Oscar Halecki, History of East Central Europe PART I - THE BACKGROUND 1 THE GEOGRAPHICAL AND ETHNOGRAPHICAL BACKGROUND EAST CENTRAL EUROPE The usual approach to European history is strangely limited. Very frequently Western Europe is identified with the whole continent and even in that western part only the big powers, particularly the empires, receive serious attention. It certainly made for progress when, in the study of some periods, a few eastern powers were also included. Thus the revival of interest in Byzantium, the Eastern Roman Empire, contributed to a better understanding of the Middle Ages. The rise and decline of the Ottoman Empire, although it was a power of non-European origin, had to be considered part of modern European history. And as soon as Muscovy developed into another empire, the history of that new Russia proved to be inseparable from that of Europe as a whole. There remained, however, a vast terra incognita of European historiography: the eastern part of Central Europe, between Sweden, Germany, and Italy, on the one hand, and Turkey and Russia on the other. In the course of European history, a great variety of peoples in this region created their own independent states, sometimes quite large and powerful; in connection with Western Europe they developed their individual national cultures and contributed to the general progress of European civilization. It is true that time and again some of these nations were submerged by the neighboring empires, and so was the whole group precisely at the moment when, toward the beginning of the nineteenth century, the writing of history entered its truly scientific phase. This might to a certain extent explain why the nations of East Central Europe were so badly neglected in the contemporary study and teaching of the historical sciences. And since the period of their apparent disappearance coincided with the formation of the American nation, it is even more understandable that they seemed of little interest to American historiography.

General to face war crimes body
Gen Ojdanic said his decision was a "legal obligation, just like it was when I had to defend the country against the (NATO) aggression" BELGRADE, Yugoslavia A former Yugoslav army commander and a war crimes suspect has said he will surrender to the U.N. tribunal "in a peaceful and a dignified manner." General Dragoljub Ojdanic commanded the army under Yugoslav President Slobodan Milosevic during the 1999 NATO air strikes against the country. He is one of the top suspects listed by the Serbian government to be extradited to the tribunal in The Hague, Netherlands. Ojdanic told the Vesti daily newspaper on Sunday that he had decided to surrender following the Yugoslav parliament's decision last week to adopt a law allowing the arrest and extradition of war crimes suspects to The Hague. Historic steps as enlargement to 10, and shortly 12 or 13, new State members or the draft of a European constitution will change the Union that pioneers of European Unity envisaged. The European integration process is usually taught in schools in isolation, which turns this subject into quite a juridical and uninteresting lesson in the History Curriculum. Students should learn EU history as an integral part of general World and European history. Jean Monnet was undoubtedly one of the main founders of the European Union. By tracing Monnet’s life, students are exposed to the main events of European history, from the First World War to the birth and first enlargement of the EU. Task Students should design and publish a newspaper based on Jean Monnet’s life and European history. If possible, this newspaper will be uploaded on a web site. Each article will have a headline and some image to illustrate it.

Croat PM: General could surrender
Racan agreed to hand over the suspects to The Hague ZAGREB, Croatia A Croatian army general believed to have been indicted for war crimes is ready to surrender, PM Ivica Racan says. The general is one of two Croat citizens to be indicted by the United Nations War Crimes Tribunal. Neither has been publicly named. Racan told reporters on Monday that one suspect "if he's indicted" was ready to appear before the court voluntarily, Associated Press reported. One general met with President Stipe Mesic, the army's supreme commander, late on Sunday. Racan did not mention the other suspect.
