Educational reform has played an important role in Estonia's continuing progress. Educational exchanges between the independent republic of Estonia and the United States began in 1992. Since then dozens of Estonians and Americans have participated in the Fulbright program. American lecturers have assisted in the reform of humanities and social science curricula, sometimes in cooperation with European partners. American lecturers and researchers are collaborating with Estonian scholars in a broad range of fields from thermodynamics to vocal music.

and public life in Estonia,
from banking services to local elections.

There are 100 Internet public access points around Estonia, most of them in local libraries, accessible during regular library hours. The Estonian government recently approved official traffic signs for these Internet access points, the first such signs in the world.

In August of last year the Estonian government held its first paperless session, using a Web-based document system. At each seat in the Cabinet meeting room there is a flat screen monitor and a mouse. No pens and no paper. This is where the ministers vote, using smart cards.
All Estonian public schools are connected to the Internet with an average 21 students per computer.
Some companies have found Estonia an ideal test market for new products and technologies, before launching in larger markets. The same could happen with the e-government. Several countries have shown interest in the Estonian experiment. Delegations from Greece, Netherlands and Hungary have toured the facilities.
All parliamentary sessions, except classified ones, are broadcasted on the Internet through real time audio and video, and transcripts of the sessions are available with a short delay. The response from the Estonian public has been overwhelmingly positive.

GOVERNMENT AND POLITICAL CONDITIONS
On June 28, 1992, Estonian voters approved the constitutional assembly's draft constitution and implementation act, which established a parliamentary government with a president as chief of state and with a government headed by a prime minister.
The Riigikogu, a unicameral legislative body, is the highest organ of state authority. It initiates and approves legislation sponsored by the prime minister. The prime minister has full responsibility and control over his cabinet. Parliamentary and presidential elections were held on September 20, 1992. Approximately 68% of the country's 637,000 registered voters cast ballots. An outstanding writer and former Minister of Foreign Affairs, Lennart Meri, won on the first ballot and became President. He chose 32-year-old historian and Christian Democratic Party founder Mart Laar as Prime Minister.
In February 1992, and with amendments in January 1995, the Riigikogu renewed Estonia's liberal 1938 citizenship law, which also provides equal civil protection to resident aliens.

The head of the department for religious affairs at the Interior Ministry told Keston News Service today (18 April) that his ministry had registered the statute of the Estonian Orthodox Church of the Moscow Patriarchate the previous day, together with those of three of its parishes, and that Church representatives had collected the registration certificates today.     ESTONIA (TIER 2) [Extracted from U.S. State Dept Trafficking in Persons Report, June 2005]
    Estonia is primarily a source and transit country for a small number of women and children trafficked internally and abroad - to surrounding Nordic and EU countries for the purpose of sexual exploitation. New information shows that Estonian victims include both ethnic Estonians and those that are Russian-speaking natives from the country's northeast. Victims transiting through Estonia are mainly from neighboring countries, such as Russia and Latvia.
    The Government of Estonia does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. The deputy under secretaries of four principal ministries met regularly during the reporting period to coordinate Estonia's efforts to combat trafficking in persons. In 2004, police raided and closed 28 of an estimated 45 brothels in Estonia. Still, the number of trafficking victims assisted remained low, as did the sentences imposed on convicted traffickers.

    Protection
    During the reporting period, the Estonian Government continued to increase its funding of crime victim assistance programs that apply to trafficking victims. Each Estonian county has been assigned a Victim Assistant who is able to provide trafficking and other victims access to the public assistance system. Victim Assistants are paired with police and provided space in police prefectures to better assist victims. During the reporting period, one trafficking victim received shelter and three received counseling. Law enforcement officials did not provide clear information on how they deal with foreign trafficking victims, particularly from Russia. In accordance with a Baltic States agreement on witness protection, Estonia provided witness protection to a trafficking victim of a neighboring country in 2004. The Ministry of Foreign Affairs organized consular officer training in April 2004 specifically tailored to teach consuls how to assist trafficking victims.
