    THE FINAL CONGRESS of Ethiopia's Provisional Military Administrative Council marked a watershed in modern Ethiopian history. The congress, held in the capital city of Addis Ababa, was the prelude to the inauguration, in 1987, of the People's Democratic Republic of Ethiopia, which would be guided by a vanguard Marxist-Leninist party and regime. At least nominally, thirteen years of rule by the military regime were at an end. When the Provisional Military Administrative Council had assumed power in 1974, there were no clear signs that it was committed to a Marxist-Leninist model of social transformation; neither was there any indication that it was sincere about its pledge to return Ethiopia to civilian rule. In fact, within months of seizing power, the new regime began systematically to buttress the already preeminent role of the military as the vanguard of the revolution. Until its collapse in 1974, the Ethiopian imperial state had attempted to construct an absolutist but modernizing autocracy, a regime committed to preserving tradition while carefully guiding society into the twentieth century. Emperor Haile Selassie I, who ruled the country from 1930 to 1974, portrayed himself as a strong but compassionate leader, a model for all African statesmen. However, at a very fundamental level, the imperial state constructed by Haile Selassie was tenuously held together by a top-heavy, secularized bureaucracy and an imperial myth. Once the myth that the emperor was unassailable had been broken, the new regime began the process of reconstituting state institutions. This process was slow but methodical, and by 1989 the fruits of this institutional transformation were definitely in evidence.

    ETHIOPIA: Government accused of intellectual repression
    NAIROBI, 24 Jan 2003 (IRIN) - The Ethiopian government is muzzling educators and students with a policy of harsh repression, Human Rights Watch (HRW) said in a report released on Friday. This policy included extrajudicial killings, arbitrary arrests, and widespread denials of freedom of opinion and association, it said. "Ethiopia's security forces have targeted students and teachers, because they are among the most politically active elements of Ethiopian society," Saman Zia-Zarifi, the academic freedom director for HRW, is quoted as saying. "Ethiopia is on the brink of another famine, and it needs educated people to lead the country out of this disaster." The report, entitled "Lessons in Repression: Violations of Academic Freedom in Ethiopia", documents what it calls "an ongoing pattern of impunity among federal and state security forces", accusing them of using excessive lethal force to disperse protests by unarmed high school students and the other civilians. It cites the killing, last year, of five high school students who were protesting against economic conditions in Oromiya State, and the arbitrary arrests of hundreds of students, teachers and other intellectuals. The report also cites the killing of more than 40 Addis Ababa University (AAU) students in April 2001. The students had boycotted classes, demanding academic freedom, including the right of the students' union to meet and publish a newspaper.

    HUMAN RIGHTS ABUSES IN "DEMOCRATIC" ETHIOPIA: GOVERNMENT-SPONSORED ETHNIC HATRED by Theodore M. Vestal In December 1997, Ethiopia's Prime Minister Meles Zenawi proclaimed to a Congress of the Tigrean Peoples Liberation Front (TPLF) that "human rights were now respected in Ethiopia and that peace was firmly established throughout the nation."1 The protection of human rights would be a welcomed attainment for Ethiopia, a nation ruled by oppressive regimes throughout the twentieth century. Human rights, that is, governmental respect for freedom of expression and association, for due process of law, for equality before the law, and for the rights of citizens not to be subjected to cruel and degrading punishment,2 are supposed to be guaranteed by the new constitution of the Federal Democratic Republic of Ethiopia (FDRE) and were promised by statements of the leaders of the government's ruling party, the Ethiopian Peoples Revolutionary Democratic Front (EPRDF).3 But in practice these guarantees and promises of protection of civil rights and civil liberties have not been fulfilled. Critics of the FDRE frequently and ably have enumerated the evils by which Ethiopia has been beset since the EPRDF came to power in 1991,4 and the list of human rights abuses continues to grow by the day. In my opinion, there are two main causes for Ethiopia's dismal record in the protection of human rights. One can be traced to the political theory of the ruling party, and the other, mistrust and hatred among ethnic groups, grows out of the EPRDF's theory of governance.
