Ever since Emperor Menelik II used European weapons and tactics to conquer the Oromo in eastern and southern Ethiopia, a nearly continuous struggle has taken place. The Oromo Liberation Front is currently conducting a long guerrilla war against the Ethiopian government, and seems to be accepting aid from Eritrea and the Aideed faction in Somalia's ongoing civil wars. Update: 11/21/02 On Wednesday, November 13, Dr. Million Tumato and a four others were freed, after being detained since July. Though he had been held for 4 months, he was never charged, according to Amnesty International. According to sources in Ethiopia, Dr. Million is in good health. Thank you to all of you who followed this case and wrote letters on his behalf. Update: 11/1/02
In October, Dr. Million Tumato was taken to the court along with several others. It was reported that 2 persons were released on bail however, Dr. Tumato has not been released to date. Action Alert
Physicians for Human Rights is calling for the immediate release of Dr. Million Tumato, a doctor in the HIV/AIDS education office in the Province of Sidama, Ethiopia. Dr. Million* remains in prison after being arrested for his participation in a peaceful protest May 24, 2002. In demanding Dr. Million's immediate release, PHR also calls for the release of hundreds of other protestors arrested in relation to this demonstration.

Ethiopian News Agency(ENA) YARA AWARD AND THE BRIGHT FUTURE OF FOOD SECURITY IN ETHIOPIA By Ethiopian Professionals Network (EPN) The current government of Ethiopia has exerted too much effort in order to expand agricultural productivity and make the country self-sufficient in food since the downfall of the former military regime: the Dergue. Further more, the government has been unequivocal with its policy on poverty alleviation, at enhancing income earning capacity and at improving the quality of life of the poor. Poverty reduction and agricultural productivity enhancement has been the number one priority of this government. Since 1995, the Ethiopian government has embarked on a large scale input delivery programs that were targeted to increase agricultural products. Ever since the fall of the Dergue, the main focus of the government has been helping small farmers, increasing rural household income and reducing poverty in the country. The government started economic recovery programs in order to enhance agricultural-led and labor intensive growth. For the 86% of the population, agricultural based labor is the main productive factor in Ethiopia. Therefore, there is no wonder that the government has made rural development and agriculture as its main priority for development. Further, the government has formulated policies and strategies to guide over all development with focus on rural and agricultural development.

In the run-up to 2005 elections, the ruling Ethiopian People's Revolutionary Democratic Front came under increasing criticism from local journalists and international media organizations for its antagonism toward the country's private press. Authorities continued to imprison journalists for their reporting and to intimidate others into silence on sensitive issues, such as government infighting and Ethiopia's tense relations with its neighbors. Throughout 2004, local journalists and international press freedom groups petitioned the Ethiopian government to revise a repressive press bill, with little success.
Ethiopia's private print media are mostly concentrated in the capital, Addis Ababa, where a number of local- and English-language publications present a variety of viewpoints. Under Press Proclamation No. 34 of 1992, criminal charges can be brought against journalists for such offenses as defamation, incitement to violence, and the publication of false news. Court cases can drag on for years, and journalists are regularly jailed for not being able to pay bail or for missing court hearings. Many journalists have multiple charges pending against them.

Ethiopia: Local People Burned Out of Homes to Make Way for National Park
Refugees International has been critical of the National and Regional governments of Ethiopia and the Africa Parks Foundation for displacing farmers and pastoralists from Nechasar National Park without adequate consulatation, integration of residents into the plans for development of the park, and economic and humanitarian assistance to those impacted. The Africa Parks Foundation has requested that we publish its response on our webpage. You can access it here.
We are pleased that Africa Parks Foundation indicates its willingness to work with people now living in national parks and that it will provide assistance to people in need living in and around Nechasar National Park.

On November 25, 2004, 463 houses of the Guji-Oromo people in Nechasar National Park in southern Ethiopia were burned down by police and park authorities on November 25, 2004. Reportedly present also were representatives of the provincial government of the Southern Nations, Nationalities, and Peoples’ Region (SNNPR).
The burning of the Guji-Oromo houses is the latest move in the effort to remove the Guji and Kore people from within the boundaries of the National Park so that it can be developed and managed by the Netherlands-based African Parks Foundation as a wildlife viewing park for well-heeled tourists. It is a condition of the African Parks Foundation contract that no people be present in the Park. Ethiopia limits rights in Oromia ahead of election afrol News , 9 May As the 15 May parliamentary elections approach, Ethiopian authorities are accused of establishing "new institutions that suppress speech and political activity in the country's most populous region," Oromia. At the same time, officials have continued to detain and harass perceived political opponents all over the country, human rights activists claim. The New York-based group Human Rights Watch in a 44-page report released today is documenting how regional authorities and security forces have used exaggerated concerns about armed insurgency and "terrorism" to justify the torture, imprisonment and sustained harassment of their critics and even ordinary citizens in the central region of Oromia. The ethnic-based party that controls the region, the Oromo Peoples' Democratic Organisation (OPDO), holds the largest share of parliamentary seats within the four-party coalition that has ruled Ethiopia since 1991.
The human Rights Watch said that election observers reporting on the 15 May parliamentary vote "must acknowledge the extent to which these pervasive abuses have been used to prevent the emergence of dissenting voices and to punish those who speak out critically against government policies."

Christian Aid Executive summary Aid to Ethiopia - an overview
The report highlights four general trends in aid to Ethiopia:
  • a significant increase in aid flows from the early 1990s and a slight decline in recent years a shift in emphasis from relief to development a shifting balance in the proportion of aid allocated to non-governmental organisations (NGOs) and to the government, with most aid now allocated to the government great progress in donor co-ordination with the introduction of sector development programmes.
The report also stresses the importance of Ethiopia's debt burden, which severely constrains the country's spending on health and education. The authors argue that donors concerned with poverty eradication need seriously to consider speedier and more extensive debt relief than is presently proposed under the Heavily Indebted Poor Countries (HIPC) initiative. Ethiopia's debt servicing in 1995 equalled roughly half of that year's government spending on health and education. Had the country been free to allocate this amount, it could have boosted its health and education budgets by 50 per cent. Extensive debt relief or debt cancellation should be considered the most effective way to free up internal resources for poverty eradication.

In the summer of 2004 professor Awash Teklehaimanot, a health expert with the Earth Institute at Columbia University and member of the Center for Global Health and Economic Development, launched the Center for National Health Development in Ethiopia, a project of the Earth Institute in support of accelerated expansion of primary health care facilities in Ethiopia. The government of Ethiopia has committed to train up to 25,000 health workers over five years to provide basic promotive and preventive health services throughout Ethiopia. After a one year training, the graduates will be placed in 15,000 villages (average population 5,000 each). In addition to the training and placement of these health workers, the government plans to build and upgrade nearly 3000 new primary health care centers and construct thousands of basic care facilities called health posts. The estimated total investment required to implement this plan, which will provide health services to 85 percent of the population, is $1.6 billion. "The government of Ethiopia's health care plan is very ambitious, as the government realizes that improved health is essential for growing other areas of the economy," says Teklehaimanot.
