Ethiopian Telecommunications Corporation (ETC) announced today that it has deployed an optical network infrastructure that will help transport high quality voice, data and multimedia services to government departments, companies and the general population. The new Cisco ONS 15454-based optical transport infrastructure and IP/MPLS core network will also help support the Ethiopian government’s initiative to build nationwide networks that link government, educational institutions and agricultural research centres. “Our economy is based primarily on agriculture - farming contributes more than half the GDP and our 90%earnings,” explains Ato Tesfaye Biru General Manager of ETC. “However, while this is important, the government recognises that we need alternative long-term growth strategies to create a knowledge-based economy. That is why we are embracing this technology to enhance the education and agriculture sectors, and improve government’s ability to deliver high-quality public services.”

The Ethiopian government and the opposition are negotiating how to implement an agreement to end recent political violence over the provisional results of May's elections. Observers say the next few weeks of vote-counting and the successful resolution of election complaints will be critical to Ethiopia's future. The ruling coalition and two opposition groups signed the agreement last Friday, but have yet to implement the deal. The head of investigations at the Ethiopian Human Rights Council, Birhanu Tsigu, said he hopes Monday's negotiations will smooth out any disagreements. The deal is designed to address irregularities and other complaints arising from the May 15 elections. "Hopefully, it will bring about some peaceful settlement of the matter. [The agreement] is regarding the vote-counting process and the investigation of complaints," he said.

The Ethiopian government says it is lifting a two-month-old ban on post-election demonstrations. Meanwhile, the Ethiopian Human Rights Council says that the death toll from last month's demonstrations is higher than official government figures. Meles Zenawi Ethiopian Prime Minister Meles Zenawi had imposed the ban on protests in the capital, Addis Ababa, and surrounding areas. But, following violent demonstrations in early June over dissatisfaction with provisional election results, the government extended that ban for another month. The government says 26 people were killed in clashes with security forces during those protests. The Human Rights Council says the number is higher.

Ethiopian Government Rejects Call by Human Rights Group The Ethiopian government has rejected a call by human rights groups for an investigation into "police violence" during post-election unrest that left at least 27 people dead. Most shops remained closed and taxi drivers stayed off the streets in a strike called to protest against a government crackdown on the political opposition after the disputed elections. UK-based Amnesty International said it feared students detained during this week's unrest could be tortured. Police released a leading opposition figure but continue to hold 14 others. Amnesty accused police of using live ammunition and beating mainly peaceful protesters. It did though acknowledge that some demonstrators threw stones. "We call on the Ethiopian government to halt the police violence and set up an independent and impartial commission of inquiry," Kolawole Olaniyan, the group's Africa director, told Reuters. The rights group estimated that at least 100 people had been injured in the clashes and up to 1,500 students and other protesters were at risk of torture after being arrested in Addis Ababa and other towns where rallies took place. The European Union has also condemned Ethiopia's tough line on the opposition, and concern at the situation has been expressed by the United States and the United Nations.

Chairman Smith Calls on Ethiopian Government To Cease and Desist Violent Response to Protests (Washington, DC) — Congressman Chris Smith (R-NJ), Chairman of the House Subcommittee on Africa, Global Human Rights and International Operations, has called on Ethiopian Prime Minister Meles Zenawi to call off security forces, who by Wednesday evening had killed scores of peaceful protesters, wounded at least 100 others and jailed more than 400 Ethiopians protesting the results of the recent elections in that East African nation “I urge the Prime Minister to rein in his security forces and allow the people of Ethiopia to exercise the rights fundamental to democracy,” Chairman Smith said. “The right to protest is a universal concept protected worldwide and has to be respected in Ethiopia as well.” There has been growing unrest amongst Ethiopia ’s 72 million citizens since the end of the May 15 th legislative elections. Partial results show that the opposition parties won nearly 200 seats and may have won far more, depending on the results of challenges lodged in 299 constituencies. The ruling coalition claims to have won 328 of the seats in the 547-seat lower house of Parliament, while the opposition parties officially have won 194 seats – up from the 12 seats they won in 2000 elections.

Ethiopia: Targeting Human Rights Defenders (New York, May 19, 2001) The Ethiopian Human Rights Council (EHRCO) On Tuesday May 8, 2001, the police arrested Prof. Mesfin Woldemariam, the founder and first chairman of Ethiopia's Human Rights Council (EHRCO), and Dr. Berhanu Nega, an academic and human rights activist associated with EHRCO, on claims that they instigated student protests that took place in Addis Ababa University in mid April.
The government's detention of Prof. Mesfin and Dr. Berhanu appears aimed at crippling the Ethiopian Human Rights Council (EHRCO), the only openly operating human rights monitoring group in the country. Prof. Mesfin and Dr. Berhanu had conducted a public session of human rights education on behalf of EHRCO at the campus of Addis Ababa University on April 8. An EHRCO official told Human Rights Watch that the students' council had requested the organization of this session for the benefit of its members in early February 2001, but EHRCO was only able to organize it in April due to the Council's involvement in monitoring local elections in the preceding weeks. EHRCO's public session took place at the campus as students were peacefully pressing the University administration and the government for greater academic freedoms.
