Common Policies > Education, Youth and Culture Education, Youth and Culture EU Commissioner Viviane Reding Guest Commissioner Dalia Grybauskaite Education and Culture Directorate General Education It is the Community's responsibility to contribute to the development of quality educational systems, and thus encourages the cooperation of Member States. If necessary, the Community also supports and integrates the States' actions, particularly in order to develop a European educational dimension in which to foster mobility and to promote European cooperation among educational institutes and universities. The European Union, based on the Treaties, does not intend to implement "common policies" in education. It does intend, however, to stimulate cooperation in this area by implementing actions on a European level through, for example, the Socrates Community programme (for education) and the Leonardo da Vinci programme (for professional training). The EU also fosters cooperation by implementing Community legislation promoting political cooperation among Members, through recommendations and communication (evaluation of the quality of school and university programmes or cooperation with third countries), and in employment documents, or pilot projects. In 1976 the Ministries of Education decided for the first time to implement an information network to enable better understanding of the educational policies and institutions in the nine countries making up the European Union at the time. For this reason, a European education information network, the Eurydice programme, was launched in 1980. In 1986 attention shifted from information exchange to student exchange with the launch of the ERASMUS programme. However, it was only in 1992 that the educational sector was formally recognised by the Maastricht Treaty as a legitimate competence of the UE.

The Archbishop of Vienna penned a short epistle against "Neo-Darwinism." Given his close relationship to the pope, many are wondering if this is a message from Pope Benedict XVI.
AP Cardinal Christoph Schoenborn of Vienna: The Catholic Church does not tolerate the theory of evolution. The Viennese wouldn't exactly equate the figure of Cardinal Christoph Schoenborn with that of God's Rottweiler. For the blue-blooded Schoenborn is widely known to be a man of the world. And of all the potential candidates in line for the Papal vacancy, he was one of the youngest, at a sprightly 60 years of age. He's sharp, too.
In fact, he's such an erudite that when the Archbishop preaches in Vienna's St Stephen's Cathedral, his audience includes more than just devout Catholics. Schoenborn is a real thinker. He reads a lot, he dips into the popular sciences, cosmology, and biology. Some say he reads too much.

  • The resurgence of European anti-Semitism after the Holocaust suggests that it is integral to European culture.
  • The European Union's attitude toward anti-Semitism is double-handed. With one hand, by its discriminatory anti-Israeli declarations, the EU plays the role of arsonist, fanning the flames of anti-Semitism. With the other, it also serves as fireman by trying, at the same time, to quench the flames of classic religious and ethnic anti-Semitism. France is paradigmatic of this attitude.
  • New European anti-Semitism often originates from youth, which indicates that rather than an anti-Semitism of the past it is one of the future.
  • A major change in EU policies is required to combat European anti-Semitism more effectively.
Integral to European Culture
The regular resurgence of European anti-Semitism after the Holocaust suggests that it is integral to European culture. This should not be construed falsely to mean that all Europeans are anti-Semites. In a similar manner, classical ballet is an expression of European culture, yet many Europeans find it boring, decadent or disgusting. This does not negate, however, that ballet is integral to European culture and has been practiced as a performing art for a long time. It originated in Europe, developed over many years, and is widely taught as well as frequently discussed by the cultural elites and the major media.

Two new groups of people emerge in Central Europe during the late Neolithic (New Stone Age) period, one certainly immigrant. Each group may be distinguished archaeologically by characteristic artifacts found in their respective burial sites. One was a Bell Beaker or drinking vessel. We now refer to this group as the Beaker folk. There is still some doubt as to the origins of the Beaker folk, some say Iberia, and some say Central Europe itself. Never-the-less it is believed that they emerge as an independent cultural group around 3000 B.C.E.. The second group is characterized by a perforated battle-axe of stone. Similarly, we now refer to this group as the Battle-Axe folk. Evidence points towards origins in the steppe-lands of southern Russia, between the Caucasus and the Carpathian mountains. The Battle-Axe folk may be attributed with the initial spread of the Indo-European group of languages. (see diagram) The Indo-European group of languages encompasses most of those current in present-day Europe. In Central Europe the Beaker folk and Battle-Axe folk fused to become one European people. Shortly thereafter began the Bronze Age in Europe. It is unclear whether the arrival of the two groups influenced the arrival of the Bronze Age or not. Many think that contact with the Mediterranean and beyond may have influenced this.

The Swedish city of Gothenberg's recent battle with anti-capitalists has hardly been the type of event to be trumpeted in its holiday brochures.
The capital, Stockholm, got the better EU deal in 1998 when it was nominated the European capital of culture - generally regarded as a huge compliment, as well as an enviable tourist magnet. But the impact of being an EU city of culture was rather diluted last year when a total of 9 cities were nominated. A lot of money is channelled into these events, to raise public awareness of the cultural gems waiting to be exploited in the hidden corners of Europe. But how much do the locals get out of it? Our new Europewide debate here in Europe Today asks: Have European culture capitals had their day? Katya Adler brought together Hugo Degreef, the General Coordinator of Bruges, one of next year's EU cultural capitals, and first, the Milan and London-based journalist, Dejan Sudjic. 13th Leeds International Film Festival
Plenty of Central European film scheduled for this festival, which takes place from 7 to 23 October 1999. Amongst the features will be a whole host of Czech and Polish films, including a retrospective of the Polish film-maker Jerzy Skolimowski, classics by Milos Forman and the 1947 Czech animated film which has inspired generations of Czech and international animators since. There will also be an interview with the composer Zbigniew Priesner, renowned for his music for the films of Krzysztof Kieslowski, combined with a screening of Three Colours: Red . At a seperate event there will be a screening of Kieslowski's rarely seen early-1980s classic Blind Chance Amongst the contemporary films on show there will be some of the more popular of Czech films of the last year, including
