General Product Safety General Product Safety (GPS) Regulations 2005 The General Product Safety (GPS) Regulations 2005 which implement Directive 2001/95/EC, come into force in the UK on 1st October 2005. Until that time, the General Product Safety Regulations 1994 remain in force. Also on that date, s10 of the Consumer Protection Act 1987 will be repealed as this would serve no further purpose after the introduction of the 2005 Regulations. In principle, the 2005 Regulations will apply to all products (new and second-hand) used by consumers, whether intended for them or not. The caveat to this is that product-specific legislation will continue to take precedence in areas where this has provisions with similar objectives to those of the GPS Regulations. There are also some exceptions to the cover for second-hand products.

    On the 23 February 2004 the Home Secretary announced measures that would enable members of the new member states to work in the United Kingdom from 1 May 2004.

    The statement by the Home Secretary to Parliament on 23 February announced that workers from the new member states must register with the Home Office.
    From 1 May 2004 nationals from New Member States will be free to come to the United Kingdom. Nationals from Malta and Cyprus will have full free movement rights and are not required to obtain a workers registration certificate.

    EUROPEAN REGIONAL DEVELOPMENT FUND
    The European Regional Development Fund was set up in 1975 to stimulate economic development in the least prosperous regions of the European Union (EU). As EU membership has grown, the ERDF has developed into a major instrument for helping to redress regional imbalances. The Department for Transport, Local Government and the Regions manages the ERDF in England. The EU has three other structural instruments (funds to develop different economic sectors and regions). In England, the Department for Education and Skills manages the European Social Fund (ESF) and the Ministry of Agriculture, Fisheries and Food manages both the European Agricultural Guidance and Guarantee Fund and the Financial Instrument for Fisheries Guidance. The new Structural Funds Regulations, which came into effect from 1 January 2000, have three objectives . Two of these are relevant to ERDF. The regulations also established four Community Initiatives. ERDF supports two:

    The Ecolabel is the sign of a special product
    Products with the label's flower symbol achieve high environmental standards. The label is only awarded to goods and services which meet strict criteria to minimise the impacts of consumer products on the environment:
    • ecolabelled electrical appliances achieve very high energy efficiency levels ecolabelled tissue papers only use recycled fibres, or virgin fibres from sustainably managed forests ecolabelled textiles comply with tight controls on the dyes and other chemicals used in production ecolabelled growing media don't contain peat.

    World Health Organization Launches New Radon Effort
    The World Health Organization (WHO) says radon causes up to 15% of lung cancers worldwide. In an effort to reduce the rate of lung cancer around the world, the World Health Organization (WHO) is launching a new international radon project to help countries increase awareness, collect data and encourage action to reduce radon-related risks. The U.S. EPA is one of several countries supporting this initiative and is encouraged by WHO’s attention to this important public health issue. "Radon poses an easily reducible health risk to populations all over the world, but has not up to now received widespread attention," said Dr. Michael Repacholi, coordinator of WHO’s Radiation and Environmental Health Unit. He went on to say that "radon in our homes is the main source of exposure to ionizing radiation, and accounts for 50% of the public’s exposure to naturally-occurring sources of radiation in many countries."       • The European Gypsy Moth has been a serious pest of forest, fruit, and shade trees in the eastern United States for about 100 years. Occasional local infestations have been detected in Washington State since 1974. The Washington State Department of Agriculture (WSDA) has successfully eradicated each infestation.     Developing a diverse workforce
    The European Social Fund (ESF) is supporting thousands of projects to help people improve their skills and find work. ESF projects have helped over 1.7 million people in England since 2000. One of the many successful ESF projects is run by PATH in Yorkshire, which helps black and ethnic minority people to achieve their employment potential. The project aims to develop a diverse workforce that represents the community it serves. With ESF Co-financing from Jobcentre Plus, PATH's 'Equal Access to Employment' project helped 70 unemployed black and ethnic minority people into jobs between June 2003 and July 2005 - more than half its intake. One of the successful trainees is Gift Chimwara who secured a job in media sales at ITV Yorkshire. Gift says,' This scheme is important in training people, giving them experience and getting them into work'. PATH is now running a new project, the 'Pathways to Management Initiative', with ESF Co-financing from Jobcentre Plus. This project focuses on providing work experience and qualifications in management and supervisory roles to unemployed black and ethnic minority graduates.
