Introduction The Office of Government Ethics has established Standards of Conduct that apply to all US government employees. Within the Department of Defense, these Standards of Conduct are implemented by the Joint Ethics Regulation, DOD 5500.7-R. Enlisted members of the uniformed services are subject to regulations issued by each service. You should be familiar with your responsibilities under these regulations and Federal conflict of interest laws. All of the rules are derived from the following fourteen principles of ethical conduct in Executive Order 12731.
  • Public service is a public trust, requiring employees to place loyalty to the Constitution, the laws, and ethical principles above private gain.
    Employees shall not hold financial interests that conflict with the conscientious performance of duty.
    Employees shall not engage in financial transactions using nonpublic Government information or allow the improper use of such information to further any private interest.

March 25, 2001 FROM THE EDITORS T he United States constitutional guarantees of free press and free expression have ensured a press largely without governmental regulation. This does not mean media without standards. In this journal, noted U.S. experts explore the central role of media ethics as the core values which shape the functioning of U.S. journalism. In the American system, our free media is an essential source of the information that is at the heart of a free society. This critical role endows the media with its own power, which, when used irresponsibly, can threaten a free society. How, then, do we manage this challenge? In many nations, the government takes on the role of primary regulator of the media. In the United States, our solution has been to rely on market forces, competition, responsibility, and a highly evolved set of self-controls that we call journalism ethics.

Charter The Connecticut State Ethics Commission was created to administer and enforce the State's Codes of Ethics, Chapter 10, Parts I and II, General Statutes. The Codes became effective January 1, 1978. The Ethics Commission (a nine member citizen panel) is one of the principal agencies established to build and maintain the confidence of Connecticut citizens in the integrity of their state government. It administers and enforces a Code of Ethics for Public Officials and State Employees (also covering officials and employees of the State's quasi-public agencies) including conflict of interests provisions, post-state employment restrictions and financial disclosure requirements. It also administers and enforces a Code of Ethics for Lobbyists, including a ban on gifts from lobbyists to public officials, state employees and members of their staff and families. Pursuant to Public Act 05-183 , the State Ethics Commission is replaced by the Office of State Ethics and the Citizens' Ethics Advisory Board. Pursuant to that same Act, "not later than July 1, 2005, the Commissioner of Administrative Services shall transfer all staff members of the State Ethics Commission in their current position, with existing funds allocated for such positions, to other agencies of the state." Under the Public Act, an interim executive director will be appointed "jointly by the Governor, the speaker of the House of Representatives and the president pro tempore of the Senate."

All of us who serve must do so in the highest ethical manner to be eligible for the public’s trust. We owe the American people our best efforts to perform our day-to-day duties responsibly and ethically.
The public has the right to expect each of us to act on its behalf at all times. Public service is a public trust and we pledge our loyalty to the U.S. Constitution, laws and ethical principles above personal gain. That is why I urge you to pay extra attention to all the standards of ethical conduct that apply to naval personnel.
On his inauguration day, January 20, 2001, the President set the tone by issuing a memorandum to the heads of executive departments and agencies to ensure that all of our personnel know and faithfully observe the ethics laws and regulations. We embrace this direction wholeheartedly and, indeed, have gone one step further. As Secretary Gordon England has noted, one of his most important “Principles of Leadership” is to make ethical standards the most important guide to your decision-making. I hope you will take Secretary England’s leadership principle to heart and use it as you fulfill your duties.
