HELPING LANGUAGE MINORITY STUDENTS AFTER THEY EXIT FROM BILINGUAL/ESL PROGRAMS: A HANDBOOK FOR TEACHERS
Else V. Hamayan; Ron Perlman Note: Every attempt has been made to maintain the integrity of the printed text. In some cases, figures and tables have been reconstructed within the constraints of the electronic environment. Introduction This guide is a resource for mainstream classroom teachers (K-12) who want to provide language minority students with additional support to help their transition into the classes where English is the medium of instruction. Many of the suggestions offered, however, can contribute to making education more effective for all students, not just those who have a language background other than English. The guide also can be used for teacher training, to increase mainstream classroom teachers' awareness of some of the factors that may contribute to difficulties encountered by language minority students even after they have been graduated from bilingual education or English as a Second Language (ESL) programs. The linguistic demands on students in content area classes increase as a function of grade level. A look at elementary school curricula reveals an increasing emphasis on literacy in the middle and upper grades as a medium for transferring academic content area knowledge (Chamot 1983). This emphasis on literacy invariably necessitates a command of cognitively demanding academic language skills, particularly those required in the content areas.

Civics
Activities for Integrating Civics in Adult English Language Learning
The suggestions for activities listed below come from years of practice in adult ESL where teachers were successfully able to integrate language and civics content.
The Adult Learning Resource Center in Des Plaines web site has a good selection of citizenship preparation materials: a resource materials list, notices on INS procedure changes, a sample interview that resulted from a collaboration between area educators and the INS, and a variety of classroom materials. Arlington Education and Employment Program (REEP) ESL Curricula
REEP has developed an on-line adult ESL instructional system to assist educators in enabling adult students of English to navigate U.S. systems. Lifeskills instruction, student voice, and integration of technology are cornerstones of this system, which consists of 9 proficiency levels ranging from low beginning to advanced. (added 10/10/03) Border Civics
This site offers the products of a three-year demonstration project by the Socorro Independent School District in El Paso, Texas. The project integrates EL-Civics learning activities into an Even Start family literacy program. The activities are for beginning level ESL students, and the site includes 19 lesson plans. Other teacher resources are included.

http://www.ism-ac.it/Middle/admissions.htm
Admissions Policy Middle School retains a relatively open policy on admissions from the Elementary School but serious consideration is given to students with special requirements to assess whether the school can cater for their needs or whether their families should seek alternative schooling. As the academic programme becomes more rigorous it becomes more difficult for ISM to cater for students with special needs. An extensive support system in English language is available for those who do not have a full command of this language but during the admission process we seek to identify any other special requirements and discuss intervention and targets with families if they are encountered. If problems arise with academic learning during Middle School, the student's family will be involved in discussion about appropriate intervention and psychological testing and diagnosis may be required. Discussion will also focus on alternatives to ISM for students whose long-term prospects may not be best suited to the academic course available in High School. We do not normally enrol children from Italian schools into Middle School unless the family is preparing to move to another country. However, we welcome the children of Italian families returning to their home country after a period abroad.
