UNESCO convention on cultural diversity
Government delegates from over 180 countries have negotiated the final text of the proposed Convention on Cultural Diversity (CCD), to be submitted to the UNESCO General Assembly in the fall of 2005. The CCD (formally known as the Convention on the Protection and Promotion of the Diversity of Cultural Contents and Artistic Expressions) was initially meant to be an international legal agreement to implement the principle that culture cannot be reduced to a commodity. Concretely, it was meant to allow each country to exclude its cultural policies, including 'audiovisual services' - otherwise known as media - from 'free trade' deals like the WTO.

      CTPL is the executing agency for a number of projects aimed at increasing the participation of Central and Eastern European countries in the international trading system. These projects build upon partnerships with domestic institutions in all those countries. Partnerships have been the key to transferring Canadian knowledge and experience in a way that complements and enhances the existing efforts and experiences of economies in transition. CTPL has helped establish several indigenous and autonomous Centres for Trade Policy and Law in the region, which have become self-financing and active agents in the development of domestic trade policy and law communities. These centres have become catalysts for the development of local trade policy communities comprising government officials, policy experts, legal specialists and academics.
      Russia
      CTPL is currently implementing this CIDA-funded project. The objectives of the project are to strengthen capacity of national experts and academic institutions to train public and private sector professionals, civil society groups and the public at large in the aspects of international trade appropriate to Russia's WTO accession and increased integration into the global economy. More specifically, the overall context of the project is to support the Russian Ministry of Economic Development and Trade (MEDT), and other government agencies in furthering their efforts to see Russia more fully integrated into the international trading system through accession to the WTO and implementation of WTO-consistent policies. The project provides diversified capacity-building initiatives targeting government, private sector and civil society actors to achieve its objectives.

Fair trade products shown at XI Unctad The fair trade movement, also known as the trade justice movement, promotes international labour, environment and social standards for the production of traded goods and services. The movement focuses in particular on exports from the Third and Second Worlds to the First World . Standards may be voluntarily adhered to by importing firms, or enforced by governments through a combination of employment and commercial law . Proposed and practiced fair trade policies vary widely, ranging from the commonly adhered to prohibition of goods made using slave labour to minimum price support schemes such as those for coffee in the 1980s. Non-governmental organizations also play a role in promoting fair trade standards by serving as independent monitors of compliance with fairtrade labelling requirements. Implicit (and often explicit) in these approaches is a criticism of the current organisation of international trade as being "unfair". When developing countries export to rich country markets, they face tariff barriers that are four times higher than those encountered by rich countries. Poverty campaigners claim that those barriers cost poor countries $100bn a year - twice as much as they receive in

Objectives UNECE's trade development programme is focussing on the following key areas of work over the 2003 to 2005 period, namely:
  • Developing and maintaining effective international trade-related instruments, norms, standards and recommendations, in response to the needs of the global economy;
    Reducing barriers to trade in goods and services in all countries, and UNECE member States in particular, through greater implementation of international and UNECE norms, standards, instruments and recommendations, especially in trade facilitation;
    Facilitating trade policy development through the provision of an international platform for the exchange of views, particularly for the benefit of countries with economies in transition. Examples include trade security, European integration and sustainable development.
The trade development subprogramme is one of the two subprogrammes supported by the UNECE
