stuaries are an important component of the complex and dynamic coastal watershed. The economy of many coastal areas relies on the natural beauty and bounty of estuaries. When those natural resources are imperiled, so are the livelihoods of the many people who live and work along the coast. As our population grows, the demands imposed on our natural resources increase and protecting these resources for all their natural, economic, and aesthetic values becomes even more important.
What Is an Estuary and What Does It Do?
An estuary is a partially enclosed body of water formed where freshwater from rivers, streams, and groundwater flows to the ocean, mixing with the salty seawater. Although influenced by the winds and tides, estuaries are protected from the full force of ocean waves, winds, and storms by the reefs, barrier islands, or fingers of land, mud, or sand that define an estuary's seaward boundary. Estuaries come in all shapes and sizes and go by many different names. They are often known as bays, lagoons, harbors, inlets, or sounds. Whatever the name or type, estuaries provide valuable functions.

This mechanistic understanding may eventually improve our predictive capabilities with respect to climate change impacts, ultimately allowing managers to incorporate climate change effects into their decision-making processes.

Estuaries and the lands surrounding them are places of transition from land to sea, and from fresh to salt water. Although influenced by the tides, estuaries are protected from the full force of ocean waves, winds, and storms by the reefs, barrier islands, or fingers of land, mud, or sand that define an estuary's seaward boundary. Some familiar examples of major estuaries include San Francisco Bay, Puget Sound, Chesapeake Bay, Boston Harbor, and Tampa Bay. Salt Marshes are one typical habitat type occurring commonly in estuaries. Salt marshes are particularly important because they are among the most productive habitats on earth and are home to a wealth of plant and wildlife species. Salt marshes are technically wetlands, but are included here because they are a dominant component of many estuaries.

What does the Tillamook Estuaries Partnership Do?
As a National Estuary Project , the Tillamook Estuaries Partnership (TEP) is responsible for leading, supporting, and tracking implementation of the Tillamook Bay Comprehensive Conservation and Management Plan, or "The CCMP" . Developed after five years of scientific research and public planning, the CCMP contains 63 actions that recommend specific approaches to improving ecosystem function throughout the Tillamook Bay watershed, while promoting regional economic development. TEP’s primary goals are to:
  • Enhance water quality to meet state and federal standards;
    Restore native salmonid populations;
    Reduce the frequency and impacts of catastrophic flooding; and
    Encourage stewardship among our residents and visitors.
To reach these goals, TEP and its many partners: 1) implement targeted resource enhancement projects, 2) further characterize our estuaries and watersheds, and 3) educate citizens and visitors about natural resources and the importance of stewardship. TEP takes on these activities through three Programs.

W elcome to the Tillamook Estuaries Partnership’s web site. The Tillamook Estuaries Partnership (TEP) is a non-profit organization dedicated to enhancing the estuaries of Tillamook County, Oregon and the many watersheds that sustain them. Organized as a 501(c)(3) non-profit, our Board convenes a wide array of stakeholders to implement the conservation plans established under the Tillamook Bay Comprehensive Conservation and Management Plan, or CCMP. Estuary  (n)  - a coastal area where salt water from the ocean mixes with fresh water from rivers, rainfall, and upland runoff. Salt and fresh water proportions within an estuary differ daily depending on the season, weather, and tides. Vital coastal ecosystems exist in these dynamic conditions. TEP is directed by a 20 member Board, comprised of industry, government, non-profits, special districts, and individuals representing the community at large. A six person staff develops and manages projects that restore and monitor our watersheds, while promoting stewardship among the county’s 24,000 residents and millions of annual visitors. In addition to managing projects, the TEP also supports the conservation activities of local partners through financial and technical assistance, as well as administrative and programmatic support.
