The OSCE Representative to the Estonian Expert Commission on Military Pensioners Basic Decisions According to Art. 2, Paragraph 2 of the Estonian/Russian Bilateral Agreement on Matters Related to Social Guarantees for Military Pensioners of the Russian Federation on the Territory of the Republic of Estonia, signed on 26 July 1994, a representative of the CSCE shall be invited to participate in the work of the Government commission which will make recommendations on the issuance of residence permits. At the 28th CSO Meeting on 16 September 1994, at the request of the Government of Estonia, the Chairman-in-Office was asked to appoint a Representative of the OSCE. Tasks The main task of the OSCE Representative is to participate in the work of the Estonian Government commission. The Representative was also tasked with keeping the Chairman-in-Office informed of the work of the commission. Deployment The OSCE Representative was appointed on 4 November 1994 by the Chairman-in-Office and took up his position on 16 November 1994.

The Estonian Mathematical Society can trace its origins back to 1926. Although Estonia had been dominated by Russia for a long period, it had gained its independence in 1917 only to come under German control. At the end of World War I Russia again tried to take control but was defeated by an Estonian army supported by a Finnish volunteer army. In 1920 Estonia was again able to assert its independence. The Academic Mathematical Society At the meetings of the Society, mathematicians, physicists and astronomers presented their new scientific achievements and scientific results. The Society flourished until political events caused it to be closed down. These events began with the German-Soviet Nonaggression Pact of August 1939. On 17 June 1940 Soviet troops occupied the whole of Estonia and on 21 July the Estonian government, having little choice, adopted a resolution to join the USSR. Estonia become one of the republics of the USSR in August. Scientific societies were banned in Estonia, and the Academic Mathematical Society held its final meeting in November 1940. During the first year of Soviet occupation of Estonia more than 60,000 people were murdered or deported. Over 10,000 people were deported on the night of 13 June 1941 alone. The Estonian government, now chosen for its loyalty to the Soviet Union, felt more secure following this mass deportation and ordered the University of Tartu to reorganise the societies which had been closed down, in such a way that they were run in a Soviet style. The rector of the University agreed to reorganise all the societies except the Academic Mathematical Society which he proposed to close.

Doing It Half Right Mel Huang The Estonian government has managed to defuse the controversy surrounding the reburial of Estonian freedom fighter Captain Alfons Rebane on 26 June. In the process, however, the government essentially compromised itself and the ideals its parties and leaders have stood for over the years. Who is Alfons Rebane? To understand the Rebane story it is necessary to understand 20th-century Estonian history. Rebane personified the complexities of the region's history in his illustrious career. Already an active military officer in the 1930s, Rebane took to the forests during the Soviet occupation of 1940-41 and led a partisan unit fighting to evict the Soviet invaders. But the Germans succeeded in pushing the Red Army out of Estonia, and over the next few years, the Baltic region became a staging ground and later a battle ground for clashes between the Red Army and Wehrmacht . At that point, Rebane was serving in the Estonian Legion of the German army: under the Waffen-SS , he fought against the Soviets.

since 22 January 2000 Mel Huang Politics and foreign affairs US Deputy Secretary of State Strobe Talbott made a three-day visit to Estonia , primarily to deliver the Robert C Frasure memorial lecture. Ambassador Frasure, killed in an accident while negotiating the Bosnia peace agreement, was the first US ambassador to Estonia following the restoration of independence. Talbott called Russian policies towards the Baltics a "litmus test" and stressed that the test will be passed only upon the entry of the Baltics into NATO and the EU. Talbott also received the highest honour in Estonia, the Cross of Terra Mariana First Order, from President Lennart Meri. The Estonian government decided to ease the renewal process for residence permits, as some 200,000 permits are up for renewal this year alone. Now applicants will only need to fill out an application and provide copies of relevant parts of their passports, without having to show documentation of their legal residency and income again. Outgoing US military attach© Peter Hendrikson reminded Estonian Defence Ministry officials that there is still about USD three million worth of military aid for Estonia, and he added that there may be no future funding if this amount is not used soon. Hendrikson offered Estonia four Robinson R44 helicopters, as well as the training of crew and maintenance personnel. Though Estonia has not indicated whether or not it will take the choppers, it has accepted two Land Rover Defenders as part of the aid package.

Risk Assessment
There is definitely potential for rebellion by Russians in Estonia, that risk, however, is not severe. The group has exhibited substantial and persistent levels of protest in past (PROT85X-90X = 4,PROT98X = 3). For the most part, these were over the discriminatory citizenship and language requirement laws adopted by the Estonian government in the early 1990s, which continue to pose severe political, economic and social hardships for ethnic Russians living in the country.
Group concentration presents another potential risk factor in Russian-Estonian ethnic relations. Russian Estonians are found principally in two areas of Estonia, the capital city of Tallinn and the border cities of Narva and Sillamae (REGIONAL = 1, GROUPCON = 2). It is important to note, however, that Tallinn is not geographically close to the other two cities.
Group repression is another factor that increases the risk of rebellion by the group. Russian minority suffers significant political, economic and social discrimination. However, there are strong indications that chances of future state repression of the group are declining (although the potential for discrimination has certainly not disappeared altogether).
