About the Program
Why pursue international studies? We live in an interdependent world. Daily headlines, national policies, and regional economics are shaped by people all around the globe. World forces affect our academic choices, career opportunities, and shopping listseven the water we drink and the air we breathe. As more businesses and organizations expand globally, we as individuals are going global, too, surfing the Web and e-mailing across the seas to pursue our personal and professional goals. Following this trend, international studies provides a context for studying social and natural sciences, business and commerce, the humanities, fine arts, and foreign languages within a global context. International studies provides an interdisciplinary program designed to give students specialized and general global knowledge, second language skills, and significant international experience. Each student will complete the core courses, select a second language, and study abroad or complete an internship (as approved by the Director of the Center for International Education). Those choosing to major with an emphasis may select either Latin American studies or international human rights. Students may also work with the CIE Director to develop an individual emphasis in another area of study at the university.

International Studies INTERDISCIPLINARY STUDIES Director: Professor Chernotsky International Studies is an interdisciplinary program within the College of Arts and Sciences. It draws upon the faculty and courses of a number of departments and is structured to give students skills and knowledge to understand and analyze societies outside the United States in the context of the rapidly changing and increasingly interdependent world. By integrating courses on area studies and world affairs from a variety of departments, the program allows students interested in studying other cultures and societies to focus attention across traditional disciplinary boundaries. International Studies is of particular value to those with career objectives in government, law, journalism, teaching, business, trade, or military service. The general crisis of imperialism has been worsening despite the seeming triumph of monopoly capitalism due to the revisionist betrayal of socialism, the growth of fascism, racism, sexism and jingoism. The crisis of overproduction, financial collapses, growth of fascism and wars of aggression manifest the crisis. In the face of increased oppression and exploitation, the working class and the oppressed peoples of the world have been steadily waging all forms of resistance for democracy and liberation against imperialism. There, however, the impulse to consolidate is motivated by goals of easier access for victims to the system, the steep rise in number of states parties (from 10 to 35 or 40) and number of complaints, and the need for greater efficiency in a system with a proven track record. No observer doubts, on the other hand, that the true motives for consolidation within the OAS have more to do with diminishing the profile of human rights in the Americas and gutting the power of the Commission to issue reports, either on countries or in individual complaints, which are critical of certain countrys' adherence to international human rights norms, particularly those countries which have not yet accepted the jurisdiction of the Court. Other reforms on the table and not yet acted upon include a proposal to expand the membership of the Commission from 7 to 11, The Commission and the Court continued to take on additional cases in 1996, with a strong inclination on the part of both bodies to the friendly settlement of contentious matters. The Commission saw 140 new filings in 1995, bringing their total pending individual cases to 735 at the beginning of the year.

Many things have been and remain to be said about Friday's advisory opinion on Israel's security fence by the 15-member International Court of Justice, most of it having to do with the court's jurisdiction, fitness, and reasoning. How can Israel expect justice from an international tribunal on which no Israeli jurist is eligible to serve? How can we expect it from one on which Egyptian and Jordanian judges do serve? How does the court sidestep the question of the terrorism that created the fence and then render an opinion on the legality of settlements?
But all this is of little point. The court's verdict would have been outrageous if the court were departing from some prior standard of recognized integrity. In this case, everyone knew from the start what the verdict would be, and so it was. From kangaroo courts, kangaroo justice.
More interesting is the question of the political uses to which the verdict will be put. From the lips of Saeb Erekat and his epigones, we already know: as the latest in a list of irrelevant, biased, or tendentiously interpreted UN resolutions, rattled off the tongue at high speed, to create the impression of legal unimpeachability for the Palestinian cause.
In the United States, the Bush administration has dismissed the verdict and promises to veto any Security Council resolution stemming from it. (It was an American judge, Thomas Buergenthal, who cast the sole dissenting vote in the case.) The Kerry campaign agrees.
