do not provide an “adequate” level of privacy protection. Because the United States relies largely on a sectoral and self-regulatory, rather than legislative, approach to effective privacy protection, many U.S. organizations are uncertain about the impact of the “adequacy” standard on personal data transfers from the European Community to the United States. In an effort to find ways to bridge differences in our approaches to privacy, the U.S. Department of Commerce, on behalf of the U.S. Government, and Directorate General XV of the European Commission have been engaged in a dialogue on privacy for the past several months. We have discovered that, despite our differences in approach, there is a great deal of overlap between U.S. and EU views on privacy. Given that and to minimize the uncertainty that has arisen about the Directive’s effect on transborder data transfers from the European Community to the United States, the Department of Commerce and the European Commission have discussed creating a safe harbor for U.S. companies that choose voluntarily to adhere to certain privacy principles. Organizations within the safe harbor would have a presumption of adequacy and data transfers from the European Community to them would continue. Organizations could come within the safe harbor by self certifying that they adhere to these privacy principles. The status quo ante would exist for firms that choose not to take advantage of the safe harbor.

Letter from the European Community Brussels, December 30, 1995 Sir, I have the honour to confirm the following understanding reached between the delegations of the United States and the European Community: 1. The United States and the European Community agree that in the first quarter of 1996 and subsequently at the request of either party, the United States Government and the Commission of the European Communities shall review the functioning of the "representative price" system for cereals and rice. If it appears to either party that the functioning of the system is materially impeding trade flows between the parties, the Commission in consultation with the United States Government shall promptly examine the problems identified with a view to implementing appropriate solutions. For the marketing year 1996-1997 a cumulative recovery system for husked (brown) rice will be developed by the Commission in consultation with the United States Government and introduced on a trial basis. 2. During the review and consultations, the Commission and the United States Government shall share all relevant data in order to ensure transparency and facilitate appropriate solutions to problems raised. The confidentiality of such data will be protected.

The XMM-Newton Observatory
A project of the European Space Agency XMM-Newton , the X-ray Multi-Mirror Mission, is the second cornerstone of the Horizon 2000 program of the European Space Agency ( ESA ). XMM-Newton was launched on December 10 1999 at 14:32 GMT (09:32 EST). The observatory consists of three coaligned high throughput 7.5m focal length telescopes with 6 arc second FWHM (15 arc second HPD) angular resolution. XMM-Newton provides images over a 30 arc minute field of view with moderate spectral resolution using the European Photon Imaging Camera (EPIC), which consists of two MOS and one PN CCD arrays. High-resolution spectral information (E/dE~300) is provided by the Reflection Grating Spectrometer (RGS) that deflects half of the beam on two of the X-ray telescopes. The observatory also has a coaligned 30cm optical/UV telescope called the Optical Monitor (OM). More detailed information on the instruments can be found under Focal Plane Instrumentation in these pages and in the XMM-Newton Users' Handbook ( GSFC or VILSPA links).

Hong Kong and European Commission sign re-admission agreement
The Hong Kong SAR Government and the European Community signed an agreement on Wednesday (November 27, Brussels time) covering the readmission of persons residing without authorisation. The agreement was signed jointly by the Financial Secretary, Mr Antony Leung, the European Commissioner responsible for External Relations, Mr Chris Patten, and the European Commissioner for Justice and Home Affairs, Mr Antonio Vitorino. It flows from the EC decision in March 2001, to grant visa-free access to HKSAR passport holders. "It will enable Hong Kong and the European Community to ensure, on a reciprocal basis, the rapid and effective identification and return of people illegally entering or remaining in their respective territories," a government spokesman said. Negotiations were finalised at the end of last year, and the agreement was initialled by the Chief Secretary for Administration, Mr Donald Tsang, during his visit to Brussels a year ago. The conclusion of readmission agreements is part of the European Union's broader strategy for combating illegal immigration.

European Union The European Constitution The Treaty establishing a Constitution for Europe was agreed by the Heads of State and Government of the European Union's twenty-five Member States on 18 June 2004. Following signature in Rome on 29 October 2004, the European Constitution must be ratified by all 25 Member States, in accordance with their constitutional requirements, before it can enter into force. It is intended to replace all existing EU Treaties with a single consolidated document. The European Constitution aims to clarify the nature of the European Union, the extent of its powers and its relationship with its Member States. While in most policy areas it does not significantly alter the Union's existing role, it contains important innovations in several areas, including the protection of fundamental rights, combating cross-border crime, the role of national parliaments in EU affairs, voting in the EU Council, and the conduct of the Union's foreign policy.
