    Ensuring Open and Honest Government
    Model Ethics Ordinance The Illinois General Assembly recently enacted a comprehensive revision of State ethics laws intended to ensure that public officers and employees adhere to the highest ethical standards. Under the provisions of the State Officials and Employees Ethics Act (enacted by Public Acts 93-615 and 93-617), all units of local government and school districts are required to adopt regulations governing political activities, and the solicitation and acceptance of gifts of public officers and employees that are "no less restrictive" than those contained in that Act Attorney General Lisa Madigan has prepared the Model Ethics Ordinance and the Guide to the Implementation of the Model Ethics Ordinance in order to assist local governmental bodies comply with the requirements of the Act. The Model Ethics Ordinance covers the provisions of the Act required to be adopted by units of local government and school districts, and also provides an efficient mechanism for addressing and resolving ethics complaints. The Model Ethics Ordinance aims to provide guidance to local governments in implementing effective ethics regulations that will be consistent with their structure and needs.

    Dr. Lance A. Liotta of the NCI, I contacted Dr. Liotta to discuss potential collaborative opportunities to use proteomic analysis of laser capture microdissected human cancers. This discussion resulted in the first joint Interagency Agreement (IAG) between the FDA and the NCI. The focus of this IAG was to work jointly together to develop and test new proteomic technology for clinical and translational applications. I had finally realized my dream job. Working at the FDA and learning about the process of delivering safe and effective medicine to the public let me explore and expand my scientific talents which linked back to my times as a college freshman working in a hospital lab.

SPRINGFIELD, Illinois (AP) Illinois, a state that both laments and seems to revel in its colorful history of government graft, is trying to clean up its image with a major overhaul of weak ethics laws. Powerful inspectors will investigate allegations of corruption. Lawmakers won't be able to accept free golf and tennis outings from lobbyists. The governor's influential but unpaid advisers will have to disclose their financial interests. The overhaul, largely a response to a scandal that helped drive the last governor into retirement, will lift Illinois off the ethical bottom, experts said Friday. "It's a major step for Illinois, but a lot of states are already there," said Robert Stern, president of the Center for Governmental Studies. "It's overdue."

    March 23, 2004 This Code of Business Conduct and Ethics covers a wide range of business practices and procedures. It does not cover every issue that may arise, but it sets out basic principles to guide all directors and employees of Navigant International, Inc. and its subsidiaries (together "Navigant"). All of our directors and employees must conduct themselves accordingly and strive to avoid even the appearance of improper behavior.     Why do Americans trust the U.S. Postal Service with their personal information more than the CIA, the Department of Homeland Security and the Department of Justice? The reason may not be that surprising. According to the results of our first annual Privacy Trust Survey (PTS) of the United States Government, it seems to be due to the personal relationship we have with the friendly mail carrier who brings us our birthday cards and holds our mail when we go on vacation.

    Traditional obligations are not enough Eric M. Meslin, PhD VOL 112 / NO 2 / AUGUST 2002 / POSTGRADUATE MEDICINE The cover story of the April 14, 2002, issue of Time magazine, which contains several accounts of medical research involving human subjects, leaves the impression that the United States' federal system to protect study volunteers is in disarray (1). The storywhose cover art depicts a caged woman in a hospital gowndescribes cases of incompetence and mismanagement at some of the most prominent universities in the United States. Whether one is a researcher, study participant, Institutional Review Board (IRB) member, or member of the public, these accounts areand should bedisturbing. They document failures in a public system designed for and built on an interconnected web of trust: study volunteers trust researchers; sponsors trust institutions; institutions trust IRBs. There is nothing in the Time story that has not been documented before (2-4). Between January 1990 and June 2000, 40 investigations by the federal government resulted in restrictions against research institutions (4). Although such incidents are the exception rather than the rule, concerns persist about whether those responsible for ensuring that research is conducted ethically can meet expectations.
    Traditional responsibilities
    Researchers and their colleagues (eg, research assistants, laboratory technicians) have long recognized a set of "traditional" ethical responsibilities inherent in research involving humans. These include using ethically defensible and scientifically sound research designs; recruiting subjects appropriately; obtaining voluntary informed consent; minimizing the risks of harm and monitoring studies to ensure harm is minimized; and sharing research data through peer-reviewed literature. These responsibilities stem from federal regulations for the protection of human subjects (codified at 45 CFR section number 46.111 and at 21 CFR section number 50.111). Why, then, does it appear difficult for some to cultivate the proper disposition toward research ethics? Surely this is not such a daunting task, since it results in ethical study design, conduct, and reporting of results. In a 2001 report, the former National Bioethics Advisory Commission (NBAC) concluded the following (5):

Online Journalism The investigative journalism and the "watchdog" role developed by the American press in the 1960s and early 1970s gave way to increased attention to "journalism ethics." During the Vietnam War, the press played a major role in accelerating the U.S. exit from an unpopular war. During the Watergate investigation, two persistent reporters from the Washington Post , Bob Woodward and Carl Bernstein, succeeded in uncovering facts that led to the resignation of President Nixon. There was, however, also a feeling that the press sometimes went too far, crossing the fine line between the public's right to know and both the right of individuals to privacy and the obligation of the government to protect national security. In many cases, the courts have decided when and if the press has overstepped its rights. In 1971, the government tried to stop the New York Times from publishing a secret study of the Vietnam War known as the Pentagon Papers, claiming that publication would damage national security. But the U.S. Supreme Court ruled that since the government could not demonstrate the extent of the damage to national security, the newspapers should be free to publish the information.
