"The Christian in me says it's wrong, but the corrections officer in me says I love to make a grown man piss himself." Charles A. Graner, Jr. on the torture of prisoners at Abu Ghraib
President Bush's nomination of his White House counsel Alberto R. Gonzales to succeed John Ashcroft as attorney general will almost certainly at least briefly once again raise the shadow of torture and whether or not the United States not only practices it but also condones it at the highest level of the government. It's an ethical shadow dramatically underscored by the comment of Spec. Charles Graner, alleged to be one of the key ringleaders in the abuse at the Abu Ghraib prison. The public revelations of the abuse and subsequent investigations and leaks of administration documents, including memos by Gonzales, touched off the first but short-lived debate on the ethics of torture. But whether the Senate confirmation hearings on Gonzales will generate anything more than a superficial probing by the Senate and circumspect dancing around the complex and difficult ethical questions (to some) by the nation's public intellectuals those pundits and ethicists whose task it is to inform debate and discussion on such issues in civil society remains an open question.

Defining the Ethics of Exit in Iraq
April 15, 2005 Episode no. 833
Current Stories Military Chaplains' Hurricane Relief Efforts United Nations Millennium Development Conservative Christian Law Schools Headlines: This Week in Religion News Defining the Ethics of Exit in Iraq
by Benedicta Cipolla

For centuries, theologians, heads of state, and military strategists have sought to define rules governing entrance into war and just conduct during actual hostilities. But as violence and instability in Iraq extend to a third year and tensions persist among political groups despite elections and an emerging representative government, a debate about the need for clear ethical criteria in the postwar period is gaining new urgency among ethicists and religious thinkers.
The specter of the war itself and the shifting reasons for entering into it still hover over American postwar responsibilities, and questions about eventual withdrawal loom. "We have a moral obligation to assist the Iraqi people in their efforts to build a better future," said the Reverend Kenneth Himes, chair of the theology department at Boston College, at a recent Fordham University conference, "The Ethics of Exit: The Morality of Withdrawal from Iraq." "It is a presumptive obligation," he said, "and the force of presumption is directly related to why we fought the war." Because the United States claimed the humanitarian aim of removing Saddam Hussein for the good of the Iraqi people after the threat of weapons of mass destruction proved faulty, "the postwar situation must be factored into an ethical assessment of the war," said Himes.

ERIC/SMEAC Environmental Education Digest No. 1. One of the major goals of environmental education programs is developing students with positive environmental ethics and motivated to take desirable environmental actions. Research studies suggest that attitudes and behaviors of individuals are frequently modeled after the attitudes and behavior of others. Since most youth spend six to seven hours a day in school buildings, a coordinated school environmental program that focuses on preventing and solving environmental problems at the school site can provide an excellent model of attitudes and behaviors for young people to emulate. Elements that should be included in the program include (1) a set of policies, (2) procedures for identification of problems, (3) action plans to prevent and alleviate problems, (4) plans for monitoring actions, and (5) evaluation policies, identification activities, action activities, and monitoring activities. Developing and operating a school environmental plan can be an important part of a school environmental education curriculum. This digest identifies several environmental concerns that should be included in a school environmental program. Ways to begin a school environmental program are suggested.

May 18, 2004
Mr. Chairman, I am pleased to be here today so that I may provide answers, to the best of my ability, to any questions that you may have and share with you any relevant insights. My name is Dr. Emanuel F. Petricoin III, and I am a Senior Investigator, in the Office of Cell, Tissue and Gene Therapies in the Center for Biologics Evaluation and Research, within the US Food and Drug Administration. I have been a US Government employee since 1993, and have been honored to spend the entirety of my post-graduate career in the Public Health Service. BACKGROUND REGARDING MY CAREER Ever since I can remember, I have wanted to be a scientist. My family always jokes with me about how they can never recall me wanting to do anything else. From the time I won my first science fair ribbon in the 4th grade until today, I have never envisioned myself doing anything else. Mr. Chairman, I am a Washington DC local. I remember as a child, driving by the NIH and the Naval Hospital and staring in disbelief at the size of the buildings where everyone inside were all scientists!! I stand before you today as an individual who I believe, has been trying to make a difference in the public health, especially in light of my father's death from a sudden heart attack when I was 21 and my mother's battle with breast cancer. My time spent in high school and college working first as a patient transporter, then in a microbiology and clinical laboratory, solidified my decision to work in an area of science that could directly affect people's lives.

Introduction:
Public Service is a public trust. All U.S. Government employees have a responsibility to the United States Government and its citizens to place loyalty to the Constitution, laws and ethical principles above private gain. As Special Government Employees (SGEs), EPA Science Advisory Board (SAB) members and advisory committee panelists are required to abide by the letter and spirit of the ethical regulations to which all U.S. Government employees must adhere. By law, you are required to take annual ethics training in order to serve on the EPA Science Advisory Board. By completing this computer-based ethics training, you will fulfill your annual requirements for ethics training. In a greater sense, this course will also give you valuable knowledge and insights into the ethical dimensions of serving as an SGE.
